Monday, March 2, 1964
Mayor Lambert called the regular meeting of
the City Council of the City of Huntington Beach to order at 7:30
o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber.
The Invocation was given by Rev. G. Russell
Shaw, Minister of the First Methodist Church, Huntington Beach.

The Clerk presented a communication from

questing permission to use Lake Park Club-
house on Monday and Tuesday afternoons from 2-4 P.M. until June 20,
1964, and again during the school year starting in September, 1964,
with fees waived.

Clubhouse on Monday and Tuesday afternoons from 2-4 P.M., if not
being used otherwise, for Brownie Scout meetings, on a trial basis,
through June 20, 1964, and the Clerk was directed to waive the fees
therefor. Motion carried.

LAND letter from the Huntington -Valley Post 490,
Veterans of Foreign Wars, requesting Council
consideration of any land and/or building for use as a Community
Center, was received and ordered filed. Motion carried..

Christian Leadership, requesting that Coun-
cil pass a resolution proclaiming April 18-24, 1964, as Christian
Leadership Week.
On motion by Stewart, seconded by Gisler,
Council directed the City Attorneyrto prepare a Resolution proeleim-
ing April 18-24, 1964, as Christian Leadership Week. Motion carried.

SOLICITATION Eg_ Council granted the request of the Orange
_-'^_� County Association for Mental Health for
permission to conduct a door-to-door campaign for funds in the City
beginning April 26, 1964, and continuing through the month of May,
in accordance with conditions stipulated by the Police Department.

directed the Clerk to waive

AGAINST CITY a claim filed by Schumacher & Thamer,
Attorneys, on behalf of Bruce LeRoy
Atchley, 618 Adams Avenue, City, for damages in the amount of
$10,000, for injuries resulting from skating at the Pavalon skating
rink, was denied and referred to the City Attorney and the City's
insurance carrier. Motion carried.

February 20, 1964, setting the hour of 7:30 o'clock P.M., or as, soon
thereafter as possible, on Monday, the 2nd day of March, 1964, in
the Council Chamber of the City Hall, Huntington Beach, California,
as the time and place for a public hearing for the purpose of con-
sidering a petition for pre -zoning from; A-1 General Agricultural
District, to: R-3 Limited Multiple Family Residence District.'
The Clerk informed the Council that they
had been provided with copies of the Planning Directors transmittal
and the Resolution of the Planning Commission, recommending approval
of Zone Case No. 396 for an R-2 zone, rather than the R-3 zone
petitioned for by the applicant, and stated that he had received no
written protests to the Zone Case or to the Resolution of the Plan-
ning Commission.
HEARING OPENED Mayor Lambert declared the hearing open.
JOHN HORNER Mr. John Horner, Real Estate Broker
representing Mr. William Lyon, addressed
the Council and presented an aerial map of the area, and requested
Council consideration of the R-3 zone petitioned for.
HEARING CLOSED There being no one further present to speak
on the matter, and there being no further
protests filed, either oral or written, the bearing was closed by
the Mayor.
PLANNING DIRECTOR Planning Director Warner addressed the
Council and gave a resume' of the Planning
Commission's reasons for recommending approval of a change of zone
to R-2 in Zone Case No. 396.
ZONE CASE #396 On motion by Stewart, seconded by Welch,
APPROVED = R-2 Council approved the recommendation of
the Planning Commission, and directed the
City Attorney to prepare an Ordinance effecting the change of zone
to R-2 in Zone Case No. 396. Motion carried.

Resolution No. 400 of the City Planning
Commission, recommending denial of Zone Case No. 400, on property
situated on the north side of Clay Avenue between Delaware Street

and place for a public hearing for the purpose of considering a

accompanying the Tentative Tract Map; that the appeal had been filed
in compliance with the Huntington Beach Ordinance Code, and notice
of said hearing mailed to all residents residing within 300' of the
tract; and that no further written protests had been received.

the high density development adjacent to the single family residence
district.
FLORENCE, 1-1AYES Mrs. Florence Hayes, 9132 Mediterranian
Drive, City,addressed the Council and
protested the high density development.
RI_CHARD DERBY Mr. Richard Derby, 9121 Mediterranian Drive,
City, addressed the Council and stated that
his reasons for buying a home in Huntington Beach were mainly due to
schools, as projected at that time. He further stated that continued
high density developments would only add to the increasing tax
burden in the City, and protested the condominium density being
requested by S. V. Hunsaker & Sons.
�IA_LLY NICKEL Mr. Wally Nickel again addressed the Council
to state that the School situation takes care
of itself; that a new school would be built closer to all concerned.
HTKE 00N;�Q SLY Mr. Mike Connolly, 9072 Mediterranian Drive,
City, addressed the Council to inquire as
to the Councilmens' position in regard to situations where there may
be a conflict of interest, and was informed that any Councilmen involv-
ed in any way have always abstained from action on matters which
concern them.

PLANNING DIRECTOR Planning Director Warner addressed the
Council and gave them a resume' of the
Planning Commission's reasons for recommending a maximum of
242 units in Tract #5464.
APPEAL DENIED On motion by Stewart, seconded by Welch,
S. V. HUNSAKER Council sustained the action of the Plan-
ning Commission on Tentative Tract 5464
and Use Variance - UV #663, and denied the appeal. Motion carried.
PUBLIC HEARING Mayor Lambert announced that this was the
OIL WELL BOND TERM. day and hour set for a public hearing on a
request for termination and cancellation of
drilling bonds on oil wells, Johnson No. 5 and Johnson No. 6,
located in unsubdivided area south of Adams Avenue, east of Hunt-
ington Street, as provided for in Section 2427.4 of the Huntington
Beach Ordinance Code, and directed the Clerk to read the legal notice.

The Clerk read notice of public hearing on
termination and cancellation of drilling bonds, as published in the
Huntington Beach News on.February 13, 1964, setting the hour of 7:30
o'clock P.M., or as soon thereafter as possible, on Monday, the 2nd
day of March, 1964, in the Council Chamber of the City Hall, Hunting-
ton Beach, California, as the time and place for a public hearing
for the purpose of considering the request for termination and can-
cellation of drilling bonds as provided for in Section 2427.4 of the
Huntington Beach Ordinance Code on producing wells.
The Clerk stated that the Council had
received a copy of a transmittal from the Director of Public Works
recommending the bonds be terminated, and stated that he had received
no written protests to said termination of bonds.
Mayor Lambert declared the hearing open.

cars from this agency.

FINAL ADOPTION The Clerk presented a transmittal from the
TRACT MAP #3274 City Planning Director submitting final form
of Tract Map No. 3274 for adoption: Developer:
Gibraltar Equities, Inc., 885 West 18th Street, Costa Mesa; Engineer:
Huntington Engineering Corporation, Huntington Beach; Location: West
of Delaware Street and north of Atlanta Avenue; Legal Description:
Being a subdivision of a portion of the Vista Del Mar Tract, Section 2,
and a portion of the SEk of Section 11-6-11; Number of Lots: 80;
Total Acreage: 6.209; and that the map had been certified by the City
