COMMISSIONERS ABSENT: Miller. TENTATIVE TRACT MAP NO 5481 Number of Lots: 336 Subdivider: Huntington Harbour Corp. Total Acreage: 81.287 Engineer: Moffatt & Nichol Engrs. Located approximately 150 feet south of Edinger Avenue and 2500 feet west of Algonquin Street and legally described as being a subdivision of a portion of fractional Section 19 and Section 20-5-11. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the audience. Mr. Martin Fenton, representing Huntington Harbour Corporation, addressed the Commission and offered to answer questions. There being no other comment, the hearing was closed. A MOTION WAS MADE BY BAZIL AND SECONDED BY WORTHY TO APPROVE TENTATIVE TRACT MAP NO 5481 WITH THE FOLLOWING CONDITIONS: 1. The streets within the tract shall be connected to an existing public street. 2. 11P1' Street shall be 60 feet wide. 3. Approval of this tract shall be subject to approval of Conditional Exception UV #689 by the City Council. If said Exception is not so approved, all lot sizes and widths and all street widths shall comply with City Standards. 4. All waterways shall be deeded in fee to the City. 5. The tract shall be annexed to the Harbor Maintenance District now being formed. 6. All applicable standard subdivision requirements shall be complied with. Planning Commission Tuesday, March 3, 1964 CONDITIONAL EXCEPTION UV #689 To allow the sub - Applicant: Huntington Harbour Corp. division and development of the property for use for single family dwellings and appurtenant structures as follows: 1. On waterfront lots with a minimum area of 5000 square feet per lot. 2. Reduction of lot frontages and street widths as,indicated on Tentative Tract Map No 5481. 3. On waterfront lots (1 through 248, with the exception of lots 32, 38, 56, 60, 77, 81°, 97, 101 116, 120, 164, 168, 181, 185, 200, 204, 220, 224 and 2415 a front yard setback of 10 feet, except that the setback shall be 20 feet where the garage is entered directly from the street: ' 4. On waterfront lots ( lots 1 through 248) , a rear yard setback of 10 feet from the bulkhead. 5. On non -waterfront lots, a front yard setback of 15 feet, except that the setback shall be 20 feet where the garage is entered directly from the street. 6. On non -waterfront lots, a rear yard of 20 feet, except that one wing of the main building, not wider than 25% of the narrowest width of the lot, may project to not less than 10 feet from the rear property line. 7. On waterfront .and non-waterfront,lots, side yard setbacks of 5 feet except that fireplaces may project 3 feet into the required side yard for a maximum lineal distance of 10 feet. The Secretary informed the Commission that this request is for continuation of the same type of development as other units in the develop- ment of Huntington Harbour. Located south of Edinger Avenue and west of Saybrook Lane and legally described as being a subdivision of•a portion of fractional Sections 19 and 20-5-11. Martin Fenton, representing Huntington Harbour, addressed the Commission and objected to the requirement of the dedication and improvement of Edinger Avenue to a width of 64 feet south of the centerline: He further objected to' the requirement of improving the streets on the north and east sides of the school site stating that this is not a part of the tentative -map. Everett Peddicord, engineer for the subdivider, addressed the Commission and displayed a proposed plan for future dedication of 50 feet from centerline on the south side of Edinger Avenue. Bill Hartge, Deputy Director of Public Works, addressed the Commission and stated that the present plan indicates 30 feet right-of-way on the north side`of Edinger Avenue and that a 56 foot right-of-way should 'be dedicated from centerline on the south side of Edinger Avenue to provide six traffic lanes with no parking allowed and that a 62 foot right-of-way should be dedicated to provide six traffic lanes and one lane of parking. There being no'other comment, the hearing was closed. The Commission held a lengthy discussion. It was the concensus to continue the hearing to March 17, 1964, for further study. Located south of Adams Avenue and east of Bro okhurst Street and legally described as being a proposed subdivision of a portion of the NW4 of Section 8-6-10. The Subdivision Com- mittee Report was read by the Secretary. The hearing was opened to the audience. Robert Gulino, engineer for the subdivider, addressed the Commission and stated that there were no ob- jections to the conditions stipulated in the Subdivision Report. There being no other comment, the hearing was closed. Planning Commission Tuesday, March 3, 1964 1. If Zone Case No 424 is not adopted by the City Council, approval of this map shall be null and void. 2. The service road along Adams Avenue shall be extended westerly to the west boundary of the tract. 3. The property line radius on : cul-de-sacs shall be 50 feet. 4. Lots 64 through 79 are not approved for construction of residential buildings until such time as the Planning Commission gives further consideration to a favorable report from the Health Department concerning the reservoir and chlorination facilities of the Talbert Irrigation District. 5. A business license shall be secured for subdividing the portion of the development covered by this revised tentative map. 6. Approval of this revision shall not extend the date of approval of that portion of the tract not included in the revision. 7. General Agricultural District as adopted by Interim Ordinance No 672"to R-2 Two Family Residence District. Located on the south side of Adams Avenue and east side of Brookhurst Street and legally described as being a portion of the NW-4 of Section 5-6-10. The Secretary read a com- munication submitted by the Huntington Beach Elementary School Board of Trustees, opposing the subject zone change. Robert Gulino, engineer for the subdivider, addressed the Commission and stated that the School District had no objections at the time of the Subdivision Committee meeting on February 24,` 1964. Richard Meredith, applicant, addressed the Commission and explained why he is requesting the R-2 Zone. Robert Burke`, representing the Huntington Beach Elementary School Board of Trustees, addressed the Commission and stated that the increased population density will result in an additional 241 elementary school students,over those anticipated from the same property zoned R-1. A MOTION WAS, MADE BY BY IA RKIN TO ADOPT RESOLUTION NO 424 RECOMMENDING DENIAL OF ZONE CASE NO 424 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The Master Plan of Land Use has this area designated for low density development. 2. A school site is being purchased in this area on the basis of a single family tract development ,and •medium density use would allow almost 300 more units which would require another school site. John Baker, 6041 Doyle Drive, representing the Homeowners -Association, addressed -the Commission -and sub- mitted a petition signed by 158 property owners in the immediate area opposing the requested change of zone. Ernest Beleher, 4021 Cedar Avenue, Long Beach, representing the applicant, addressed the Commission and displayed sketches of the proposed development. John Mahoney, 6081 Doyle Drive, addressed the Commission and stated that the area should be an R-1 Zone. Mr. Brenner addressed the Commission and opposed the requested zone change. There being no further comment, the hearing was closed. A lengthy discussion was held by the Commission. It was the concensus that since the proposed development was for a planned development it should be considered as a variance. RESOLUTION NO 422 A Resolution of the City Planning Commission Recommending Denial of Zone Case No 422 to the City Council. A MOTION WAS MADE BY LE TSON AND SECONDED BY CRABB,TO ADOPT RESOLUTION NO 422 RECOMMENDING DENIAL OF ZONE CASE NO'422, WITHOUT PREJUDICE, TO THE CITY COUNCIL, FOR THE FOLLOWING REASON: 1. A Planned Development is proposed for this site which would better be considered by variance. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Larkin. NCE S : None. ABSENT: Miller. Quirk M-1-0 Light Industrial District combined with oil production to R-3 Limited Multiple Family.Residence District. Located on the west side of Newland Street and approximately 700 feet north of Hamilton Avenue and legally described as Lot ll,•Tract No 811 and Lots No 1.through 30 inclusive in -Block C, Tract No 876. The Secretary read a, communication submitted by the Huntington Beach Elementary School District Board of Trustees opposing the subject zone change. The hearing was opened to the audience. Mr. Quirk, applicant, addressed the Commission and requested that Zone Case No 423 be approved. Robert Himrod, representing the co -owners of the subject property, addressed the Com- -mission and spoke in favor of changing the ,zone to R-3. . Charles Palmer, representing the Huntington Beach Elementary School District, addressed the Commission and explained the problems with which the school district would be confronted if the zone change is adopted. A. C. Marion, representing the Huntington Beach Oil Producers, -addressed the Commission and suggested that the 110Y be added on the requested R-3 Zone. There being no other comment, the hearing was closed, The Secretary informed the Commission that Zone Case No 414 and 416 being relative to the subject zone case will be considered later in the agenda. It was the concensus that action should be deferred until Zone Case No 414 and Zone Case No 416 have been considered. Mr. Palmer, representing the Huntington Beach Elemtary School District, addressed the Commission and voiced concern over the higher density indicated on the revised Master Plan. There being no other comment, the hearing was closed. A lengthy discussion was held by,the Commission. It was the concensus to delete the medium density at the northwest corner of Banning Avenue and Bushard Street and also at the southwest corner of Hamilton Avenue and Bushard Street. It was further agreed that the area west of Newland Street and approximately 460 feet south of Atlanta Avenue be recommended for Industrial and also the area south of Atlanta Avenue to Hamilton Avenue and west of Cannery Street be recommended for Industrial. -12- 3/3/64 Page #13 349 Minutes: H. ALSO from M-1 and M-1-0 Light Industrial District, M-2-0 Heavy Industrial District and R-1 Single Family Residence District to M-1-A-0 Restricted Manufacturing District. ALSO from M-l-A Restricted Manufacturing District to RA Residential Agricultural District. General location being on the south side of Indianapolis Avenue, east of Beach Boulevard, west of the Huntington Beach City limits and north of Pacific Coast Highway. The Secretary read a letter submitted by Buchanan -Hudson Development Col, requesting that the Commission give a consideration to the elimination of the 110" designation on property located 660 feet south of Hamilton Avenue and on the east side of Bushard Street. The hearing was opened to the audience; there being no comment, the hearing was closed. The Secretary informed the Commission that the reason for changing certain zones in the general area south of Indianapolis Avenue and east of Beach Boulevard is because of recent requests for more R-3 multiple development. It was the concensus that the parcel on the west side of Brookhurst, 660 feet south of Hamilton Avenue be deleted because of recently approved R-3 zoning and to delete the 11011 designation as requested by Mr. Buchanan. Also property on the west side of Newland Street, 460 feet south of Atlanta Avenue and on the west side of Cannery Street from Atlanta to Cannery Street,be left in the present industrial zoning.
