Beach Planning Commission of March 17
and 31, 1964, were accepted as transcribed and -mailed by the
Secretary.

NO 4663 WITH THE FOLLOWING CONDITIONS:
1. No portion of the tract shall be recorded until the pro-
posed improvement district in the area is formed and the
contract is let for construction of the district facilities.
2. No dwelling unit, which is dependent upon any of the
facilities to be constructed by the proposed improvement
district, shall receive final inspection for occupancy
until such district improvements have been accepted by the
city.
3. All of the Standard'Subdivision Requirements that'are
applicable shall be complied with.

The hearing was opened
to the audience. Mr.-M. E. Zardo, 16632 Cooper Lane, addressed
the Commission and presented a petition, signed by 343 property
owners opposing the subject variance. He further pointed out
the increase in population density will result in overcrowding
the,Ocean View Elementary School District.
Frank King, representing
the applicant,.addressed the Commission and further explained
the proposed project.
There being no further
comment, the hearing was closed.
It was noted that the
proposal calls for a total of 108 dwelling units where the
maximum under a standard subdivision would be approximately
60 units.

Commission and presented a petition signed by 365 property
owners objecting to the zone change.

It was noted that the
Master Plan of Land Use indicates an R-1,Zone on most of the
tract with some medium density area around the commercial
corner.

mission Recommending Approval of Zone
Case 427 to the City Countil.
A MOTION WAS MADE BY MILLER AND
SECONDED BY BAZIL TO ADOPT RESOLUTION NO1427 RECOMMENDING
APPROVAL OF ZONE CASE NO 427 TO THE CITY COUNCIL FOR THE
FOLLOWING REASONS:
1. This proposal is in conformance with the adopted Master
Plan for this area.
2. The proposed R-2 Zone will be separated from the R-1
areas by a 200 foot powerline easement and a flood control
channel.,

the Commission and spoke in favor.
There being no other comment,
the hearing was closed.
A lengthy discussion was held
by the Commission. It was the concensus that the requested
commercial zone would extend too far from the main street
intersection.
RESOLUTION NO.438 A Resolution of the City Planning Com-
mission Recommending Denial of Zone Case
438 to the City Council.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY CRABB TO ADOPT RESOLUTION NO 438 RECOMMENDING
DENIAL OF ZONE CASE NO 438 TO THE CITY COUNCIL FOR THE
FOLLOWING REASONS:
1. 'There is sufficient commercial land already zoned in
this area.
2. The requested zoning would extend commercial property too
far from the main street intersection.

the corner -cut-off,' thereby interfering with the sight angle
required for traffic safety.

the audience. Mrs. Yarnell, 7812 Franklin Drive, addressed
the Commission and opposed the subject variance.
Also speaking in opposition
was Mr. F. H. Cole, 752 Main Street.
Ray Mercado, representing
the applicant, addressed the Commission and stated that the
request is the best use for the site. He further spoke in
favor of granting the subject variance.
There being no further
comment, the hearing was closed.
The Secretary pointed out
to the Commission that the minimum lot area for trailer park
is 2.5 acres and the maximum density is 12 spaces per acre.
It was further 'rioted that the plan shows 20 spaces rather than
the maximum of 18 spaces.

requesting a school site approval in the area south of

The Commission felt the
proposed school site location was suitable since it had been
designed into the proposed subdivision.

COMMUNICATION: The Secretary read a letter
submitted,by Mr. J. E. Drury,
requesting the establishment of a temporary quarters for an
auto agency on Beach Boulevard without installing the required
street improvements.
The Commission considered the
request and it was the concensus that if such a request were
to be considered, it would have to be in the form of a
Variance application and a public hearing would be necessary.
DISCUSSION: The Secretary presented a request
for pre -zoning from the Broadway
Island property owners to the Commission. Several property
owners desire to 'annex to the City but could not get all of
the property owners to `sign the petition for pre -zoning.
Therefore, the request was for the Commission to initiate the
zone change and to include all properties proposing to annex.
It was the unanimous opinion of
the Commission that if such a request were to be considered,
it would have to be in the form of an application for a change
of zone by the property owners who wished to be included in a
pre -zoning.
COMMUNICATION: EXTENSION OF TIME, TENTATIVE TRACT MAP NO 5128
DEVELOPER: The Meredith Company
The Secretary read a letter sub-
mitted by Robert J. Gulino, engineer for the developer, requesting
an extension of one year to enable the developer to record the
Tract No 5128.
