described as being a proposed subdivision of Lots 1, 2, J.A.

The Subdivision Committee Report
was read by the Secretary.
The hearing was opened to the
audience. Ron Wells, representing the applic'ant, addressed
the Commission and offered to answer questions.
Charles Palmer, Huntington Beach
Elementary School District, addressed the Commission and
requested that the Master Plan should be upheld.
Robert Dingwall, 19791 Estuary
Lane, addressed the Commission and stated that the subject
property should be kept to low density as indicated on the
Master plan.
Frank Dray, designer, representing
the applicant, explained the concept of the proposed plan.
There being no further comment,
the hearing was closed.
The Commission held a lengthy
discussion.
A MOTION WAS MADE BY CRABB AND
SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 5523
UPON THE FOLLOWING CONDITIONS:
1. The Revised Tentative Map dated April 17, 196'4, shall be
the approved layout.
2. Approval of this Tentative Map shall be null and void
unless UV 716 is approved.
3. A 6 ft chain link fence or equivalent shall be constructed
along the Southern California Edison Company R/W.
4. All provisions for a community association and for per-
petual -maintenance of the common areas and recreation
areas .shall -be approved by the Planning Department and
City,Attorney.
5. All private driveways shall comply with adopted Planning
Commission Standards as to width, corner radii and turning
radius.
6. All rights for construction of any structure not shown on
the approved plot plan shall be dedicated to the City,

development" which seems to be acceptable with a few
modifications.

BAZIL AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF USE
VARIANCE NO 716 TO THE CITY COUNCIL WITH THE FOLLOWING
CONDITIONS:
1. Lighting systems shall be installed.on all private drives
and common areas with illumination at leat equal to
lighting on public streets.
2. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
3. Landscaping shall be installed throughout the common
areas and a plan of such landscaping shall be'submitted
for approval by the Planning Commission.
4.T Recreation facilities shall be installed .within, the
detveclopment- and a plan specifying such -facilities shall
be submitted for approval by the Planning Commission.
5. The water and fire hydrant systems shall be approved by
the Director of Public Works and Fire Chief.

6. All utilities shall be installed underground.
7. There shall be a minimum setback of 15,feet from a public
street.
8. The passageways between buildings shall be a minimum of
6 feet wide.
9. All private streets shall meet the structural standards
of the Director of Public Works.
10. The width of all private streets shall meet the standards
adopted by the Planning Commission.
11. The C.C.&R's shall contain a provision requiring owners
and tenants to abide by the rules of the Association for
use of the recreation areas, parking, etc., and such
provision shall provide penalties for violation.
12. The C.C. & R's for the project, the Articles of Incorporation
and By-laws of the propEed Association shall be approved
by the Planning Director and City Attorney.
13. In the event the project is recorded and constructed in
Sections, each section shall provide rec;=reation facilities
meeting Planning Commission Standards.
14. The recreation areas and facilities shall be reserved
for the exclusive use of the residents'of this project
and their non-paying guests.
15. There shall be a maximum of 186 lots for dwellings and

2. No portion of this tract shall be recorded until such time

certifying that a solution has been found to the problem
of a public health hazard due to..irrigation of nearby
farm lands with sewer effluent.
3. All standard subdivision requirements that are applicable

The Commission held a lengthy
discussion.
The Secretary pointed out to the
Commission that this variance accompanies Tentative Tract
No 5581 and is for the purpose of creating a so-called
"Planned Development". He further pointed out that the
density is well within the limits established by the Commission
for an R-3 zone being between 10 and 11 units per acre.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY BAZIL TO RECOMMEND APPROVAL OF USE VARIANCE NO
715 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS:
1. Lighting systems shall be installed on all private drives
and common areas'with illumination at least equal to
.lighting on public streets.
2. No other structures than those shown on the approved plot
plan shall be constructed within the project.

Commission that this proposal will add provisions for more
restrictive oil districts to.the Code. He further pointed

City Clerks office regarding the request for annexation of
a small area south of Broadway Street in Sunset Beach which
the City Council referred to the Commission for a,report.
After considerable discussion,

the area not be annexed because all lots involved are
extremely substandard and there would be no advantage to the
City resulting from the annexation.
