MINUTES: On motion by Miller and seconded by Crabb, the Minutes of the Huntington Beach Planning Commission of April 21 and April 28, 1964, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NOS. 5464, 5602, 5603 - Revised Number of`Lots: 242' Subdivider: S. V. Hiinsak,�!r � Sons, Total Acreage: 28.5 Engineer: Brown Engineering Co. Located 1024.8 feet south of Adams Avenue on the east side of Cannery Street and legally r described as being a proposed subdivision of a portion of the NW4 of Section 7-6-10. The Subdivision Com- mittee Report was read by the Secretary. The hearing was opened to the audience. Wally Nichol, planning coordinator for the subdivider; addressed the Commission and stated there were no objections to the required conditions except that they wished to construct the proposed public streets with sidewalks ad- jacent to the curb rather than the usual City Standards. Bill Hartge, Deputy Director of Public Works, addressed the Commission and requested that a condition regarding the location of rubbish collection areas be added. There being no other ccm ment, the hearing was closed. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP NOS. 5464, 5602, 5603 - REVISED UPON THE FOLLOWING CONDITIONS: 1. The Revised Tentative Map, dated April 1964 and received May 1, 1964, shall be the approved -map. 2. Approval of this map shall be null and void unless UV 663 is approved by the City Council. 3. All provisions for a community association and for perpetual maintenance of the common areas and recreational facilities shall be approved by the Planning Director and City Attorney. 5. There shall be"no occupancy of any dwelling unit of the development until the tract is recorded. 7. The Business license fee shall be based on the number of dwelling units. 8. The water system shall be approved by the Director of Public Works and Fire Chief. 9. A fence or wall shall be constructed along the south side of the tract except at Harbor Isle Lane. 10. The flood control channel shall be fenced to,.Flood Control District Standards. 11. All public streets shall comply with City Standards.. '12. All private 'streets shall comply with adopted Planning Commission Standards. 13. The structural section of all private streets shall be approved by the Director of Public Works. 14. All utilities shall'be installed underground. 15. All applicable standard subdivision requirements shall be complied with. 16. Located on the east side of Cannery Street approximately 1024.8 feet south of Adams Avenue and legally described as being a portion of the NW4 of Section 7-6-10. The hearing was opened to the audience. Wally Nichol, representing the applicant, addressed the Commission and explained the proposed planned development. It was noted that -the design of theproposed project is basically a "cluster type development" which seem to be acceptable. A MOTION WAS MADE BY LETSON AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF USE VARIANCE NO 663 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS: 1. The "Plot Plane, revised April 29, 1964, and received May 1, 1964, shall be the approved plan. 2.- All public streets shall comply with City Standards. 3. All private streets shall comply with adopted Planning Commission Standards. 4. All private streets shall have cement curbs. 5. The island in Sunrise Drive shall be maintained by the Association. 6. Lighting systems shall be installed on all private drives and common areas with illumination equal to lighting on` public streets. 7. All utilities shall be installed underground. 8. There shall be no fence, structure, or landscaping con- structed or maintained over 32 feet high within a 10 foot by 10 foot triangular area at the intersection of drives and streets or within a 25 foot by 25 foot tri- angular area at the intersection of streets. 9. At least two covered parking spaces shall be provided directly adjacent to each unit or patio. Said parking shall be to Planning Commission standards. 10. No dwelling unit in this development shall be occupied until the final tract map is recorded. 11. The recreation areas and facilities shall be reserved for the exclusive use of residents of this project and their non-paying guests. 12. The C.C. & R's shall contain a provision requiring owners and tenants to abide by the rules of the Association for use of the recreation areas,'parking, etc., and such provision shall provide penalties for violation. " 13. The C.C. & R's, Articles of Incorporation and By -Laws of the Corporation shall be approved by the City Attorney and Planning Director to assure perpetual ownership and maintenance of the common areas. 14. In the event the project is recorded and constructed in sections,each section shall provide recreation facilities meeting Planning Commission standards. 15. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the, audience; there being no comment, the hearing was closed. A MOTION WAS MADE BY CRABB AND SECONDED BY LARKIN TO APPROVE TENTATIVE TRACT MAP NO 5601 WITH THE FOLLOWING CONDITIONS: 1. The Revised Tentative Map dated April 28, 1964, shall be the approved layout. 2. Disposal of runoff water shall be approved by the Director of Public Works. 3.` The proposed pedestrian walkway shall be improved to the requirements of the Director of Public Works. 4. All Standard Subdivision Requirements shall be complied with. 5. A petition for rezoning to R-1 shall be filed approxi- mately at the time the final map is recorded. Planning Commission Tuesday, May 5, 1964 for the proposed driving range. Tom Talbert, 108 6th Street, addressed the Commission and spoke in favor,. Forest,Plunkett, 80 Huntington Avenue, addressed the Commission and stated that he was opposed to any lighting system that might be objection- able to the residents of his trailer park. . Earl Martin, 80 Huntington Avenue, addressed -the Commission and also objected to the lighting system. There being no other comment, the hearing was closed. A MOTION WAS MADE BY MILLER AND SECONDED BY BAZIL TO APPROVE USE PERMIT NO 237 UPON THE FOLLOWING CONDITIONS: 1. There shall be a minimum of 25 ft driveway width in the trailer park. 2. There shall be no parking at any time on driveways less than 32 feet wide within the trailer park. 3. The lighting system for the driving range shall meet the approval of the Director of Public Works and shall not create undue glare on surrounding property. 4. The expiration date of the golf driving range will be on May 5, 1965. 5. The driving range shall close at 10:30 P.M. of each day. 6. Construct -a fence along Atlanta Avenue to eliminate glare for traffic if deemed necessary by the Director of Public Works. 7. Improve Beach Boulevard along the proposed development to City Standards. 8. The trailer park shall be used only for temporary "overnight" parking of trailers. 9. Sid Crossely, applicant, addressed the Commission and gave his reasons for requesting the elimination of the block, wall. There being no other comment, the hearing was closed. The Secretary informed the Commission that the applicant did not comply with conditions which ,were required on his previous variance for commercial development. USE PERMIT NO 239 To allow the sale and/or exchange Applicant: Paul C. Jones of new and used cars with minor repair shop in the C-4 Highway Commercial District. Located on the west side of Beach Boulevard and approximately 600 feet south of Main Street and legally described as the S'ly 50 feet of the east 140 feet of Lot 5, Block H, Tract No 7, EXCEPTING THEREFROM the E l ly _14 feet thereof. The hearing was. opened to the audience. Bert Harding, representing Aoki Brothers, addressed the Commission and vigorously objected to the proposed used car lot. Mark Downing, 8362 Laura Circle, addressed the Commission'and also spoke in opposition. Don Jones, 17171 Beach Boulevard, addressed the Commission and spoke in favor. There being no other comment, the hearing was closed. It was noted by the Commission that the application contains a request for a repair shop but no buildings are shown on the plot plan. It was further noted that no off-street parking was indicated on the plot plan and the point of vehicular access from Beach Boulevard was not shown. It was the concensus to continue the hearing on Use Permit no 239 to the next regular meeting to give the applicant *a chance to submit a precise plan. -6- 5/5/64 Page #7 Minutes: H. USE PERMIT NO 240 To allow the con - Applicant: Clifford and struction of a 174 Vernon Houser space mobile home park in the R-5 'Professional, Motel and Trailer Park District. Located on the south side of Edinger Avenue and approximately 2640 feet west of Bolsa Chica'Street and legally described as a portion of the E2, NW4, Section 20-5-11. The Secretary read two communications favoring the proposed trailer park. The hearing was opened to the audience. Vernon Houser, applicant, addressed the Commission and explained the proposed develop- ment. He further stated that the trailer park will be restricted to adults only. The following property owners addressed the Commission and questioned various require- ments of the proposed trailer park: Jerry Ahrensen, 16311 Fantasia Lane, Edward Barber, 16321 Fantasia Lane, John Reid, 16171 Fantasia Lane, Henry Van Calcar; 4141 Minuet Drive. Speaking in opposition were the following homeowners: Earl Jones, 4541 Minuet .Drive and Victor Johnson, 16082 Fantasia Lane. There being no other comment, the hearing was closed. Commission discussion was held at length. It was noted that the subject property has been zoned R-5 which permits trailer parks. Also that the submitted plan is well within all the City requirements. A MOTION WAS MADE BY BAZIL AND SECONDED BY MILLER TO APPROVE USE PERMIT NO 240 WITH THE FOLLOW NG' CONDITIONS : 1. Participate in drainage assessment district at a cost of $310 per acre. 2. Dedicate and improve Edinger Avenue and the proposed street to City Standards at the time of construction. 3. ZONE CASE NO 447 Change of Zone from Applicant: Dr. J. Robert R-4 (County) to.R-4 (City) Soules, etal Multiple Family Resi- dence District. Located on the east side of Bay View Drive and on the south side of Broadway Street and leggally described as Lots No 1, 2, 3, 4, 8 and E2 of Lot 7, Block 412, Tract No 21, Sunset Beach. This is a pre -zoning request and approval is subject to annexation. The hearing was opened to the audience. The following adjacent property owners addressed the Commission and requested that they be included in the change of zone: -Mrs. Michael Rowland, Mrs. Dust, Mrs. Wallace and Mr. Bilac. Dr.'J. Robert Soules, applicant, addressed the Commission and requested that an R-4 zone be granted. There being no other comment, the hearing was closed. A lengthy discussion was held by the Commission. It was the concensus to recommend an R-2 rather than the requested R-4 zone because of the sub- standard street widths and lot sizes in the area. RESOLUTION NO 447 A Resolution of the City Planning Commission Recommending Approval -of Zone Case 44-7 for an R-2 rather than the Requested R-4 zone to the City Council. A MOTION WAS MADE BY BAZIL AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 447 RECOMMENDING APPROVAL OF ZONE CASE NO 447 FOR AN R-2 ZONE RATHER THAN THE REQUESTED R-4 ZONE TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: -8- 5/5/64 420 Page #9 Minutes: H. Located between Marina View Way and Sandra Lee Street and north of Los Patos and legally described as Lots 5, 14 and 16, Block L, Tract No 475. The Secretary read two petitions of protest submitted by adjacent property owners. The hearing was opened to the audience. Jerry Jones, 17171 Sims Street, Sunset Heights, addressed the Commission and opposed the subject zone change. Kenneth Hemphill, 1360 Newport Avenue, Long Beach, addressed the Commission and requested that hisproperty be included in the proposed zone change. The following property owners addressed the Commission and vigorously objected to the zone change: Howard Sims, Mr. and Mrs. Roberts, and R. D. Lurie. Speaking in favor,were Willard Barnes and Carl Hole -man. There being no other comment, the hearing was closed. The Commission held a lengthy discussion. It was the concensus to continue the hearing and initiate a change of zone for an R-3 zone and include the two blocks of property between Warner Avenue and Sandra Lee Street, north of Los Patos Avenue as a part of the proposed change of zone. A FURTHER MOTION, WAS MADE BY BAZIL AND SECONDED BY MILLER TO ADOPT A RESOLUTION OF INTENT'INITIATING A CHANGE OF ZONE TO R-3 ON PROPERTY BETWEEN.WARNER AVENUE AND SANDRA LEE STREET, NORTH OF,LOS PATOS AVENUE AND SETTING THE MATTER FOR PUBLIC.HEARING ON MAY 19, 1964. Chikasawa A-1-Y General Agricultural District as adopted by Interim Ordinance No 668 to R-3 Limited Multiple Family Residence District and C-1 Neighborhood Commercial District with setback provisions. Located on the northeast and northwest corners of Edwards Street and Warner Avenue and legally -described as follows: Proposed R-3, Parcel I: The South 594.42 feet'of the W2, SW4, SE4,.Section 22-5-11: EXCEPTING the South, 210 feet of the West 190 feet thereof. Proposed R-3, Parcel II: The South 594.43 feet of the E2, SE4, SW4, Section 22-5-11; EXCEPTING the West 219.85 feet; ALSO EXCEPTING the South 210 feet of the East 190 feet thereof. The Secretary informed the Commission that this case is for the same property that was considered for the same zoning just a few weeks ago and at that t-ime'the Commission recommended R-2 on all of the p rperty rather than the C-2 and R-3 as requested.. The original zone change request was designated Zone Case 436'. He further stated that a portion of the case was withdrawn by the applicant at the City Council meeting and the remaining portion was referred back to the Commission to consider with the subject case. It was noted that the portion of Zone Case 436 previously withdrawn at the City Council meeting is now being considered by the Planning Commission as Zone Case 449. The hearing was opened to the audience. Mr. Mason, representing the applicant, addressed the Commission and spoke in favor. Hal Smith, 17971 Beach Boulevard, addressed the Commission and'also spoke in favor of the subject zone case. There being no other comment, the hearing was closed. The Commission held a lengthy discussion. It was noted that there is sufficient commercial land already zoned in this area, and that the subject property is at a half -mile intersection between existing commercial areas. RESOLUTION NO 449 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 449 for an R-3 Zone for the entire Parcels Rather -than the C-1 and R-3 Zones requested to the City Council. A MOTION WAS MADE BY CRABB AND SECONDED BY LARKIN TO ADOPT RESOLUTION NO 449 RECOMMENDING APPROVAL OF ZONE CASE NO 449 FOR AN R-3 ZONE FOR THE ENTIRE PARCELS RATHER THAN THE C-1 AND R-3 ZONES REQUESTED FOR THE FOLLOWING REASONS: 1. This dimension corresponds with our public street standard of a 30 ft curb radius for local streets. However, a check with five of our neighboring cities indicates that our standard is 5 feet higher than any of the cities checked; Since the maximum inside wheel turning radius of automobiles is found ' 'to be less than 20 feet,, of the largest City fire truck 25 feet.and of the trash trucks 20 feet, it,appears that the radius of the inside curb of 25 feet would be adequate. The Commission considered the request and it was the concensus that the proposed facility is accessory to the airport and will = re adequately fill the needs of the airport patrons. Also its location is well back from Warner Avenue and within the confines of the airport and should not create problems for the surrounding area. The Commission reviewed- the request. It was noted that the subject property is bounded . on two sides by the City limits and there are several develop- ments either underway or planned in close proximity. It was the unanimous recommen- dation of the Commission that the application be denied based on the following reasons: 1. Immediately adjacent on the south is a 120 unit planned residential development now under construction. This project will consist of semi-detached dwellings designed for family occupancy and priced in the vicinity of $25,000. 2. The nearest operation of the Meadowlark Airport is about 1000 feet west and as such cannot be considered as a reason for encroachment of,an industrial use into the residential and recreational area.
