COMMISSIONERS ABSENT:- None. MINUTES: On motion by Worthy and seconded by Letson, the Minutes of the Huntington Beach Planning Commission of May 19 and 26, 1964, were accepted as transcribed and mailed by the Secretary. ZONE CASE NO 456 Change of Zone from C-2 Applicant: George S. Wilson Community Business District to R-3 Limited Multiple Family Residence District. Located east of Springdale Street and approximately 330 feet south of Bolsa Avenue and legally described as being a portion of the NW4 of Section 15-5-11. Further legal description on file in the Planning Department Office. The Secretary read a letter submitted by the applicant requesting withdrawal of Zone Case 456. A MOTION BY LETSON WAS SECONDED BY MILLER TO APPROVE THE REQUEST OF THE APPLICANT. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. TENTATIVE TRACT MAP NO 5525 Number of Lots: 21 Subdivider: A. L. Gindling Total Acreage: 4.3 Engineer: Millet`, Ring & Assoc. Located 330 feet south of Bolsa Avenue on the east side of Springdale Street and legally described as being a proposed subdivision of a portion of the NW4, NW4, Section 15-5-11. The hearing was opened to the audience; there being no comment, the hearing was closed. It was the concensus that Tentative Tract No 5525 is not suitable as a subdivision of commercial property..because the proposed zone change,, Zone Case'No 456, was withdrawn by the applicant. A MOTION BY CRABB WAS SECONDED BY LA RKIN TO DENY THE TENTATIVE MAP OF TRACT NO 5525 BECAUSE DESIGN IS NOT SUITABLE FOR A SUBDIVISION OF COMMERCIAL PROPERTY. Total Acreage: 9.693 Engineer: Moffat & Nichol Located northwest of Algonquin Street and Warner Avenue and legally described as being a proposed subdivision of portion of Sections 20 and 29-5-11. ` The Subdivision Com- mittee Report was read by the Secretary. The hearing was.opened to the audience; there being no comment, the hearing was closed. A MOTION BY BAZIL WAS SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 5633 WITH THE FOLLOWING CONDITIONS: 1. The dedication and improvement of Warner Avenue shall be approved by the Director of Public Works. 2. All applicable standard subdivision requirements shall be complied with. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. TENTATIVE TRACT MAP NO 5642 Number of Lots: 65 Subdivider: Jack H. Morris Total Acreage: 3.73 Engineer: Jack S. Raub & Assoc. Located 330 'feet south of Garfield Avenue between Florida and Delaware `Streets and legally described as being a proposed subdivision of Lots 6, 7, 9, 10 and 11, Mountain View Tract. The hearing was opened to the audience. William Frost, engineer for the subdivider, addressed the Commission and explained the proposed development. Jack Morris, applicant, addressed the Commission and displayed drawings of the proposed project. He further spoke in favor. There being no further comment, the hearing was closed. The Commission held a lengthy discussion. It was noted that the proposed multiple family development will consist of 65 units rather than the 37 units maximum allowable for a medium density area. A MOTION BY BAZIL WAS SECONDED BY WORTHY TO DENY TENTATIVE TRACT MAP NO 5642 BECAUSE THE DESIGN IS NOT SUITABLE FOR A MEDIUM DENSITY DEVELOPMENT. Planning Commission Tuesday, June 2, 1964 USE VARIANCE NO 728 To allow the construction Applicant: Jack H. Morris of a planned residential development in the R-2 Two Family Residence District. Located between Delaware and Florida Streets and 330 feet south of Garfield Avenue and legally described as Lots 6, 7, 9, 10 and 11 of the Mountain View Tract. The hearing was opened to the audience; there being no comment, it was closed. The Secretary informed the Cam mission that this is the variance which is necessary to accompany the Tentative Map of Tract No 5642 to modify certain subdivision standards. It was the concensus to deny Use Variance No 728 since the variance pertains to Tract No 5642 previously considered and denied by the Commission. THE MOTION BY MILLER WAS SECONDED BY LARKIN TO RECOMMEND DENIAL OF USE VARIANCE -NO 728 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. Excessive number of units for a medium density development. 2. The Tentative Map of Tract No 5642 had been denied. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO 241 - Continued To allow the construction Applicant: Milton G. Schley of a 24 unit apartment building in the R-2 Two Family Residence District. Located east of Florida Street and approximately 290 feet south of Yorktown Avenue and legally described as the N2 of Block 2307, East Side Villa Tract. The hearing was opened to the audience; there being no comment, the hearing was closed. A MOTION BY WORTHY WAS SECONDED BY MILLER TO APPROVE USE PERMIT NO 241 UPON THE FOLLOWING CONDITIONS: 1. Improve Florida Street to City Standards across the entire parcel. 2. There shall be signs "No Parking" posted on all drives. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. ZONE CASE NO 455 Change of Zone from R-4-Y Applicant: Macco Realty'Co.' Suburban Residential District as adopted by Interim Ordinance No 672 to R-2 Two Family Residence District. Located east of Cannery Street and approximately 1120 feet south of Garfield Avenue and legally described as the south 200 feet of the NW4, NW4, Section 6-6-10. -3- 6/2/64 450Page #4 Minutes: H. B. Planning Commission Tuesday, June 2, 1964 The hearing was opened to the audience. Ralph Van Buskirk, representing the applicant, addressed the Commission and stated the reasons for the request. There being no other comment, the hearing was closed. The Commission held a lengthy discussion. It was noted that the requested zone change involves only the powerline easement right-of-way. It was the concensus to recommend an R-1 rather than the requested R-2 Zone, thereby, creating a buffer between a medium density area to the north and low density to the south. RESOLUTION NO 455 A Resolution of the City Planning Com- mission Recommending Approval of Zone Case No 455 for an R-1 Rather than the Requested R-2 Zone to the City Council. A MOTION BY CRABB WAS SECONDED BY BAZIL TO ADOPT RESOLUTION NO 455 RECOMMENDING APPROVAL OF ZONE CASE NO 455 FOR AN R-1 RATHER THAN THE REQUESTED R-2 ZONE TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. The property, which is an. -utility company easement, is designated for a low density buffer between the medium density area to the north and the low density area to the south. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE RESOLUTION WAS ADOPTED. USE VARIANCE NO 727 To allow the construction Applicant: Power. Inc. of a hospital center with medical facilities in the R-4-X Suburban Resi- dential District as adopted by Interim Ordinance No 668. Located at the southeast corner of Newman Street and Beach Boulevard and legally described as the NZ, SW4, SW4, Section 25-5-11. Further legal description on file in the Planning Department Office. The Secretary read a communication submitted by the Huntington Beach Chamber of Commerce endorsing the report presented by the Garrett Organi- zation regarding the proposed private hospital. read by the Secretary. to the audience. The Staff Report was The hearing was opened Grant Cattaneo, repre- senting the Orange County Area Hospital Planning Advisory Committee, addressed the Commission'and explained the findings of the Committee as to the need of hospital facilities in this area. He 'also noted that ' the applicant's plans were adequate and that the applicant apparently`was able to proceed with the hospital. -4- 6/2/64 451 Page #5 Minutes: H. B. Planning Commission Tuesday, June 2, 1964 Mrs. Anne Menees, 15141 Newcastle Lane, addressed the Commission and read a lengthy statement of reasons for denial of the proposed hospital. John Mangano, 5661 Clark Drive, addressed the Commission and requested continuance of the variance. Also requesting continuance was Dave Wickersham, 5092 Sparrow Lane, in order that all data for and against the proposal could be property evaluated. Speaking in favor of the proposed hospital were the following: Dr. Bill Thompson, Dr. Paul McBride and Dr. Russ Morgan. They noted that the local -medical association felt that the plans as proposed were acceptable to the association. Mr. Ross Garrett explained the facilities .that would be required by the State Hospital Board. There being no further comment, the hearing was closed. The Commission held a lengthy discussion. It was noted that the plan indicates a six story nursing wing and a four story professional building within the proposed hospital complex. It was further noted that the proposed professional building includes some retail businesses such as pharmacy, florist and gift shops. The application- requested a convalescent home, but since none was shown on the plot plan, the applicant agreed to delete this portion of the request. A MOTION BY MILLER WAS SECONDED BY LETSON TO APPROVE USE VARIANCE NO 727 UPON THE FOLLOWING CONDITIONS: 1. The initial.construction of the hospital facilities be for a rated capacity of not less than 100 beds. 2. Approval shall not include a separate convalescent home. 3. Parking shall be.provided for the hospital of at least one space per bed. 4. Parking for the proposed medical building shall be provided as required by the C-1 Zone for the types of uses included therein. 5. The size and arrangement of all parking spaces shall_ comply with adopted parking standards. 6. A 3 foot high masonry wall shall be constructed along Beach Boulevard and Newman Street adjacent to the parking lot. 7. At least 5% of the parking lot area shall be landscaped. 8. 'Dedicate Newman Street to a width of 30 feet from center- line and install street improvements to City Standards. 9. Install street improvements on Beach Boulevard to City Standards. 10. Participate in the sewer, water and drainage assessments applicable to this area. 11. Located on the west side of Tiber Lane'approximately 120 feet south of "Seine Drive and legally described as Lot 109, Tract No.3420. The hearing was opened to the audience. Andrew G. Dudias, representing the applicant, addressed the Commission and gave his reasons for the request. He further stated that the applicant will have approximately 900 square feet of remaining rear yard. There being no other comment, the hearing was closed. A MOTION BY BAZIL WAS SECONDED BY LETSON TO APPROVE USE PERMIT NO 244 WITH THE FOLLOWING CONDITIONS: 1. Dedicate and improve Stark Street to City Standards across the entire parcel. 2.. .Improve Beach Boulevard to City Standards across the entire parcel. 3. Participate in drainage assessment district. 4. The proposed building shall observe the required set- back of 10 feet from the rear property line.
