COMMISSIONERS PRESENT: Crabb, Letson, Bazil, Kaufman, Worthy,
Miller, Larkin.
COMMISSIONERS ABSENT: None.

LEAGUE OF CITIES The Commission discussed
attendance at the League of
Cities Annual Meeting to be
held in Los Angeles on October 11- 14. The Planning Director
mentioned that attendance by one Commissioner was budgeted.
THE MOTION BY LETSON WAS
SECONDED BY WORTHY TO AUTHORIZE MR. BAZIL TO REPRESENT THE
COMMISSION AND THAT MR. MILLER BE -DESIGNATED AS AN ALTERNATE. -
ROLL CALL VOTE:
AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin.
NOES: None.
ABSENT: None.
THE MOTION CARRIED,
USE VARIANCE NO 612 - Mrs. Beulah Cunningham
The Secretary conveyed the
request of Mrs. Cunningham as to how she should proceed to
renew her variance; UV 612. The application was approved for
a one year period which expires July 2. It was the'concensus
that a new application would have to be filed and`the matter.

USE VARIANCE NO 735 Wilshire Oil Company
The Secretary presented a
request from General Maintenance Company, agent for Wilshire
Oil Company, to withdraw UV 735 and refund the.filing fee.
The Secretary reported that very little work had been done on
processing the application and it had not been advertised.
THE MOTION BY CRABB WAS
SECONDED BY MILLER TO APPROVE WITHDRAWAL OF THE APPLICATION
AND TO RECOMMEND TO THE CITY COUNCIL THAT THE FILING FEE BE
REFUNDED.

THE MOTION °CARRIED,
CONDOMINIUM STANDARDS The Planning Director
brief 1y reported on a recent meeting with representatives of
S. V. Hunsaker & Sons and others regarding their condominium
project on Cannery Street south of Adams Avenue. It was noted
that some of the Councilmen felt that all'private driveways"
should be increased in width and that the developer had agreed
to increase the width to 40 feet throughout.

The Commission discussed
at length the affect of wider drives on this and other condominium
projects. It was the concensus that excessively wide drives
could adversely affect the concept of condominiums and planned
developments.
The Secretary was' -
instructed to write a letter to the City Council offering to
meet with the Council at°their convenience to discuss condominium
standards.
ZONING ADMINISTRATOR There was considerable
discussion,of the pro-
posal to establish a zoning administrator to process and hold
hearings on minor variances. It was the concensus that the
draft was acceptable with three changes:
1. The Administrator to bear -variances to height limitation
except those,involving buildings.
2. Require the Director of Public Works and Building and
Safety Director, or their representatives, to attend all
hearings.
3.° Send copies of,the Administrator's decision to each Com-
missioner as well as the applicant.
THE MOTION BY MILLER
WAS SECONDED BY CRABB TO APPROVE THE PROPOSAL TO ESTABLISH A
ZONING ADMINISTRATOR, WITH THE CHANGES LISTED ABOVE AND
RECOMMEND ITS ADOPTION TO THE CITY COUNCIL.

ABSENT: None.
THE MOTION CARRIED.
HIGH RISE STUDIES The Planning Director
mentioned that the
Staff had been gathering data and conducting studies for
several months on high rise construction. There apparently are
many problems relating•to the'affect of high rise developments
such as utilities, streets, fire protection, etc.
It was the general
feeling that there are probably several areas where high rise
development uDuld probably -create less problems if'limited to
certain areas rather than be located hit and miss throughout
the City.
The Staff was instructed
to prepare a study suggesting areas which would be -most suitable
for high ri-se construction. -
