Mayor Shipley called the Special Meeting
ofthe City Council of the City of Huntington Beach to order at
8:00 o clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber,

City Attorney Plunkett gave a resume' of
the various procedures which could be followed in nami4 a replace -

Councilman Stewart asked the Assistant City
Administrator if he had contacted the State Personnel Services Board
in regard to their possibly conducting examinations on behalf of the
City within the limited time allowed before ordering an election

BRYANT REG CODE CHANGE - Mr. Rey Bryant addressed the Council from,
r ASST POLICE CHIEF the floor of the Council Char to re-
commend that the Huntington Beach Ordinance
Code he amended to provide for a position of Assistant Chief of
Police
ST ADMIN TO The Assistant City ,administrator requested
ADVERTISE FOR CANDIDATES authorization from the Council to advertise
in local papers for candidates for the
position of Chief of Police. Council then directed the City Clark
to notify all papers of the opening for Chief of Police, and auth-
orized t6 placement of an advertisement in each of the local
papers to tun one time only, stating the residence requirements
necessary for the position,
CaPT SELTZER A discussion was held at some length by the
ACTING POLICE CHIEF Council regarding the status of Captain
John Seltzer as acting head of the Police
Department during the interim prior to the permanent appointment of
a Chief of Police s -
On motion by Stewart,. eco ded by Gisler,
Council designated Captain John Seltzer as acting Chief of Police
until July 16th, 1964,,or until a permanent Chief of Police had been
appsinteda Motion carried.
ADJOURNMENT_ On motion by Lambert, seconded by Welch, the
Special Meeting of the City Council of the
City of Huntington Beach, adjourned. Motion carried.
