COMMISSIONERS ABSENT: Larkin. MINUTES: On -motion by Worthy and seconded by Crabb, the Minutes of the Huntington Beach Planning Commission of June 16 and 23, 1964, were accepted as transcribed and mailed by the Secretary. ZONE CASE NO 452 - Continued Change of Zone as adopted Initiated by Resolution of Intent by Resolution of Intent of the City Planning Commission, from R-2 Two Family Residence District to R-1 Single Family Residence District. Located on the south side of Yorktown Avenue and east of Bushard Street and legally described as the SW4, SE4, Section 6-6-10; EXCEPTING the S'ly 772 feet and the NW4 SE4, Section 6-6-10 and the North 5 acres of the WZ, NE4, SE4, Section 6-6-10. The Secretary informed Y, the Commission that the subject zone case applies to the same property to be considered by the Commission later on the agenda, pertaining to Tentative Tract No 5613 and Use Variance No 724. He further informed the Commission that the City Council had considered tle revised Master Plan, Study Area I, on July 6, 1964, and adopted said amendment. The hearing was opened to the audience. Wes Warvi, representing the Huntington East Homeowners Association, addressed the Commission and spoke in favor. Don Eddy, representing the Glen Mar Homeowners Association, addressed the Commission and also spoke in favor of the subject zone change. There being no further comment, the hearing was closed. Commission discussion was held. It was the concensus to recommend an R-1 on the north side of the fractional Section line involving approxi- mately two=thirds of the property and the remainder for an R-2, thereby creating a buffer zone between a low density area to the north and a high density development to the south. RESOLUTION NO. 452 A Resolution of the City Planning Commission Recommending Approval of a Portion of Zone Case 452 for an R-1 Zone to the City Council. A MOTION WAS MADE BY LETSON AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 45Z RECOMMENDING APPROVAL OF A PORTION OF ZONE CASE 452 FOR AN R-1 ZONE TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. Located at the southeast corner of Yorktown Avenue and Bushard Street and legally described as a proposed subdivision of a portion of ° the W2, SE4, Section 6-6-10. The hearing was opened to the audience. Don Eddy, representing the Glen Mar Homeowners Association,and Wes Warvi, repre- senting the Huntington East Homeowners Association, addressed the Commission and spoke in opposition of the proposed planned development. There being no further comment, the hearing was closed. The Commission held a lengthy discussion. It was the concensus that Tentative Tract No 5613 is not suitable as a planned development for this area since Zone Case No 452, previously approved by the Commission,- designates R-1 Zoning for about two- thirds of the property. ABSENT: Larkin, Bazil,, THE MOTION CARRIED. USE VARIANCE NO 724 - Continued To allow the construction Applicant: A. L. Gindling of a planned residential development in the R-'2 Two Family Residence District. Located at the southeast corner of Yorktown Avenue and Bushard Street and legally described as the SW4, SE4, Section 6-6-10; EXCEPTING the S'ly 772 feet and the NW4, SE4, Section 6-6-10. The Secretary informed the Commission that this is the variance which is necessary to accompany the Tentative Map of Tract No 5613 to modify certain subdivision standards. ABSENT: Bazil, Larkin. THE MOTION CARRIED. TENTATIVE TRACT MAP NO 5560 Number of Lots: 137 Subdivider: C-D Development Co. Total Acreage: 12.37 Engineer: Jennings-Halderman-Hood Located approximately 540 feet west of Brookhurst Street and approximately 724-feet north of Hamilton Avenue and legally described as being a proposed subdivision of a portion of the S2j NE4, Section 18-6-10. The Secretary read a letter submitted by Leonard Poes, representing the subdivider, requesting a two week continuance in order to file a variance on said Tract. A MOTION WAS MADE BY CRABB AND SECONDED BY WORTHY TO CONTINUE THE HEARING TO JULY 21, 1964, AT THE REQUEST OF THE SUBDIVIDER. ROLL CALL VOTE: AYES: Crabb, Letson,_ Kaufman, Worthy, Miller. Located at the southwest' corner of Hamilton Avenue and Bushard Street and legally described as being a proposed subdivision of a portion of the NE4, SW4, Section 18-6-10. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the audience. Oliver Ewing, representing the Hamilton Development Co., addressed the Commission and stated that there were no objections to the conditions sug- gested by the Subdivision Committee. There"being no other comment, the hearing was closed. RESOLUTION NO 467 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 467 to the City, Council. A MOTION WAS MADE BY WORTHY AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 467 RECOMMENDING APPROVAL OF ZONE CASENO467 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. A MOTION WAS MADE BY LETSON AND SECONDED BY WORTHY TO ADOPT RESOLUTION NO 468 RECOMMENDING APPROVAL OF ZONE CASE NO 468 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. There is an approved subdivision on the land. 2. The proposed change will eliminate uses that would be incompatible with the proposed use of the land. Also speaking in opposition were Mr. James Hilman, 5771 Heil Avenue and Mr. Mocilnokar, 15751 Meadowlark Lane. W. B. Abernethy, representing the Lutheran Church, addressed the Commission and gave his reasons for the request. There being no other, comment, the hearing was closed. The Commission held a discussion. A MOTION WAS MADE BY BAZIL AND SECONDED BY-CRABB TO ADOPT RESOLUTION NO 469 RECOMMENDING DENIAL OF ZONE CASE NO 469 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. This request is not in conformance with the Master Plan of Land Use which has this area designated for low density development. 2. The addition of this property to existing commercial zoning in the area would create an excessive amout.t of commercial zoning at a secondary and a primary high- way intersection. 3. The hearing was opened Jim Crowl, representing the applicant, addressed the Commission and presented various drawings of the proposed development., Speaking in opposition were the following adjacent property owners: James Fletcher, 8401 Wells Road, Westminster, E. The Commission held a lengthy discussion. The Secretary pointed out to the Com- mission that the subject property is at the intersection of a Primary Highway, a Major Highway and a State Freeway which is good location for intense development especially since the proposed development will be constructed on the basis of the new R-3 Zone which will make a difference in density. RESOLUTION NO 470 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 470 to the City Council. Located on the south side of Edinger Avenue approximately 700 feet west.of Springdale Street and legally described as Lot No 95, Tract 3643. The hearing was opened to the audience; there being no comment, the hearing was closed. Commission discussion was held. It was noted that the requested sign is well over the maximum allowed in the C-2 Community Business District. It was the co ncensus that there is no justification for said request. Located at the northeast corner of Main Street and Palm Avenue in the R-3 Limited Multiple Family Residence District and legally described as Lots 2 and 4, Block 705, Wesley Park Section. The hearing was opened to the audience. Carlos Reeves, applicant, addressed the Commission and explained the plans. Mr. Richard Poper, architect; -addressed the Commission and explained the pro- posed development. Don Fogg, 16731 Busby Lane, addressed the Commission and opposed the subject variance. There being no further comment, the hearing was closed. The Planning Director pointed out to the Commission that the submitted plot plan has several points which could be improved. He further stated that the private streets are far below standards for planned residential development and that the plan vaguely refers to recreation facilities. It was the concensus to continue Use Variance No 737 for 30 days to give the applicant time to submit a new plot plan for the parcel that observes the adopted standards,for planned residential development. The applicant stated he had no objections to a 30 day continuance to work out the design problems. The hearing was opened to the audience. Tom Nelson, applicant, addressed the Commission and stated that there is great demand for a mechanical repair shop in Huntington Beach. There being no other comment, the hearing was closed. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO APPROVE USE VARIANCE NO 738 UPON THE FOLLOWING CONDITIONS: 1. Dedicate and improve Warner Avenue to City Standards. 2. A 6 foot fence shall be constructed along the entire parcel except for the 27 foot setback area. 3.
