HUNTINGTON BEACH PLANNING COMMISSION

COMMISSIONERS ABSENT: Letson, Larkin.
DIRECTIVE FROM CITY COUNCIL - PRIVATE STREET WIDTHS
The Secretary presented an
excerpt from the minutes of the City Council meeting of August
19, 1964, where the Council directed the Commission to adopt a
40 foot minimum width standard for private drives in planned
deve 1 opme nt s .
After considerable discussion,
it was the consensus that the Commission should meet with the
Council to discuss the standards adopted by the Commission in
order that all concerned might better understand the problems
involved.
The Chairman instructed the
Secretary to communicate with the Council in this regard.
STUDY AREA V - 14AASTER PLAN OF LAND USE
Associate Planner Kenneth
Reynolds presented maps showing existing zoning, existing land
use and a preliminary Master Plan of Land Use for that portion
of the City south of Ellis Avenue and west of Beach Boulevard.
It was noted that the Staff has further refinements to make in
the plan and there is considerable data to assemble such as
population -figures.
The Commission discussed at
length many of the features of the plan and it was the consensus
to consider the plan further at future meetings.
DISCUSSION OF VARIANCE - PROPOSED ANNEXATION - SUNSET BEACH AREA
Mr. Don Davis, architect
for Dr. Soules, presented plans for proposed construction of
rental units on a parcel partly within the City and partly within
a proposed annexation. The property is located at the south end
of Bayvie w Drive in Sunset Beach. A variance will be necessary
to allow one extra unit on the site in addition to a reduction
of the front yard.
The Commission felt that the
front yard variance was not a serious problem but expressed
concern over the number of units because of the very limited
access to the property and the width of the street in the area.,
CAPITAL IMPROVEMENT PROGRAM
Chairman Kaufman discussed
with the Commission the concept of a Capital Improvement Pro-
gram for the City. The purpose of such a program being to
establish a list of needed capital projects, their priority
for development and a sound fiscal program for accomplishment.

Also discussed were the many items that should be included in
such a program.
It was the consensus that this
typerof a program is vitally needed and the Commission
unanimously agreed to proceed. The Chairman instructed the
Secretary to advise the Council that tbe,Commission was
embarking on this program.
FRZEt4AY LOCATION rLAN
The Planning Director presented
a map of a study to determine the preferred locations of the
Huntington Beach Freeway and the Coast Freeway through
the City. The plan depicted the many major features which
affect the location of freeways.
After a lengthy discussion, it
was the consensus that the alignments shown for the two
freeways would best serve the City with the least disruption
to the areas directly affected.
ON MOTION OF MILLER, SECONDED
BY BAZIL AND UNANIMOUSLY CARRIED, THE COMMISSION APPROVED
THE FREEWAY LOCATION MAP -AND RECOMMENDED IT TO THE CITY
COUNCIL FOR ADOPTION AS THE OFFICIAL PLAN OF FREEWAY LOCATION.
PLANNING DIRECTOR
The Planning Director expressed
his appreciation to the Commission for their excellent work
and cooperation during the past three years. He noted that
this was his last meeting with the Commission as his resigna-
tion will be effective September 1.
