MINUTES: On motion by Miller and seconded by
Crabb, the Minutes of.the Huntington
Beach Planning Commission of September 1, 1964, were accepted
as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO 5735
Number of Lots: 88 Subdivider: William I. Rousey
Total acreage: 17.46 Engineer: Hal Raab Surveying
Located 677.6 feet east of Beach
Boulevard on the south side of Terry Drive and legally
described as being a proposed subdivision of a portion of
the SZ, SW4, Section 24-5-11.
The Subdivision Committee Report was
read by the Deputy Secretary.
Commissioner Bazil arrived at 7:40 P.M. and assumed his duties.
Bill Hartge, Deputy Director of
Public Works, presented an alternate plan of development to
the Commission. He pointed out the traffic hazard on Terry
Drive and suggested that Terry Drive be cul-de-sacld, thereby
eliminating some traffic problems from the adjacent tract on
the north.
The hearing was opened to the audience.
William Rousey, subdivider, addressed
the Commission and opposed the Subdivision Committee require-
ment to construct a pedestrian bridge across the Orange County
Flood Control District Channel.
Gerald Gresham, 8201 Terry Drive,
addressed the Commission and requested that the matter be
taken up later in the agenda to give property owners an
opportunity to discuss traffic problems with the subdivider.

WITH THE FOLLOWING CONDITIONS;
1. Improve Stang Lane to City Standards.
2. Drainage, including a drainage easement across the property,
shall be approved by the Director of Public Works.
3. A six foot masonry wall shall be con'structed along the
north and south property lines and along the west line,
except for that area contiguous to the existing convales-
cent hospital.
4. Five percent of the parking lot shall be landscaped and
permanently maintained.
5. Failure to abide by and faithfully comply with all conditions
attached to the granting of UV 755 shall constitute grounds
for the revocation of said use variance by the City Council.

his request. He objected to a recommended condition that would

FOLLOWING CONDITIONS:
1. Access from Fifth Street to the parking lot shall be approved
by the Director of Public Works.
2. Asphalt surfacing to Building Department Standards shall
be installed on the parking lot.
3. Apply for C-3 Zone on the lots presently zoned R-4 and on
the remaining parcel located north of the parking lot. If
the request for C-3 is not granted, the applicant shall
construct a six foot masonry wall along the north property
line except said wall shall be 42 inches within the
required front yard.

1. The medium density zoning is a good transition between
single family development and multiple and commercial
developments.

highway and a State Highway which is a preferred location
for commercial development.

jected to any further continuance of said case. The following
property owners also spoke in opposition to UV 745: Jerry
Gallian, 6231 Corrine Circle and Mr. Hook, 16672 Corrine Circle.
There being no other
comment, thehearing was closed.
The Deputy Secretary
informed the Commission that a proposed amendment to the
Huntington Beach Ordinance Code, which would adequately enforce
the conditions upon which a variance or use permit is granted,
would probably have a first reading on September 21, 1964. The
Ordinance would then become effective November 5, 1964; therefore,
this case should be continued until November 17, 1964.
Based on this information,
the Planning Commission continued the matter to November 17, 1964.

a T*ajor and seoondary highway. It was also pointed out that
the corner is directed toward commercial deveopment.

The Deputy Secretary
pointed out to the Commission that the Tentative Master Plan
of Land Use designates the property in question for medium
density residential use,and continues an industrial line north
of Garfield Avenue and north of the proposed Huntington Beach
Freeway alignment. He further pointed outthat there are still
several unknowns in this area and the character of land use may
warrant a use as applied for on an interim basis.
It was the consensus
of the Commission that the subject property is not desirable
for residential use at this time.

MILLER AND SECONDED BY CRABB TO APPROVE USE VARIANCE NO 758
UPON THE FOLLOWING CONDITIONS:
1. Use Variance No 758 shall become null and void September 15,
1969.
2. Garfield Avenue shall be dedicated and improved to City
Standards.-
3. Drainage fees shall be in accord with the Director of Public
Works requirements.
4. Off-street parking shall be provided to Planning Commission
Standards.
5. The parking lot shall be paved to Building Department
Standards.
6. The proposed office and warehouse building shall be relocated
to allow for dedication and improvement of Garfield and the
required off-street parking shall be provided at the front
of the building.
7. The open storage area shall be enclosed with a six foot
chain link fence.

Richardson, Engineer for Subdivider Doyle and Shields,
requesting a one year extension of time in which to record
the final map of Tract No 4333.

MEMO TO THE COMMISSION: The Deputy Secretary informed the
Commission that the City Council
authorized Mayor Shipley to re -appoint Commissioners Larkin
and Worthy for a new four year term.
ZONING STUDY: The Deputy Secretary presented
zoning studies of certain properties located between Garfield
Avenue, Atlanta Avenue, Beach Boulevard and the East City Limits.
He pointed out that the properties involved carry county zoning
and many are zoned contrary to the Master Plan of Land Use.

SECONDED BY MILLER TO INSTRUCT THE SECRETARY TO ADVERTISE SAID
PROPOSAL FOR PUBLIC HEARING ON OCTOBER 6, 1964.

DISCUSSION OF REAR YARD VARIANCE: The Planning Technician
presented various sketches
regarding the construction of dwelling additions and assessory
buildings in the required 1200 square foot rear yard. It was
pointed out that the recent code revisions did not adequately
provide for eliminating the .numerous requests for variances
for rear yard encroachments. It was the consensus of the
