SEPTEMBER 29. 1964, ADJOURNED MEETING C0114ISSIONERS PRESENT: Crabb, Bazil, Kaufman, Miller, Larkin. COMMISSIONERS ABSENT: Letson, Worthy. COUNCILMEN PRESENT: Lambert, Gisler, Welch, Mayor Shipley. COUNCILMEN ABSENT: Stewart. The Planning Commission, City Council and Department heads held a joint meeting regarding a Capital Improvements Program, Zoning Administrator, Private Streets and the Huntington Beach and Pacific Coast Freeway Align- ments. CAPITAL IMPROVEMENTS PROGRAM The Deputy Secretary informed the Commission and Council that the Planning Department has completed a detailed analysis of the land development picture in Huntington Beach for this Fiscal Year and for the`, 1969-70 Fiscal Year. Chairman Kaufman explained the concept of a capital improvements program. Heopointed out that the purpose of such a program is to establish a list of needed capital projects, set their priority for development and form a sound fiscal program for accomplishment. It was the consensus that this type of,program is vitally needed and both the Commission and City Council unanimously agreed to proceed with the program'. ZONING ADMINISTRATOR The Deputy Secretary read a proposal which would establish a Zoning Administrator for the City . Mayor Shipley addressed the Commission and recommended that the proposed ordinance be re- written to incorporate the suggested amendment. PRIVATE STREETS The Deputy Secretary presented a sketch which depicted in plan and section various standards for public and private streets. -1- 9/29/64 Page #2, H. B. Planning Department, September 29, 1964 35 Councilman Lambert addressed the Commission and pointed out that all private streets should meet adopted Planning Commission Standards. Councilman Welch endorsed Councilman Lambert's recommendation. A lengthy discussion was held and it was agreed by the Council and Planning Commission that the following standards for private streets should prevail: 1. A 40 foot paved width shall be provided where parking is allowed on both sides of the street. 2. A 33 foot paved width shall be provided where parking is allowed on one side of the street. 3. A 28 foot paved width shall be provided where carports are constructed on both sides of the street. 4. If a street serves as primary access to the dwelling unit and it is 150 feet or more in length, the paved width shall be 40 feet. 5. A 36 foot paved width may be provided if a private street is less than 350 feet in length and if a standard turn- around is provided at the end of the street. HUNTINGTON BEACH AND PACIFIC COAST FREEWAY ALIGNMENTS The Deputy Secretary pre- sented a freeway study map which indicated preferred locations for both the Huntington Beach and Pacific Coast Freeway. The plan depicted various major features which effect freeway location. The Deputy Secretary informed the Commission that Buena Park has taken an official position regarding location of the proposed Huntington Beach Freeway and Westminster is in the process of developing their Master Plan which will indicate a preferred freeway alignment. After a lengthy discussion, the City Council requested that copies of the proposed freeways be submitted to them for their study. CHAIRMAN KAUFMAN his appreciation to the cooperation. K. A.
