COMMISSIONERS ABSENT: None. MINUTES: On motion by Letson and seconded by Crabb, Minutes of the Huntington Beach Planning Commission of October 6, 1964, as corrected, were accepted as transcribed and mailed by the Secretary. HIGH RISE STUDY: Representatives of the Garden Grove Planning Department, Ray Henson, Associate Planner, and Marshall Linn, Assistant Planner-, made a presentation pertaining to high rise buildings for commercial and residential uses. Mr. Henson explained the background work performed by Garden Grove in developing their high rise ordinance. He discussed areas of potential high rise develop- ment which included downtown areas, prestige areas, isolated suburban areas and institutional uses. It was their opinion that Garden Grove would experience institutional and isolated suburban types of high rise development. He also outlined general requirements recommended by their department for residential and commercial high rise developments. Mr. Henson pointed out criteria necessary for consideration of high rise structures such as height limitation, burden on existing streets, distance between tall buildings and off-street parking. The methods of maintaining privacy with buffer areas such as parking lots or landscaping were also dis- cussed. Marshall Linn presented numerous slides illustrating various types of high rise structures and problems that generally occur in areas where high rise development takes place. CHAIRIvMN KAUFMAN Chairman Kaufman expressed his appreci-ation on behalf of the Planning Commission to Mr. Henson and Mr. Linn for their excellent presentation. RECESS CALLED Chairman Kaufman called a recess at 8:45 P.M. COMMISSION RECONVENED The meeting was reconvened by the Chairman at 9:00 P.M. COMMUNICATION FROM MILLET & KING - Continued RE: BLOCK WALL - TRACE NO 3849 The Deputy Secretary informed the Com- missi on that this item was continued from the previous meeting. The hearing was opened to the audience. Curtis Bluemke, representing Westminster School District, addressed the Commission and stated that if the developer constructed a wood fence along their north line, the School District would still be obligated to construct a chain link fence. If a 6 foot high block wall were constructed by the developer on the tract property line, the School District would not construct a chain linll, fence. Plannin,- Commission, October 27, 1964 59 high block wall were to be constructed on school property, all standards of the State Division of Architecture would have to be met and the school would participate to the sum of $2700. Jack King, representing A. L. Gindling, developer"of Tract 3849, addressed the Commission and requested that the condition requiring a 6 foot high block wall along the north side of the school site be amended to allow a 6 foot high solid fence. There being no other comment, the hearing was closed. The Commission held a lengthy discussion. A MOTION WAS MADE BY CRABB AND SECONDED BY WORTHY THAT THE DEVELOPER OF TRACT NO 3849 SHALL CONFORM TO CONDITIONS OUTLINED ON THE APPROVED TENTATIVE MAP EXCEPTING THAT PORTION OF WOOD FENCE PRESENTLY CONSTRUCTED ALONG THE RAILROAD R/W. ROLL CALL VOTE: AYES: Crabb, Worthy, Bazil, Kaufman. NOES: Letson, Larki;i, Miller. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO 257 - Continued To allow the construction Applicant: Stell.recht and of a 20 unit apartment Montgomery project in the R-2 Two Family Residence District to extend more than 150 feet from a public street. Located on the west side of Newland Street and approximately 720 feet north of Talbert Avenue and legally -described as the East 264 feet of the North 300 feet of the SZ, NZ, EZ, SE4, SW4, Section 25-5-11. The Deputy Secretary read the Staff Report. The hearing was opened to the audience. James Montgomery, applicant, addressed the Commission and stated that all requirements of the R-2 zone are being complied with. He also objected to several conditions suggested in.the Staff Report. There being no other"' comment, the hearing was closed. The Deputy Secretary informed the Commission that a division of the property into five parcels is intended and a subdivision should be filed. It was the consensus to continue the hearing on Use Permit No 257 to November 3, 1964, to give the applicant time to submit new plot plans. A MOTION WAS MADE BY MILLER AND SECONDED BY WORTHY TO CONTINUE THE HEARING ON USE PERMIT NO 257 TO NOVEMBER 3, 1964, WITH CONSENT OF THE APPLICANT. Planning Commission, October 27, 1964 A FURTHER MOTION WAS MADE BY CRABB AND SECONDED BY LETSON TO INSTRUCT THE STAFF NOT TO ACCEPT ANY PLANS WHICH DO NOT CONFORM TO ALL REQUIREMENTS LISTED ON THE SUPPLEMENT TO PETITIONS. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIE D . DISCUSSION: RE: USE VAP.IANCE NO 714 The Commission held Ap li,cant: Deane Brothers a discussion on Use Variance No 714 which was granted on Tract No 5575. The development deviates from the subdivision and zoning ordinance on such items as 50 foot streets, sidewalks adjacent to the curb, roll -curbs, variable lot sizes and setback variations. It was the consensus thEt some improvement should be made on the roll -curbs and drive approaches, but the overall concept was generally acceptable. PROPOSED AMENDMENTS TO ARTICLE 971 The Deputy Secretary informed the Com- -mission that some months ago the Staff was instructed to draft an amendment to the zoning ordinance which would amortize billboards over a 5 year period. He stated that a section dealing with destruction of non -conforming uses and buildings was also added. The Commission con- sidered the proposed amendments and unanimously recommended their adoption by the City Council. A MOTION WAS MADE BY LETSON AND SECONDED BY LARKIN TO RECOMMEND APPROVAL OF THE PROPOSED AMENDMENTS TO ARTICLE 971 AND RECOMMEND THEIR ADOPTION BY THE CITY COUNCIL. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. PROPOSED AMENDMENT TO ARTICLE 970 The Deputy Secretary presented three pro- posed amendments to Article 970. He stated that said amend- ments define "family", "signs" and also involve renumbering various sections to provide flexibility for adding new definitions. A MOTION WAS MADE BY WORTHY AND SECONDED BY CRABB TO APPROVE THE PROPOSED AMENDMENT TO ARTICLE 970 DEFINING "FAMILY" AND RENUMBERING OF ARTICLE 970 AND TO RECOMMEND THEIR ADOPTION BY THE CITY COUNCIL. A FURTHER MOTION WAS MADE BY LETSON AND SECONDED BY MILLER TO CONTINUE THE HEARING PERTAINING TO DEFINITION OF "SIGNS" FOR FURTHER STUDY. Planning Commission, October 27, 1964 61 PROPOSED AMENDMENT TO ARTICLE 935 The Deputy Secretary presented a proposed amendment to Article 935 to the Commission. He stated that said amendment provides a difference in total sign area for residential uses and all other uses permitted in the R-5 District. He further informed the Commission that tbare is also a minor change in the existing provision dealing with sign locations. The Commission considered the proposed amendment. A MOTION WAS MADE BY MILLER AND SECONDED BY WORTHY TO ADOPT THE PROPOSED AMENDMENT TO ARTICLE 935 AND RECOMMEND ADOPTION OF SAID AMENDMENT TO THE CITY COUNCIL. ROLL CALL VOTE: AYES: Crabb, .Letson, Bazil, Kaufman, Worthy, Miller, Larkin. NOES: None. ABSENT: None. THE MOTION CARRIED. PROPOSED AMENDMi�NT The Deputy Secretary presented a draft of proposed amendments to residential, commercial and industrial districts. Said amendments incorporate setback provisions in each District. He.advised the Commission that these proposed amendments would be presented for action at the next regular meeting on November 3, 1964. decision to study the next regular meeting THE MOTION CARRIED.
