Mayor Shipley called the regular meeting
of the City Council of the City of Huntington. Beach to order at
7430 P.M. In the Council Chamber in Memorial Mall„
The Pledge of Allegiance was given by
all present in, the Council Chamber.
The Invocation, was given by Rev. James
Dolin of the Valley Baptist Church, Huntington Beach.

MINUTES APPROVED On motion by Lambert, seconded by Gisler,
the minutes of the regular meeting of
November 16, were approved as transcribed and mailed. Motion
carried.

APPEAL -MILLET KING The Clerk presented a. letter from ii.11et

Girdling Company, appealing a decision of
the City Planning Commission in a condition, stipulated in their
recommendation for approval of Tentative Tract No. 3849.
On motion by Lambert, seconded by Gisler,
Council set a public hearing for Monday, December 7, 1964, at
7i 0 P.M., or as soon thereafter as possible, and directed the
Clerk to publish notice of same. Motion carried.

RE; MAYORS CONF a letter from the City of grange trans-
mitting a copy of their Resolution No.
2386, urging that provision be made for ballot voting at the
Annual, United States Conference of Mayors, was received and ordered

Council give consideration to a policy of
allowing windscreen installations in some of the channel areas of
their development.
On motion by lambert, seconded by Gisler,
Council directed the Director of Public Works, Building Director
and City attorney to draft an Ordinance permitting the windscreen
installations requested, for presentation to Council. Motion
carried.

The Clerk read, a .utter from Jutious L.
Manley, former policeofficer, requesting
the payment of wages claimed to he due him from august 28, 1964,
through September 14, 1964 q and for September 17, 1964, when he
appeared as a City witness in a count case.
Following discussion by the Council on
the m tter� a motion was made by Stewart, seconded by Shipley to
authorize payment to Mr. Manley for the eleven working days between
August 28th and September 14th, 1964, and for the three hours in
court on September 17, 1964, with three hours in court on September
l7t 1964, with ,reasonable travel expenses allowed. Motion carried.
SAFETY COUNCIL STUDY On motion by Lambert, seconded y' Gisler,

Council presenting the results of a study
ma6e by that organization on several items of Traffic and pedestrian
Safety, was received and ordered filed. Motion carried.

to the City .Attorney and the City'a Insurance Carrier. Motion
carried.
ORAL COWWNICATIONS Mr. Ralph. Quick, 8101 ha alma, City,
RALP . i�l�� addressed the Council to protest the
relocation of duplexes on property
adjacent to his, Mrs Quick stated that he did not see the new
posting, though Mr. Fergusonof the Building Department stated
that the property was properly posted on November 4 g 1964. Mr.
Quick claimed the permit was invalid as the square Footage d.id
not meat City requirements.
Building Director Jack Cleveland addressed
the Council and stated that the property was posted on November 4th
but that the City was not responsible to see that the pasting
remalns on the property; that the waiting period of seven days had
been met with no protests fi.led, prior to the issuance of the
permit; and that the atraoturaa dial meet the City standards after
the owner converted six living waits into .four living units.

SFWER- AT iI---FEES addressed the Council in regard to City
Sewer and Water connection fees, stating
that the new Ordinance changing fees went into e. tect while his
construction project was under way, and he requested that his
project be allowed to continue under the old rates,inasmuch as
the freeway delay was through no fault of his.
On motion by Stewart seconded by Gisler,
Council referred the matter to the Director of Public Works1p
Building Director and City Administrator .for study and report to

G O GE ARNOLD Mr. George Arnold,, 19212 17th Street, City,
COMPIAINTS addressed the Council to complain about a
trailer owned by him which had been hauled
away and stored by the Police Department. Mr. Arnold was directed
to contact the City Administrator concerning this problem. Mr.
Arnold .further complained that his house had been burglarized four
times within, a few weeks. He was directed to take up this complaint
with the Chief of Police.
PUBLIC TEARING Mayor Shipley announced that this was the

The Clark informed the Council that they
had been provided with copies of the Plannipg Director " s transmittal

bid bonds to the unsuccessful bidders upon execution of the contract.

Council accepted the completed work on the Overmyer Reservoir Unit
