HomeMy WebLinkAbout1964-11-3031 MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, November 30, 1964 Mayor Shipley called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. in the Council Chamber in Memorial Hall. The Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Gisler, Stewart, Lambert, Shipley Councilmen Absent: Welch 3j CHARTER STUDY COMMITTEE The matter of the resignations of Judge Baker and Judge Bauer from the Citizens Advisory Committee for Charter Study, was discussed by the Council. To date, no formal resignations had been received by the Council. On motion by Lambert, seconded by Gisler, Council went on record as backing the Advisory Committee in every way, including the serious consideration of any recommendations they may present in the future. Motion carried. On motion by Lambert, seconded by Stewart, Council directed that the members of the Committee for Charter Revision be formally notified regarding the reactivation oX'the Committee. Motion carried. On motion -by Shipley, seconded by Stewart, Council directed that a letter be sent to Judge Baker urging her to reconsider continuing as Chairman of the Charter Revision Committee, with the letter to be signed by -all members of the Council. Motion carried. �9 COURT FACILITIES Mayor Shipley reported on a meeting he attended with the County Facilities Committee appointed by the County Board of Supervisors regarding the facility needs in the County. He stated that the most crucial need was expansion of the Huntington Beach Court facilities. Three locations recommended for study by the Board were: A location in north Huntington Beach, one in Fountain Valley, and another in Westminster. He informed the Council that the City of Westminster had offwred-a five acre parcel to the County for use for Court facilities. Discussion was held by the Council concerning property in the City adjacent to the San -Diego Freeway, and it was determined that the purchase of such property was not economically feasible. The possibility of a trade of property with the County for a Court site was considered. The City Administrator was directed to contact the County regarding two five acre parcels owned by the County and located within the City. PERSONNEL -DPW The City Administrator informed the g�SOWERS PROMOTION Council of a Public Works Department personnel item he felt needed immediate attention. On motion by Lambert, seconded by Gisler, Council authorized the promotion of Russell C. Sowers to Construction Inspector, Range 38-A, effective December 1, 1964, on recommendation of the Director of Public Works. Motion carried. �REC LIGHTS The Purchasing Agent presented a request BRUNSWICK PARK from the Recreation Department to purchase lights for the ball field in Brunswick Park at a cost of $4,000.00. He stated that it was a budgeted item. 32 Page #2 - Minutes, November 30, 1964 On motion by Lambert, seconded by Stewart, Council authorized the Purchasing Agent to purchase lights for the ball field in Brunswick Park for the Recreation Department. Motion carried. 6y AMERICAN LEGION The City Administrator read a communication HALL USE from the City Attorney relative to an offer from the American Legion Commander for public use of the Legion Hall to be handled by the City, and requesting that rental fees be split 50-50. The City Attorney stated that it was his opinion that the City could lease the American Legion Hall, subject to the approval of the local Post, and that the fees could be divided between the City, and the American Legion, on a mutually agreed basis. The City Clerk was directed to contact Commander Jensen to discuss such use and report at the meeting of December 7, 1964. n� RESOLUTION //2068 The Clerk read Resolution No. 2068 { P C FWY ROUTE supporting the Red Line Route for the Pacific Coast Freeway. On motion by Lambert, seconded by Gisler, Resolution No. 2068 - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUPPORTING THE RED LINE ROUTE OF PACIFIC COAST FREEWAY FROM ADAMS STREET, HUNTINGTON BEACH TO FIFTEENTH STREET, COSTA MESA," was adopted by the following roll call vote: AYES: Councilmen: Gisler, Stewart, Lambert, Shipley NOES: Councilmen: None ABSENT: Councilmen: Welch On motion by Stewart, seconded by Gisler, Council directed the City Clerk to forward a copy of Resolution No. 2068 to the County Board of Supervisors, urging that body to consider adoption of a similar Resolution endorsing the Red Line Route. Motion carried. ,xPPW - DRAINAGE The Director of Public Works presented a FEE PMT DEFERRAL request from Mr. Frank Richmond, 2230 Pacific Coast Highway, Lomita, California, requesting deferral of payment of storm drain fees until March 1, 1965, on property at 18151 Beach Boulevard on which he had recently relocated a building. Mr. Wheeler recommended that Council permit the requested deferrel. On motion by Stewart, seconded by Gisler, Council authorized the deferral of payment of drainage fees until March 1, 1965, to Frank Richmond, stipulating that the Building Permit should not be issued until fees have been paid. Motion carried, RECESS Mayor Shipley called a recess of the Council at 8:25 P.M. to discuss a proposed salary increase for all employees. RECONVENED Council was reconvened at 10:00 P.M. by the Mayor. SALARY INCREASE On motion by Stewart, seconded by Gisler, PiLANKET RAISE AUTH Council authorized a one Range blanket` increase to all City employees, to be effective January 1, 1965; and directed the City Attorney to prepare an emergency Ordinance effecting same for presentation at the next regular meeting.
