Monday, December 7, 1964
Mayor Shipley called the regular meeting
of the City Council of the City of:_,Huntington Beach to order at
7 ; 30 P.M. to the Council Chamber in Memorial Hall.
The Pledge of allegiance was given by all
present, in the Council Chamber.
The Invocation was given. by Reverend G.
Russell Shaw, Minister of the First Methodist Church @ Huntington
Beach, California.

' PRESENTATION OF RED CROSS AWARD
John. Mangano, Chairman of the Huntington Beach Branch of the
American Red Cross, presented a Certificate of Recognition to, the
Recreation Department for their outstanding water safety program.
Norm € orthy , Director of Recreation,, accepted the award on behalf
of the Recreation Department and commended Mr. Wayne Johnson,
Swimming Director at the Marina High School Pool, for his leaders
and their pool safety record.

On motion by Lambert, seconded by Stewart, the minutes of the
regular meeting of November 16, 1964 and the regular adjourned
meeting of November 30, 1964, were approved as transcribed and
moiled. Motion carried.

On motion by Lambert, seconded by Stewart, the reports of the
Director of Public Works,.Building Director, Fire Chi.df, Lifeguard
Chief, Recreation Director, Collector and Treasurer, were received
and ordered filed. Motion. carried.
SOUTHERN CALIF SECURITY -PRIVATE PATROL
The Clark presented an application from the Southern California
Security to conduct the business of private patrol service in the
City.
On motion by Stewart, seconded by Welch, Council referred the
application from Southern California Security for a privets patrol
service in the City, to the Administrator and Chief of Police for

.AIRPORT m CHAMBER OF COMMERCE RESOLUTION
The Clerk presented a Resolution of the Huntington Beach Chamber of
Commerce requesting the Council to recommend to the Board of
Supervisors that a study he started to locate a suitable site for a
airport in Feat Orange County.
On motion by Stewart,, seconded by Gisler, Council directed the City
to obtain espies of the report of the Bdard df
Supervisor's ,Airport Committee for Council study. Motion carried.

On motion by Lambert, seconded by Gisler, a letter from Claire
Lindquist, City, requesting the creation of bicycle paths along
City streets, was referred to the Director of Public Works and

The Clerk presented a letter .from the State Division of Highways
inviting the City_ to participate in a study, and make recommendation
of local roads or streets which would meet the concepts for',scenic
rout s � in conjunction with a national pro -ram being undertaken by
the Department of Commerce, Bureau of. 'Public Roads to er ate stems

in the studv and make recommendation on of local roads or streets which
meet the concept for scenic routes in the City, and directed the
Director, of Public Works to write the Division of Highways making

Waterbury Lane, City, requesting the placement of a ,gate at the
proposed walkway on the south aide of the South Shores Tract.
The Director of Public Works informed the Council that the

Director of Public Works to proceed with the installation of a
gate at the proposed walkway in South Shores Homan. Motion

The Clerk presented a latter from the Doisa Chien Homeowners
Association relating to the property being purchased from the Peck
Estates for use as a. parks
On motion by Welch, seconded by Gisler, Council directed the City
Attorney to make every effort to acquire the lack Estates park site
at the earliest possible date. Motion carried.
L 100CURB & GUTTER BOND RE ' - EC TCD INC.
The Clerk presented a letter from Scotteo Inc. requesting to post
bond to guarantee installation of curbs and gutters at 17881 Death
Boulevard before December 311965, in lieu of having to template
this work immediately to make the property comply with the City
Code.
Mr. Ted Adams, proposed tenant .for this property, addressed the
Council and stated that he was prepared to comply with the
requirements of the Building Department in bringing a. portion of
the building up to code for use as an office.
r. Roger Watson, owner of the property, addressed the Council and
requested that he be permitted to male necessary alterations to
bring the building up to requirements of the Building Code, and.
further requested nested permission to post bonds
On motion by Lambert, seconded by Welch, Council deferred action
on request from Scott o Inc. until the meeting of December 21,
1964. Motion carried.

The Clark presented a claim for refund of business .license fees

Santa Ana, on behalf of various Subdividers.
On motion by Lambert, seconded by Gisler, Council deferred action
on the claim for refund of business license 6es-until December 21,
1964. Motion carried.

and read a. latter relative to the Wood apartments at Fifth and.

to ultimately convert all the apartments for use as professional
offices, at such time as each 'become vacant, and that she was
requesting permission to convert one apartment at this time. The

The Purchasing Agent informed the Council that the
bids received had
been reviewed, and recommended the purchase of one
Harley-Davidson
Motorcycle and one 3-Wheel "nicks it for the Police
Department, from
the low bidders.
On motion by Lambert, seconded by Gisler, Commell approved the
recommendation of the Purchasing Agent and authorized the purchase
of one Harley-Davidson Motorcycle for the Police Department from
Rarley-Davidson Matora, Santa Ana, in the amount of 32,04804,
including sales tax, and one 3-Wheal Parking Meter Truckater for
the Police Department from George V Patterson Company, Burbank,
in the amount of $1,387.88, including -sales tax. Motion carried.

the Citizens Steering Committee, and eAch of the Councilmen�,
concerning the work of the Charter Revision Committee, for release
to the local newspapers,
PUBLIC HE-ARING - ZONE CASE 484 APPROVED
Mayor Shipley announced that this was the day and hour set for a
public hearing on Resolution Now 484 of the City Planning Commission,
recommending approval of Zone Case W 484, on property located on
the east side of Fifth Street and on the north and south sides of
Orange Avenue, and directed the Clark to read the legal notice.

MirRalph Allen, LaRue Realty - addressed the Council representing
Dutch Haven homey and defended their request for the use of the
property for a gas station, inasmuch smuch as the corner had previously
been zoned C4. Mr. Allen stated that Shell Oil Company planned to
build an attractive ranch -type station at this location.

business would his a hazard to children,
Mrs. Lynam Zinsley, 22031 Newport Circle, City, addressed the Council

would create a nuisance, as a rotating sign would annoy residents
near the station m

opposed the granting of LTP#256 to allow a service station in their
tra t�, stating he would rather have atoms in the tract.

not necessary,
Mr. Donald Savino, 22042 Newport Circle City, addressed the

been informed by the salesman that there would not he a service
station on that corner

hearing was closed by this Mayor.
Associate Planner Kenneth Reynolds addressed the Council and gave

Mr, William Carlson, 18080 Beach Boulevard, City, addressed the Council
representing a Gates and Mr. Daniels, the applicants of UV #7661 and
stated that, community needs war°r°ant, additional convalescent facilities
in the City, and requested that Council approve the granting of Use
Variance requested,
There being no one farther present to speak on the matters, and there
being no further protests filed, either oral or -written, the hearing

hearing on Tentative Tract No. 5796 for Monday, December 21, 1964,
at 7,30 P.M. or as soon thereafter as possible, directing the Clerk
to publish notice of se � and deferred action on Tentative Tracts
Nos.. 5796 and 3775until after the public hearing had been held.

The City Administrator presented a request for Council approval of
the renewal of the Agreement with Ovens -Newport Yacht Co. and
Martin Pollard, covering the Barge and Half Hay boat Sub -lease,
made by Mr. & Mrs. Cameron, operators of the barge Concession.
Dale Hush, Attorney representing Mr. Henry Novak, addressed the
Council and requested that the City dive a contract to Mr. Novak
for the Half Day Boat, and offered of their gross revenue to
the City. fir. HnsH further requested that the Clty.renegotiate
the original agreement,
°s. Mabel Cameron, 618 Adams venue, City, addressed the Council
and informed them that she and her husband were the operators o
the barge � Ticket Sales , and Bait Concession, g and presently had a
Lease -Purchase Agreement with, Mr. Martin. Pollard. She stated that
Mr. Pollard wiahad to keep the contract option until the Lease®
Purchase was paid
On motion. by Stewart, seconded by Lambert, Council authorized an
extension of -the agreement between the City and Mr. Martin Pollard,
for use of the municipal pier In connection with the operation of a
sport .dishing barge and Hall day boats for a fire -year term on the
same conditions set forth in the original agreement, and directed
the Mayor and City'Clerk to execute the document on behalf of the

The City Administrator informed the Council that the:Federal. Bureau
of the Census anticipates mangy- requestsfor special- census in 1965,
and recommended that Council authorize a Spnci6 l Federal Census for
the City of Huntington Bead., California, for October, 1965, to
be submitted before January 1, 1965�
On motion by Lambert, seconded by Gisler, Council authorized a
Special Federal Census for October, 1965, and directed theAdministra-
