MINUTES APPROVED
On motion by Lambert, seconded by Stewart, the minutes of the
regular meeting of December 7, 1964 were approved as transcribed
and mailed. Motion carried.

On motion by Lambert, seconded by Gisler, , the reports of the
Chief of Police, Chamber of Commerce ce Manager, City Treasurer and
City Collector, were received and ordered filed. Motion carried.
APPRECIATION - DEWITT A. BARTON
On motion by Welch, seconded by Stewart, a letter from DeWitt A.
Barton, Long Beach, expressing appreciation to the City for
issuing a daily surf report, was received and ordered filed.

On motion by Lambert, seconded by Welch, Council granted per-
mission o the Orange Coast Boxer Club to use Lake Park and its
facilities on Aril 41 19 a subject to the r t iV t of the
required insurance. Motion carried,
The Clerk presented a letter .From: Omni P`� Hairaiy, Attorney
representing Dutch Haven Homes, Inc.,, reqaesting reconsideration
of Use Permit: ® UP '436, and requesting that a public hearing he
set for January ary 18, 1965, inaswach as the hearing held on December
7, was inadvertently overlooked by him.
Dale heinly addressed, the Council and further requested to rehearing
Associate Planner Reynolds gave a resume' < of the posed. mass in
the zone in which 'DTP #2256 had been requested, and stated that a
market had been approved by the Planning Commission for this area.
Mr. Heinly stated a willingness to pay publication fees for the
rehearing of DTP 2-a

AFFIC SIGN
The Clerk presented a letter from the Huntington Reach, Elementary
School District protesting the removal of portable traffic
signals from the corner of Main Street and Adams Avenue.
Letters of protest from the Elementary School, Mrs & Mrs. William
Es Hill, and fir. .lira. Jack K. Clapp, were read by the Clarks
Dian Pate, Principal of the Huntington Beach Elementary
Primary School, expressed concern for the safety of the primary
age school children crossing Main Street.
The Director of Public Works explained the legal problem involved,
stating that a change in the State law make it necessary that the
signals be removed as of January l§ 1965.
The following parties addressed the Council and protested the
removal of the -traffic signals at Main Street and Adams Avenue,,
because of the danger to school children, and the legal inability
of the School. Districts is to participate in the financing of
crossing guards.

matter of the removal of traffic signals from Main Street and
Adams Avenue, to the lei -.rector of Public Works and. City Attorney,
t'o study the State Law regarding such removal, and report at the
earliest possible date. Motion carried.
The Clank presented a letter from Mr. James Montgomery and Mr.
Robert Ste11rec t g requesting a reduction from 100 to 50 each,
and refund of rasa paid for twenty relocation permits.
On motion by Lambert, seconded by Welch, Council denied the
request for reduction and refund of relocation, permit fees filed
by James Montgomery and Robert Stellrecht. Motion carried.
The Clark presented a latter from H. Langloi , representing
property owners in the Seahaven Tract, requesting reconsideration
of'Yse Variance - U -#759, granted by Council at the meeting € f

On motion her Lambert, seconded by Gisler, a letter from the
State Division of Highways e pr.esa ing ; appreciat:ion to the City
for their cooperation in reviewing the State ' Highway System,
together with a copy arf .e: report submitted to the Legislature,

The Clerk presented a petition from` Y% R, GGold � City, and
204 property owners opposing the placement of a barricade on
Terry Drive west of Monroe Street, to prohibit thru traffic on
Terry Drive between Bead. Boulevard > and Irby Drive.
Mr. Garold, 8302 Lambert Dive, City, addressed the Gouncil. and
protested the closing of Terry Drive to through traffic c onto
Beach Boulevard, and requested an explanation of the reasons for
sixth clogingg
The Director of Public Works gave a resume' of.the long range
planning by his Department for he closing of `ferry Drive, to
assure the use of said street for, neighborhood traffic only,
Dale Bush, attorney representing Senator John A. Murd ,' Jr.,
owner of the property north of Terry Drive on the east side of
Beach Boulevard, and h� S. Whelan, owner of Fantastic Fair on
said property, addressed the Council. kind. stated that Police and
Fire safety services would be curtailed by such closing; thar.t
their business would suffer, and that traffic would be cor ested
on alternate routing, Mr. Bush suggested that stop signs be
placed. on Terry Drive to slow down ad ' discourage excess travel
through than tract g
Mr. ,lay- Ma triani, .16351 Tripp Circle, City, addressed the
Council. and stated that the increase in traffic on Heil Avenue
would be hazardous us to children crossing Heil Avenue to attend
school.
Mrs. Robert Harrison, 8192 Lambert Drive, City, stated that
Mr. Garold had misrepresented the School authorities in than
circulation of his petition, and was in favor of, the City
proposal to close Terry Drive,
Mrs. Agnes ''Masters, 16741Jeffrey Circle, ; C,lty � >protested the
closing of Terry Drive, stating that traffic was no problem. on

Mr. Gerald Gresham, 8201 Terra~ Drive, , City, presented a petition

signed by residents who had previously signed Mr. Goold ° s
petition, stating that, the lack ,of information on the Gould
petition gave 'them an incomplete picture of whit the City was
trying to accomplish.
Mr. Jim Tate, 8111 Terry Drive,, City, addressed the Council
agreeing with Mr. Gresham, and stated that he took M W Greshams'
petition to residents ' in than area.
Mr.. Sp AA Suermann, 8172 Lambert Circle, City, protest-ed the
closing of Terry Drive as an inconvenience to residents in the
tract. He stated that a problem to 'shcoo l children did not
exist at this time and should he considered only when a new
school opens in than future.

Mrs. Norma Kurt , 16671 Jeffrey Circle, City, stated that she
.fait stop signs on Terry Drive wo ld be the hest solution to the
existing -problem.
Mrs. Eleanor Darwin, 16571 Jeffrey Circle, City, stated that the
Police and Fire Departments both were against such closing two
� aars, ago, and questioned. the reason for their apparent change in
opinion.
Mr. Philip Merchant, 16741 Jeffrey Circle, City, addressed the
Council to mama an inquiry regarding the subject under discussion.
Mrs. Simon, 16712 Jaffrey Circle, stated, that speeders were not a
problem an TerryDrive and that the proposed rerouting was not
favorable to residents in, the tract.
Mr. Span. aletti., Manager of Fantastic Fair, addressed. the Council
and suggested a meeting between the Director of Public Works,
Senator Murdy and himself to disease the problem, and requested
the postponement of action on the closing of Tarry Drive until
evidence can be presented regarding the need for such closing,
and requested a hearing for such presentation.
Mr. Richard, Ludlow, representative of Shell Oil Company, hang
Beach, addresser) the Council and stated that Shell Oil built at
the present location with the understanding that the streets
would remain the same.
Mr. Cairo, 8272 Lambert Drive, City- agreed with Mr. Goo ld and
stated that he felt Terry Drina should remain open"
The Director of Public Works gave a final resume of the circum-
stances involved in the engineering which requires the closing
of Terry Drive.
Mr. Spangeletti again protested the closing, stati.n.g that damages
to his business would result in a. snit being filed against the City.
Senator John A. Murd , Jr., addressed. the Council as e private
citizen, and stated that the main complaint was the fact that the
public was not aware that `ferry Drive was being considered for
closing to through traffic,
'ire Wheeler, the Director of Public Works, suggested the employment
of an independent traffic engineer to study the situation and make
recommendation for report at the meeting of January 4, 1965
On motion by lambert, seconded by Gisler, Council concurred with
the recommendation of the Director of Public Works and authorized
the employment of an independent traffic engineer to study the
'ferry Drive problem and report at the meeting of January 4, 1965.

The Gl-erk then presented a transmittal from the Director of Public
Works informing Council that the bids had been reviewed and found
to be approximately 21 percent over the project estimate, with a
low bidder response attributed to the nature and size of the
project. lie recommended that Countil reject the bids and instruct
the Clerk to return the bid. bonds; and, requested permission to
advertise the project in conjunction with the aign.alization, of the
intersections of Balsa-Bolsa Chita, Boisa--Springdale, and A€,s-

On matins by Lambert, seconded by Steuart, Council rejected all
bids and directed the Clerk to return the bid bonds to all
bidders; and granted permission to the Director of Public Work
to advertise the project in conjunction with the si nali. ation of
several other intersections. Motion carried.

The Clerk presented informal bins for one two -ton truck for the
Street Department, as follows -

The Clerk presented a letter from they Purchasing Agent informing
the Council that the bias received had been reviewed and were found
to meet specifications, and recommending the purchase of one two -ton
Dump Truck Data and Chassis for the Street Maintenance Department,
from International Harvester Company, Anaheim, for the low bid o1
32,437.19, less trade of one 1954 Ford Dump Truck, and including
all applicable taxes.
On motion by Stewart, seconded by Gisler, Council authorized the
purchase of one two -ion Cheap Truck Cab and Chassis for the Street
Department from International Harvester Company, Anaheim, for the
bid of r[(¢�21 37.19, less trade and including taxes. Motion carried.
Mayor Shipley announced that this was the day and hours set for a
public hearing on Resolution No. 487 of the City Planning
Commission, recommending approval of Zane Casa No. 487, on
property located 640' north of Slater Avenue and approximately
00' west of death Boulevard., and directed the Clerk to read the
legal notice.

published in the Huntington Bach ;haws on December 10, 1964, setting
the hour of a 30 o'clock PM. , or as soon thereafter' as possible,

being no protests filed, either oral or written, the hearing

the recommendation of the Planning Commission and denied Zone
Case No. 4949 Motion carried.

Council and stated that the Huntington Harbour Homeowners

stated- they now have 144 moms completed, as it was

On motion by Lambert, seconded by Gisler, Council directed the
City Attorney not to revise the lease but to prepare a letter
and agree on behalf of the City that lAd roams may be built
