Monday, February 1, 1965
Mayor Shipley called the regular meeting of the City Council of the
City of Huntington Beach to order at 7:30 P.M. in the Council.
Chamber.
The Pledge of Allegiance was given by all present in the Council
Chamber.
The Invocation was given by Rev. Dale Johnson, Minister of the
Lutheran Church in America, Huntington Beach.

q1 WINTERSBURG PRESBYTMIAN - TRAILER REQ
The Clerk presented a letter from the Wintersburg Presbyterian Church,
7622 Warner Avenue, City, requesting permission to place a trailer
on their property for use as classrooms for their church school
children.
On motion by Stewart, seconded by Gisler, Council granted permission
to Wintersburg Presbyterian Church to place a trailer do their
property for a six month period, with the condition that only one
additional six month period may be granted by Council if needed.�
Motion carried.

On motion by Lambert, seconded by Welch, Council granted permission
to the Orange County Heart Association to conduct its Annual Heart
Fund Campaign during the month of February, 1965, subJect to the
conditions stipulated by the Police Department. Motion carried.

The Clerk presented a request from -'the Children's Asthma Research
Institute and Hospital, to conduct door-to-door solicitation on
March 5,6 & 7,� 1965.
On motion by Stewart, seconded by Welch, Council tabled the request
from the Children's Asthma Research Institute, for study and directed
the Administrator to check the request further and report at the
meeting of February 1.5, 1965. Motion carried.

The Clerk presented a hotter from Kerr Turl.i s, President den.t of the
McFadden Homeowners Association, protesting Zone Cases No. 283 and
No. 399,which became effective on February 21, 196 , and February 20,
1964, respectively stating that improper procedures were followed by
the City in hearing said Zone Cases. 4 A $75.00 filing fees was in-
cluded with the letter of protest from Mr. ` url.i_s,
Mr. Gary Griffin, 1.1.1.51. Carrie Lane, City, addressed. the Council and
presented a petition with 304 signatures, protesting the granting of
.3 and 1l2 zoning on property located between Edwards and Springdale
Streets, south of Flingers and requesting that a public hosting be
held on the matter to reconsider ;done Case No. 283 and No. 399.
On motion by Stewart, seconded by Gisler, Council directed the C ler1a.
to return the check for the filing flee to the IVIcFn den Homeowner
Association, Motion carried,
Following discussion by the Council, a motion was made by Welch, and
seconded by Gisler, to appoint a committee consisting of Councilman
Stewart and Councilman Welch, to meet with the City Attorney and. any

On motion by Welch, seconded by Stewart, Council, granted -the West.
mi.n ter School District Advisory Committee permission to use a
-truck and sound apparatus on February 22nd and. 2 rd, 1963, in portions
of the northern section of Huntington Beach, to advertise a Bond and
State aid. School Election. Motion carried.
14r s Phil Flei schner, representing the Huntington Harbour property
owners, addressed the Council and protested the building of condomin-
ium housing as permitted in Tract No. 5202, stating that the Hunting-
ton Harbour Corporation had misrepresented d the facts of the develop-
ment when they filed the Tract map.
Mr. LJohn Bir°r, finer, 1701 Edgewater Lane, City, addressed the Council

and pretested, the actions of Huntington Harbour Corporation in Tract
5202.
Can motion by Stewart, seconded by Lambert, Council instructed the
Building Director not to issue any Building FerfiiiVts on. File Number 224,
for Huntington Harbour Corporation's condominium project. Motion
carried.
TED MANTHEI - BUSINESS LICENSE FOR READY MIX PUNT
ITr. Theodore Manthei, 7391 Talbert Avenue, e, City, addressed the
Council and requested that Co€.rnci,l allow a business license to be
issued for a ready mix cement plant on his property near Talbert
Avenue, inasmuch as Graham Bros, Ready -Mix had a current license in
their possession, although they are not operating the plant at the
present time.
Council directed the City Clerk to check into the details on the
matter to try to resolve the mis:unde'rstanding between Mr. Manthe.i and
the City.

Mayor Shipley announced that, this was the day and hour set for a,
public hearing on, Resolution Noe 01. of the City Planning Commission,
recommending approval of Zone Case No. 501, on property located
approximately 150' west of Reach Boulevard between Glencoe and
McDonald Streets, and directed. the Clerk to reel the .legal. notice.

recorfinendartion of the Planning Commission, and directed. the City
Attorney to prepare an Ordinance effecting the change of zone In

and. the Clerk be -.instructed to notify the unsuccessful bidder,-,.
Can motion by Stewart, seconded by Gisler, Council awarded the contract
for the recons ruarllon, surfacing and improvement of Bolsa Avenue,
McFadden Avenue and Springdale Street in the City, to Sully -Miller
Contracting Company, Orange, on their bid J.n the amount of $109,107.70;
rejected all other bids; and authorized the return of bid bonds to

AGREEMENT AMENDED

with recommendation for approval, of an Amendment to the Agreement
with the Department of Water Resources, to include tee additional.

On motion by Welch, , seconded by Lambert, Council approved the amend-
ment to the agreement with that Department of Water Resources, and

Under deferred items, the Clerk presented a letter from Mrs. A. L.
Hill and 272 residents and property owners, requesting a crossing
guard guard at the intersection of Main Street and Adams Xvenue.
This item had been deferred from the meeting of January 18, 1965,
The City Administrator read a Resotution from the Huntington Beach
Elementary School Board, informing Council that the School would
participate on a 50/50 basis in the purchase and installation of
a permanent signal.at the intersection of Main and Adams Streets,
and requesting that the City Council adopt a similar Resolution for
participation.

Officer Howard R. Gilby from Range 38-B to Range 38-C, effective
February 1, 1965, and that he retain his present anniversary date of
July 1, 196% Chief Seltzer informed the Council in his letter
that Officer Gilby was inadvertently employed in Step A, which is
normal for inexperienced officers, Officer Gilby's eight years of
previous experience qqalified him for Step Q but due to the untimely
illneas and death of Chief Robidoux, the matter was overlooked.
On motion by Stewart, seconded by Gisler, Council directed the City
Attorney to prepare a Resolution effecting the change to Step C for,

to underwrite -the amount of $ ,000 annually for the operation of
same. -

of the Police Officers Association to underwrite rite the expenses of a
Pistol and Rifle Range in the amount of $3,000 annually; and directed
