The Deputy Secretary read a letter submitted by the subdivider requesting a two week continuance. ZONE CASE, NO 505 Initiated by Resolution of Intent Change of Zone from A-1-X General Agricultural District andfrom R-4-X Suburban Residential District as adopted by Interim Ordinance No 668 to RA Resi- dential Agricultural District, R-A-O Residential Agricultural District combined with oil, R-1 Single Family Residence District and R-3 Limited Multiple Family Residence District with set- back provisions on certain properties located within the City of Huntington Beach generally south of Edinger Avenue, north of Clay Avenue, east of Bolsa Chica Street and west of Newland Street. Lengthy legal description on file in the Planning Department Office. The Deputy Secretary read a communi- cation submitted by Margueritte Dankers endorsing the proposed change of zone. Richard Harlow, Planning Technician, gave a brief resume of the proposed zone change. He pointed out that the primary reason for a change was to apply city' zones to property involved thereby eliminating interim county zoning which was adopted seven years ago. He further explained the various zone designations. Planning Commission, February 2, 1965 The following property owners addressed the Commission and questioned the status of their property: Guy Duckworth, 1006 West Grant Street, Corona; Bruce Elsworth, 18792 Stuart Street; and Tom King, 7841 Taylor Avenue. Mr. John Thomas, adjacent property owner,addressed the Commission and requested that his property remain in the existing M-1 zone. Chairman Kaufman informed Mr. Thomas that his property is not affected by the proposed change of zone. the hearing was closed. RESOLUTION NO 505 There being no other comment, A Resolution of the City Planning Com- mission Recommending Approval of Zone Case No 505 to the City Council. A MOTION WAS MADE BY LETSON AND SECONDED BY WORTHY TO ADOPT RESOLUTION NO 505 RECOMMENDING APPROVAL OF ZONE CASE NO 505 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The adoption of this proposal will eliminate conflicts between hold -over County zones and the adopted Master Plan of Land Use- 2. The adoption of this proposal will put these areas into a City zoning more in line with the existing and proposed uses in these areas. ROLL CALL VOTE AYES: Crabb, Letson, Bazi 1, NOES: None. Located on the west side of Bolsa Chica Street and legally described as being 590 feet north of the south line of the SE4, NE4, Section 20-5-11 and 60 feet west.of,the east line of the,SE4, NE4, Section 20-5-11-. Mr. Harold, 16369 Bolsa Chica Street, addressed the Commission and stated he would operate the liquor store within the shopping center and the sign is an essential part of his business. The Deputy Secretary informed the Commission that this application has been filed to correct an error in legal description. He stated that the property involved is 41.75 feet wide by 1320 feet long and the Staff recommends favorable action because approval will couple this strip of land to the remainder of the Quarter Section and at the same time couple,it with Use Variance No 784 which was recently approved. Tract 7. The Deputy Secretary read a communi- cation submitted by the applicant clarifying the reasons for his request. The Staff Report was read by the Deputy Secretary. The hearing was opened to the audience. Robert Zinngrabe, applicant, addressed the Commission and explained the proposal. There being no other- comment, the hearing was closed. Commission discussion was held. It was noted that an off-street parking layout plan should be submitted to the Planning Department for approval. A MOTION WAS MADE BY BAZIL• AND SECONDED BY MILLER TO APPROVE USE VARIANCE NO 797 UPON THE FOLLOWING CONDITIONS: 1. Two off-street parking layouts shall be submitted to the Planning Department for approval. One layout shall provide one parking space for each 12 beds. The second layout shall provide off-street packing for a minimum of 180 automobiles. The second layout may be utilized. The Staff Report was read by the Deputy Secretary., the audience. The hearing was opened to Eugene Briesemeister, representing the applicant, addressed the Commission and stated that he had no objections -to the condition suggested by the Staff. Located on the east -side of Park Street - 250 feet north of Springfield Street and legally described.as the north one-half of Lot 6, Block 1802, Tract 12-. The hearing was opened to the audience. Mrs. Verle Cowling, 1828 Park Street, addressed the Commission and requested that no windows be allowed on the north side of the proposed addition. There being no other comment, the hearing was closed. It was the consensus that the subject request was a permitted use in this area until a few months ago and said request will not be detrimental to the surrounding area. Chairman Kaufman informed the Com- mission that Commissioner Bazil would abstain from any discussion and from voting on said matter. The hearing was opened to the audience. Norman Wells, applicant,. -addressed the Commission and gave his reasons for the request: There being no other comment, the hearing was closed. Commission held a lengthy discussion. It was the consensus to continte the hearing until after discussion of "R" zoning as it -pertains to lots in the down- town area. — A MOTION WAS MADE BY WORTHY AND SECONDED. DISCUSSION: .RE:- BONING OF DOWNTOWN AREA The`Commission held a lengthy dis- cussion' regarding zoning 'in 'the downtown area. -9- 2/2/65 Page #10, Minutes: 11. B. He objected to the required 22 foot setback on -garages directly entered from a street. Mr. Dexter Whitfield, 417 6th Street, addressed the Commission andstated that he is the owner of three,lots in the area and hopes to develop his property to its best use with setbacks less than those pimently required. There being no other comment, the hearing was closed. It was the consensus of the Commission to consider each case by variance. DISCUSSION: The,,Deputy Secretary asked ._ for a Planning Commission interpretation as to whether or not a mortuary would beacon sidered a permitted use in the C-4 Highway Commercial -District. After considerable discussion, it was decided that a,policy should�,be•established'whereby mortuaries would be a permitted use in the C-4 zone as a - professional use. A.
