Planning Comissioner appointed to serve the unexpired term of
Harry Letson was sworn in by Paul Jones, City Clerk.
TUESDAY, FEBRUARY 23, 1965, ADJOURNED MEETING
COMMISSIONERS PRESENT: Lawson, Bazil, Kaufman,
Worthy, Miller, Larkin.
COMMISSIONERS ABSENT: Crabb.
Chairman Kaufman called the
meeting to order at 7:40 P.M. -
URBAN LAND INSTITUTE6 The Deputy Secretary read a
brochure on the Urbah-Land
Institute and its panel study services.
The Planning Commission
discussed various topics regarding,a U.L.I. panel study and
review. Reference was made specifically to thirteen items
listed in a letter by Robert E. Boley, Director of Central
City and Industrial Programs for the U.L.I.
After considerable dis-
cussion, the Planning Commission unanimously recommends the
following items to come before the U.L.,I. panel for study and
recommendation:
1. Capital improvements program with special emphasis on
priority of projects and financing of these projects as -
they relate to the current 5-year capital improvements
program.
2. Civic center needs with special emphasis on site location and
. financing.
3. Downtown parking and, traffic circulation -,in conjunction
with the future of downtown as it -relates to the beach.
4. Industrial development.
5. Meadowlark Airport, its value as a community facility and
feasibility of future expansion.
6. Taxes and what should the City's tax structure look like
in: future years.
PROPOSED AMENDMENT TO _.ARTICLES 910, 916, 920. 923 and 960
The Deputy Secretary ex-
plained that these proposed amendments to the RA, Rl, R2, R3
and R4 Districts provide that when a lot abuts an arterial
highway and a local street or an alley, access'shall be from
the local street or alley and not the,arterial highway.
Further, when a lot abuts two arterial highways, approval of
access to the lot by the Director of Public Works is required.

A MOTION WAS MADE BY WORTHY AND
SECONDED BY MILLER TO RECOMMEND APPROVAL OF THE PROPOSED
AMENDMENTS TO ARTICLES 910, 916, 9202 923 and 960 OF THE
HUNTINGTON BEACH ORDINANCE CODE TO THE CITY COUNCIL.
ROLL CALL VOTE:
AYES: Lawson, Bazil, Kaufman, Worthy, Miller, Larkin.
NOES: None.
ABSENT: Crabb.
THE MOTION -CARRIED:
PROPOSED AMENDMENT TO ARTICLE 923
The Deputy Secretary explained that
this proposed amendment would reduce the minimum rear yard
in the R-4 District to 4'feet within the area bounded by
First Street, Lake Street, Palm Avenue, 23rd Street and°
Ocean Avenue,

SECONDED BY LARKIN TO RECOMMEND APPROVAL OF THE PROPOSED
AMENDMENT TO ARTICLE 923 OF THE HUNTINGTON BEACH ORDINANCE
CODE TO THE CITY COUNCIL.

AYES: Lawson, Bazil, Kaufman, Worthy, Miller, Larkin.
NOES: None.
ABSENT: Crabb.
THE MOTION CARRIED.
