Don Lander, engineer for
the subdivider, addressed the Commission and stated that he
would prefer that Kim Lane not be continued to the north.
He stated that the subdivider proposes to construct a block
wall along the north right-of-way line of Kim Lane and that
a four unit apartment building would be constructed on each
lot.
Bill Hartge, Deputy
Director of Public Works, addressed the Commission_arad..aug-
gested that traffic be directed onto Sher Lane or Rhone Lane;.
thus, introduction of traffic from the proposed multiple
family development into an R-1 tract would•be restricted.
In addition, he requested modification of condition #2 to
read: "The F1ood.Control Channel shall be fenced to De-
partment of Public Works Standards-."
There being no other
comment, the hearing was closed.

WITH THE FOLLOWING CONDITIONS:

feet is -minimum for 900 parking and denial would be in order.

portion of ,the SW�,of Section 10-5-11. Further legal

The Deputy Secretary•read a petition
of protest signed by 66 property owners living within the
adjacent area. A letter submitted by Westminster School
District was read by the Deputy Secretary.
The Staff Report was read by the
Deputy Secretary.
The hearing was opened to the
audience.
Sylvan Allen, attorney, representing
the applicant, addressed theCommission and submitted a petition
signed by 477 property owners favoring the proposed zone
change.
Elias Miller, 6303-Wilshire'•Boule-
vard, Los Angeles,, addressed theCommission and read a lengthy
paper favoring ,the proposed zone change.
George Smith, shopping.center
developer, addressed the Commission and read a list of pro-
spective tenants which were contacted to -locate within the
shopping center. He stated that all the inquiries were
turned down because there would be no substantial population
gain the trading area within the next 5 years.
The following property owners
addressed the Commission and opposed the subject zone change:
Wm. Sheets, 6171 Mar Vista Drive; Mr. Crow, 6132 Larchwood
Drive; R. Gonzales, president of McFadden Homeowners
Association; Ted Douglas, 14831 Northridge Circle, Bo1sa-
Edwards.Homeowne rs Association; and Ken Turlis, 6502 Limerick -
Drive.
Speaking in favor of the proposed
zone change were the following property owners: Mr. O'Neil,
5931 Hacienda Drive; Shirley Walton', 5682 Nevada Drive and
Mrs. Brown, 6292 Royal Drive.

It was noted that the property
is still zoned and master planned for commercial use. It was
pointed out that there is a great deal of property in the vicinity
zoned for commercial use and the service area is restricted be-
cause property west of Springdale Street is zoned M-1-A.
The Deputy Secretary pointed
out to the Commission that commercial corners should be approxi-
mately six acres for a community center and not'ten as granted
during earlier stages' of city development.
It was the consensus' to
continue the hearing for 60 days and study the Master Plan -of
Land Use and include the area within a 12 mile radius of the
subject property.

The Deputy Secretary informed
the Commission that the subject zone case is a routine change of
zone which conforms - to the Master Plan of Land Use. He further
stated that there is an approved tentative map on the subject
property proposed for single family development.

The .Secretary informed the Commission
that this agenda item and -the following item pertain to the
same parcel. He stated that one public hearing covering both
items was published;.therefore,.the public hearing should be
opened to both UV 807 and DV 242.

The Deputy Secretary pointed out to
the Commission that the Subdivision Ordinance requires a
minimum industrial lot to have 80 feet of frontage and 18,000
square feet of area. It was noted that the applicant proposes
two lots with 50 feet of frontage and a depth of 400 feet
which gives an area of 20,000 sq. ft.
He further stated that the applicant
had previously requested this same property division and the
request was denied by both the Planning Commission --and City
Council.

NO 243 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS:

considered the request and it .was .their 'unanimous decision
that inasmuch as the lots are under one ownership, they are
considered as a single parcel and,any request to divide the
lots into'two 37.5 parcles would require a con'ditional-ex-
ception.

SECONDED BY MILLER TO RECOMMEND APPROVAL OF DIVISION OF LAND
NO 246 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS:
1. Dedicate to City ,Standards the proposed Chapel Lane and
Mo'dale "1)r ve
2. Improve Chapel Lane and Modale Drive to City Standards.
Said improvements shall include -street trees, street lights
and at least two travel lanes along both parcels.
3. At least two travel lanes shall be provided and improved
to City _Standards from the' parcels to Ellis, Avenu.
4. A plan which solves the drainage problem on both parcels

ELECTION OF VICE-CHAIRMAN
Nominations for Vice -Chairman were
opened. Commissioner Bazil was nominated for Vice -Chairman
by Commissioner Worthy and seconded by Larkin. 'There being
no further nomination, the nominations for Vice -Chairman
were 'closed-. '- The motion by -Worthy, duly seconded by Larkin
carried unanimously and Robert Bazil was elected Vice -Chairman
for the calendar year',1965.
COMMUNICATION: The Deputy Secretary read a communi-
cation referred by the City Council
for recommendation by the Planning Commission regarding a pro-
posed annexation on certain property generally bounded by
Heil Avenue;, Bolsa• Chica' Street, Los. Patos Avenue and
Algonquin Street.
By unanimous vote of the Planning
Commission the proposed annexation was.approved and recommended
to City Council for approval.
