Mayor Shipley called the regular meeting of the. City Council of the
City of Huntington Beach to order at 700 P.M. in the Council. Chamber.
The Fledge € f allegiance was given by. all present in the Council Cham-
ber.
The Invocation was given by Rev. Robert Orlin , Redeemer Lutheran
Church, Huntington Beach.

Police Chief Seltzer presented two checks to the Mayor, the first
anneal refund checks from the California Peace Officers Training As-
sociation, .as reimbursement for one-half the cost of Police Officer

Ou motion by Stewart, seconded by Lambert, the reports of -the Police
Chief, Collector, tor, Treasurer and chamber of Commerce Manager, were ap-
proved and ordered filed. Motion carried.

The Clerk presented a. petition from R. F . Neuman, Attorney for Hunt-
ington Continental Tow, House Association, Inc. Unit No. 1, Tract
4410, making offer of dedication of streets, curbs and lighting equip-
ment for general public use.
On motion by Stewart, seconded by Welch, the Huntington Continental,
Tour. House Association 1 offer of dedications, together with report
stating the reasons the Homeowners felt the present situation -w-as un-
fair and inequitable, was referred to the Director of Public Works
and Administrator for study and report at the meeting of Apri.l_. 5, 1.965m

�On motion by Lambert, seconded by Gisler, Council granted permission
to the American Cancer Society to conduct its annual crusade for
funds during the month of April, 1965, on a neighbor -to -neighbor basis.

On motion by Welch, seconded by Stewart, Council granted permission
to the Huntington 'Beach Union filzta School_ Employees Association to
use Lake Park Clubhouse on March 20, 1965, and directed the Clerk to
wive the :tees theret•or. Motion carried.
LAKE PARK CLUBHOUSE - SOUTHERN BAPTIST CHURCH - DENIED
On motion by Lambert, seconded. by Welch, the request from the First
Southern Baptist Church to use Lake Park Clubhouse on an annual basis
on the last Saturday of each quarter, was denied, inasmuch as the ex-

COMMENDATION - LIFEGUARD DEPT
6n motion by Welch, seconded by Gisler, Council accepted a contri-
bution from Dr. & Mrs. Joseph A. B a Alessio of Seal Beach, in the a-
mount of 2 a00 for the "Surf Life Saving Association", for recovery
of a pet kitten by the Lifeguard Department. Motion carried.

On motion by Lambert, seconded by Gisler, a communication of protest
of City procedures from Ralph Quick, 8101 LaPalma, City, was received

LAKE PARK CLUBHOUSE m RED CROSS BLOODMOBILE
Can motion by Lambert, seconded by Gisler, Council granted permission
to the American an Red Bross to use Lake Park Clubhouse for a Bloodmobile
Blood Bank on April th, from 2:00 P.M. to 6 : 30 P�M- , and directed
the Clerk to waive the fees therefor. Motion carried,

PETITION - MEADOWLARK AIRPORT PROTEST
,.` 0ion by Welch, seconded by Lambert, s. petition from the Bolsa.
Chic.a Homeowners, with 819 signatures protesting the acquisition and
expansion of the Meadowlark Airport, was received and ordered filed.

BRUNSWICK 'ARK DEVELOPMENT -_REQUEST'
On motion by Lambert, seconded by Stowart, a copy of a letter from the
Go l.denwest Homeowners Association to the: Recreation Department re-
questing further development of Brunswick Parks was received and or-

SOLICITATION m ORANGE BOUNTY ASSOCIATION FOR M AL HEALTH
motion by Stewart, seconded by Lambert, Council granted permission
to the Orange County Association for Mental Health to conduct door-to-
door solicitation for funds during the month of May, 1965, subject, to
solicitors registering with the Police Department. Motion carried.
ORANGE COUNTY WATER DISTRICT REa 9 7 - COLORADO RIVER, WATER
tie Clerk presented a Resolution from the Orange County Water District
endorsing Senate Bill 1.019 and its counterpart measures relative
to Colorado River Water, and requesting Huntington Beach adopt a
resolution supporting same.
On motion by Lambert, seconded by Gisler, Council directed the City
Attorney to prepare a Resolution endorsing Senate Bill No. 101 %

The Clerk presented, an announcement from the Department of Water
Resources, advising them of the time and locationA of meetings on
the "Recommended Minimtim Well Construction and Sealing Standards
for Protection € f Ground Water Quality, State of California", lister

and inviting all public representatives concerned with water well.

REAPPOW-PIONIvIENT - STATE LEGISLATURE
On motion by Lambert, seconded by Gisler, a letter from the Citizens
Committee for Balanced Legislative Representation, requesting support
of legislation proposing a U.S. Constitutional amendment cla-rifying
the Supreme Co rt0s decislon• `J>y permitting states to elect one
legislative house on a basis'_dther than population, provided the
state's voters so desire, was received and ordered filed. Motion

LICENSE DENIED - CURB PAINTING ® K & K SPECIALTY
On motion by Lambert, seconded by Welch, Council denied an appli-
cation for business license to K &. K Specialty Painting Company,
Los Angeles, to paint house numbers an curbs an a lung basis.

SOLICITATION - SERVICES FOR THE BLINDs INC
O. motion by Ste-icart, seconded by Gisler, Council approved the request
from the Services for than blind, Inc. to sell tickets for an Gut -
door Variety Show by telephone solicitation and delivery of same by
their representatives, subject to conditions stipulated by the
Police Department. Motion carried.
CHAMBER OF COMMERCE - DOWNTOWN TRAFFIC
On motion by Lambert, seconded by €. isler, a communication from the
Huntington �ea.cb Chamber of Commerce relating to 'the study of doi @
town traffic problems, was received and ordered filed. Motion
ca-rried.
COMPLAINT - WATER RATES FOR APARTMENTils-

The Clerk read a, letter from the members of the PTA at Gill School
requesting crossways and yield signs for the safety of school
children,
On motion by Lambert, seconded by Gisler, the letter, from the Gill
School PTA was referred to the Traffic Engineer for study and re-
port at the next meeting. Motion carried.

ative to the location of the proposed Coastal Freeway
On motion by Welch, seconded by Gisler, the letter from Governor
Brown regarding the Coastal Freeway, was received and ordered

STOP SIGNS - GARFIELD & BROOKH RST

Under Oral Communications, Richard. Hand, 1 832 San Filepe Street
Fountain Valley, addressed the Council and requested a. four-way
stop at Garfield and Brookhurst Streets;
The Director of Public Wares gave s resume' of the November 1964
report of the traffic study, and stated that the intersection had
again been checked, s,ra.d still did not warrant s `our -way stop, and
therefore, recommended denial of this request.
Mr, John Knapp, 10191 Kuk ui Drive, City, addressed the Council and
requested e four-way stop for the Garfield/Breokhurst intersection
for the convenience of residents in the adjacent tracts.
Chris BeChristoforau, 9627 Adams Avenue, City, addressed the Council
and requested a four-way step at Brookharrst and Garfield Streets.
Belleazing discussion by the Council, a motion was made by 'belch
seconded by Gisler, granting the request of the residents for a.
four-way ,stop sign at Brookh .rst and Garfield Streets, subject to
participation by the City of Fountain Valley. Motion carried.

as a tax payer, the acceptance of offer of dedications by the City

The Clerk read notice of public hearing on the appeal. of Use Variance -
UV #802, as published in the H -Ltingto . Beaofx .-News on March 4, 1965,
setting the hour of 7 : 0 O'clock P.M-, or as soon thereafter as pos-
sible, oh Monday, the 15fh day of March, 1965, in the Council Chaaebsr
of the Civic Center, Huntington Beach, California, as 'the time and
place :for a public hearing for the purpose of considering an appeal
to the denial by the Planning Commission of Use Variance - UV #-802,
to regulatians of the Districting Ordinance, to allow the construc-
tion of an office and assembly building in the -0 Residential
Agricultural. District.
The Clerk read the letter of appeal from Metcalfe and ,Silver, At-
torneys for the United Brotherhood of Carpenters and Joiners of
erica, Carpenters' Local Number 1453, requesting that the Use
Variance be granted. The Clerk stated that notice of public hear-
ing had been mailed to all residents within 3001 of the property
involved, and that he had, received no further communications or
written protests to the granting of Use Variance #902.

Mr. John R. hanks of the Carpenters Local, a•dd:ressed. the Council
and informed them that representatives were present to answer an-
questions of the Council. He stated that the Senior Citizens of
Huntington Beach were in favor of the Union Hall, and presented a
petition of over 200 signatures, including several. Homeowners As-
sociations, favoring the locating df a Union Hall, in the City.
Mr. Bob Peterson, 8222 Mary Circle, City, addressed the Council_
and protested the granting of said variance for the construction
of a Union Hall in the Pacific Sands area.
Mr. Wes warvi., 10141 Kuhui Drive, City, addressed the Council and
stated that he felt a Union Hall would be advantageous to the area,
and also that the Union purchased the property when it was zoned
M -1" and for that reason felt the variance should be granted
I�hrs. William Shannon, 8231 Atlanta Avenue, City, a€ldress{ed the Coundi.l
and stated that she had not received notice of the hearing, that
she lived across the street from theproposed Union Hall property,
and requested that action bo deferred until all residents in the
area had been notified of sameq
Hors Fell, 8176 Atlanta .avenue, City, addreaaed the Council_ and pro-
tested the proposed Union Hall_, stating tha'i an effort to clean up
the area for homes has been extensive.
Mrs. Margaret t. Shupe, 814 14th Street, City, addressed the Council
and presented reasons why she was protesting the construction of a
Union Hall, further stating that she felt Council should concur with
the Planning Commission's decision and Ashy said variance.
There being no one further present to speak on the matter, and
there being no further protests filed, either oral, or written, the
hearing was cl_paed by the Mayor.
On motion by Welch, seconded by Lambert, Council overruled the decision
of the Planning Commission and granted Use Variance 80 , subject to
the following conditions:
1. Atlanta avenue shall be ddi.eated and improved to Cite Standards.
2. Street gees and street lights shall be installed on Atlanta
Avenue-) to Department of Public Works standards.
3. Drainage `fees shall. be -maid and drainage of the parcel ,shall
be approved by the Department of Public Works.
4. The wafer system shall_ be approved by the Department of Publ:'i.:Q.
"forks and Fire Department.
5� A dix foot. -concrete block wall shall be constructed along the
west, eas , ;And south property lines. Said gall shall not ex-

PUBLIC HEARINQ - ZONE CASE
Mayor Shipley announced that this was the day and hour not for a
public hearing on Resolution No. 506 of the City Planning Commission,
recommending approval of Zone Case No. 06, on property located ap-
proximately 2001 arrest of Beach Boulevard, and directed the Clerk to
read the leuaal. notices
The. Clerk read notice of public hearing on Zone Case No. 506, as pub-
lished in the Huntington Beach News on March 4, 1965, setting the
hour of 7 a °30 o'clock P.M., , or as soon thereafter as possible, on
Monday, the i nth day of March, 1965, in the Council Chamber of the
Civic Center, Huntington Beach, California, as the time and place for
a public hearing for the purpose of considering as Resolution of In-
tent to regulations of the Districting Ordinance, from: Al-X General
Agricultural District, to: C Hi.gbway Commercial District, with set-
back provisions.
Mayor Shipley declared the hearing open.
There being no one present: to speak on the matter, and there being
no protests filed, either oral or written, the hearing was closed
by the Mayor.
Acting Planning Director Reynolds addressed the Council and gave a
resume' of the action of the Manning Commission in approving Zone
Case No. 506.
On motion by Lambert, seconded. by Gisler, Council approved the
recommendation of the Planning Commission, and directed the City
Attorney to prepare an Ordinance effecting the change. Motion carried.

Mayor Shipley announced that this was the day and hoar set for a
public hearing on Resolution No. 2113 of the City Council of the City
of Huntington Beach, giving notice of proposed annexation of the
City of Huntington Beach, of that certain.uninhabited -terra°itory desig-
nated as "Huntington € each State Park v exertion", and directed the
Clerk to read the legal notice.
The Clerk read notice of public hearing on Resolution No. 211.3 of the
C1-ter Council, as published : n the Huntington Beach News and West-
minster Herald on February lltb, and 18th, 1965, setting the hoer of
8:00 P.M. on Monday, the 1tb. day of March, 1965, In the Council

CATHER OIL TANK LOCATION - APPEAL
e Clerk presented an appeal from Air. Charles Fo Catb.er of Long Beach,
protesting the ruling of the Fire Chief In not allowing a specific tank
location on his lease. This item was deferred from the meeting of
March 1, 1965.
Aft Charles Cattier, 12301. Leslie, Garden Grove, addressed the Council
concerning his request for tank location, and requested further defi-
nition of the Code as stipulated in Ordinance 71.2®
Fire Chief Higgins addressed the Council and gave a resume' of the
requirements as spelled out; in the Fire Prevention Cade, and recommended
denial of Mr. Catb.ea 's request.
Following a rebuttal by Alan Ca,ther, a motion was made by Lambert,
.seyconded by welch, that Mr. Ca.tb.er's appeal for a specific tank location
be denied, on recommendation of the Fire Chief. Motion carried.
Air. Stewart Bowie of Corona del Afar, addressed the Council representing
S.P.I. Developers m Tract 5500, and requested permission to be heard
as the Public Address System was not working when the Extension of Time
on Tract 5500 came up under Planning Transmittals. Council granted Mr.
Bowie's request and heard his protest on one of the conditions of the
extension of time, that of rezoning one parcel. from P3 to Rl. No furt:b
action was taken by the Council and the Extension of Time on Tract 5500
stood as previously acted upon.

We City Administrator presented a request from the State Department of
Water Resources for permission to drill several test wells in the north-
westerly section of the Talbert Area, to a depth of 800 feete He stated
that Council authorized the drilling of said wells to a depth of 600
feet at the meeting of February 4, 1965. The Director of Public Works
had no objections to the State request.
On motion by Stewart, seconded by Gisler, Council approved the request of
the State Department of Water Resources for permission to drill several
test wells to a depth of 800 feet in the Talbert area. Motion carried. I

holder for the Fisherman's grotto Restaurant at the end of the pier,
requesting that Council approve the pre posed transfer oaf interest in
the concession to No. Carl McCullah.
On motion by Stewart, seconded by Lambert, Council directed. the City
Attorney to prepare a new lease" between the City and l~iv. Carl McCullah
for they concession at the end of the pier, said lease to expire Deco -amber
310 1970. Motion carried.
RICHFIELD OIL, CONTRACT m RENEWAL
DA motion by Lambert, seconded by Stewart, Council approved a renewal
contract with Richfield Ol_.l. Company for gasoline, effective ivey from April

PERSONNEL - DPW EMPLOYMENT AUTHORTZED
Thy: City Administrator presented personnel requests sts from the Director
of Public Works for authorization to employ Robert K. Campbell, Lawrence
Ha Boyd and Fred A. Barker, as Maintenance Men, Range 32-A, all appoint-
ments allocated and budgeted in they 1964-65 year.
On motion by Stewart, seecondeed. by Gisler, Council authorized the employ-
ment of Robert K. Campbell, Maintenance Man, Runge 32-A, effective
April 1, 1965; Lawrence H. Boyd, Maintenance Man, Park Maintenance
Division, Range 32-A effective March 16,, 1965; and Fred A. Barker,
Maintenance Main, Rare 32-A, effective March 16, 1965, Motion carried.

McFarland be employed as part-time Draftsman in the Planning Depart—

California Edison Company Home Center on Main Street, for they pur-
pose of meeting with representatives of they Urban Land Institute to
discuss civic problems.

Mayor Shipley called a meeting of the Council as an informal Coa ittee-
of-the-U%ote for Monday, March 29, 3,965 at 700 P.M. in the Council
Chamber, for the purpose of meeting with representatives of Western
Oil & Gee Company and the Fire Chief, to discuss possible legislation
needed to accomplish oil field cleanup.
Mayor Shipley called a meeting of the Council as an informal Committee -
of -the -Whole for Monday, April 5, 1965 at 7 :00 A.M. in the Council
Chamber. . for the purpose of holding a study session.
