STUDY AND DISCUSSION - UNDEKGROUND UTILITIES
The Deputy, -Secretary- presented a
survey of Orange County Cities that require underground
utilities. He stated .that. approximately 61% of various- cities
are aiready requiring underground utilities either -as a con-
diti-on' of ._approval ,for-':tentat•ive subdivisions or by, ordinance.
This figure inc rn ases to-70% by•including cities that require
underground utilities 'for planned'developments.
' Representatives of the Southern
California EdisonCompany, William Lauder, Harold Teagle and
Kenneth E1gan, were introduced by Mr. J. L. Walbridge,
Assistant District Manager -for Edison Company.
Mr. Walbridge addressed the°Com-
mission and read the Edis,on's policy statement f or•underground
utilities.
Kenneth Elgan, customer service
manager, addressed the Commission and stated that within the
Edison's District at the end of 1964, 100,000 meters were
installed, 15,000 of which are pre -assembled cable -in -duct (PCD).
He pointed out that 9,500 new meters were installed in Hunting-
ton Beach, of which 3,000 or 32% are underground.
Mr. Bill Lauder presented slides
illustrating various procedures for installation of under-
ground utilities.
After the.presentation, Chairman
Kaufman asked if anyone in the audience had any questions
or comments regarding underground utilities.
Cedric Sanders, Home Builders Assoc.,
representative, addressed the Commission and read a resolution
of the Board of Directors of the Home Builders Association of
Los Angeles, Orange and Ventura Counties, stating that the
Board of Directors approve installation of underground
utilities wherever practical, both on -site and off -site, for
the transmission of utility company products to the property
line of customers, whether residential,commercial or industrial.
Because the cost of delivering•a product to the consumer,
including the necessary installation costs therefore has been
traditionally and properly included in the price of the pro-
duct as a cost of doing business, all such delivery and in-
stallation costs should be paid by the utility corhpany bene-
fitting thereby.
Mr. Larry Armour, President .of the
Home Builders Assoc., addressed the Commission and emphasized
several times that the Commission should not require under-
ground utilities.

Garrett Smith, AIA Representing
Orange County Chapter on Community;Environment, addressed the
Commission and endorsed the proposed requirement for under-
ground utilities.

Homeowners Assoc.,g,,_ addressed the ,Commission and objected to
the ze quirement for underground utilities because of cost to
the consumer. ',,,, ;
Ralph Jensen,•,18352 Delaware
Street, addressed theCommission and asked Edison Company „
representatives if installation -costs could. increase- on a.per,
lot basis if it becomes mandatory to install underground
utilities. The answer was no and any increase in costs,would
be relative to inflationary trends.
There being no further dis-
cussion, the hearing was -closed.
