Motion carried. MINUTES On motion by Stewart, seconded by Gisler, the minutes of the regular meeting of Mares 15, 1.96 , were approved as transcribed and mail-ed. Motion carried, DEPARTMENTAL REPORTS Can motion by Lambert, seconded by Stewart, the reports of the Director of Public Works, , Fire Chief, Lifeguard Chief, Recreation Director and Building Director, were: approved and ordered filed. Motion carried. SOLICITATION - COMMUNITY CENTER. FOR THE BLUND The Clerk presented a request from the Community Center for the Blind., Santa Ana, for permission to raise funds for their summer educational and recreatlonal, program by selling tickets for a variety show. Tickets will be pre -sold by telephone and delivered by representatives of the organization. On motion by Stewart, seconded by Gisler, Council" dfrected, the City Administrator to contact the local Medical Board to ascertain ,the status and legitimacy of the Community Center for the Blind., and authorized him to grant approval to the organization in their request if he deems It qualified. On motion by Lambert, seconded by Stawart, a Resolution from the Fountain Valley Schools District requesting the City of Huntington Beads to take: action to provide crossing guards at the intersections of Brookhurst and Continental Drive and Bushard Street ,and Adams Avenue was referred to the Traffic Engineer for study and report. 14o tion carried. Douglas, over of a 55 unit apartment house at 401 Atlanta, was received and ordered Vale., as the matter had been explained at a previous meeting. SAPETY C017NCIL - TRAFFIC HAZARDS The Clerk presented a communication from the Huntington Beach Safety Council recommending that the proper officials be granted authority to alleviate € angeerous traffic conditions such as fences and trees which obstruct 'view at intersections, overhanging trees and shrubs in parkways, and high vehicles parked too near intersections. On motion by Stewart, seconded by Lambert, Council directed the Acting Planning Director to forward a reply to the Safety Council informing ing them of the City Ordinances now effecting same. Windsor, Thrifty White Laundromat, for investigation on and enforcement of a one hour parking limit on Magnolia .,.venue between Main and Lake Streets, was referred to the `traffic Engineer and Chief of Police. LAKE PARK CLUBHOUSE ® _AINIERIC AN LEGION 'On motion by Lambert, seconded by Stewart, Council granted permission to the American Legion to use Lake Park: Clubhouse on April 29th, 1965, and directed the Clerk to waive the fees therefor. Motion carried. The Clerk presented claims against the City from Humble Oil & Refining Company; Signal Oil and Gas Company; Standard Oil Company of California; ; llammil Oil Corporation; Huntington State Company; and Hamilton & Sherman Operators, for refund of real property taxes alleged to have been er- roneously and or illegally assessed to and collected from said companies. On motion by Stewart, seconded by Lambert, Council denied the claims and referred same to the City; Attorney. Prarsso¢ 4iss Barbara Bprnard, 1091 Heil Avenue, City, addressed the Council and requested permission for Youth for Christ campus students to contact persons on the beach for evangelism, during Easter week.. Following dis- cussion by the Council, Miss Bernard was directed to inform the Police Department of their plans during Easter week, in order that they may assist in any way possible. SPEED L1LIIT m EDWARDS RIVE - KEN UTI 5 Mr-., Ken Turl_ie, City, addressed the Council_ and requested a reduction in :speed limits at Edwards Street and Clare Drive, and requested a survey for a possible school crossing for children attending Circle View School. PETITION - CHARTER AMENDMENT INITIATIVE 4�The City Clerk presented petitions requesting an election for the establishment of certain amendments to the Huntington Beach City Charter, and a communication stating that the petitions are sufficient and recaimiiending that Council receive and accept said petitions. The Clerk further presented the City Council with Affidavits of Certi- fications from the County Registrar of Voters, certifying that there were 3401 valid signatures on the Petition to the City Council of Hunting- ton, Beach, California, submitting a Proposed Amendment to the 1950 Charter, and further certifying as to the number of registered voters in the City. On motion by Stewart, seconded by Lambert, Council received and accepted the petitions, authorized the employment of Burke, Williams and Sorensen as legal counsel on the Charter amendment election, and authorized that an election be held sometime in the fall of 1965.
