Mayor Shipley called the regular meeting of the City Council of the
City of Huntington each to € rder at 7 Z 3C P-M- in the Council Chamber.
The pledge of Allegiance was given by all present in, the Council
Chamber.
The Invocation was given by Rev. Ranger Betsworth, Community Methodist
Church, Huntington Beach.

On motion by Lambert, aaconded by Stewart, the min-_tes of the regular
meeting of April 19, 1965, were approved as transcribed and mailed.

of public: Works, Fire Chief, Lifeguard Chief, Recreation. Director an
Building Director, were approved and ordered filed. Motion carried.
The Cl er-k presented a notice to the City from the United Mission and
Church, Los kngeles, California, giving notice of their intention to
proceed with missionary work within the C.l.ty�
On motion by Gisler, seconded by Lambert, Council denied permission
to the United Mission and Church of Los Angeles to solicit in the City
€ f Huntington Beach, and directed the City .tto-rney to notify the
organization of same. Motion carried.

The Clerk presented a utter from John Wyatt, Secretary of the Recreation
Cominiss.t•.€ n, recommending that Don Treece be appointed to fill_ one of 3
the existing vacancies on the Recreation Commission.

The Clerk presented a request from the Euclid Street Baptist Church,
8121 Ellis Avenue, City, for the temporary use of a trailer for
office spice and Sunday School_ purposes, until their building is
completed.
On motion by Stewart, seconded by Gisler, Council granted permission
to the Baptist Church at 8121. Ellie Avenue, to use a trailer for
temporary space, subject to the condition that it be fop a six month
period, with only one additional six month period allowed, it needed.

prejudice, a request for a request for e. Certificate of Public Need

ADMINISTRATOR TO CITY _M_A_Nv ES MEETING

City Administrator to attend the International City Managers Asso-
ciation Conference in Montreal September 19 - 22, 1965, with reason-

41 SUTTON BOATWORKS LEASE
The Clerk presented a request from Charles K Cummings, Owner of the
Sandblast and Metallizing Company, for a transfer of ground lease
on City property on. Edison Avenue occupied her a boat works, an he
stated he had purchased all buildings and equipment from George W.
Sutton The Clerk also presented a request for a Lease agreement
for the hoatworks from Leo H. Wilder, subl_eeeee of a portion of

On motion. by Lambert, seconded by Gisler, Council referred the

I LAKE PARK CLUBHOUSE w WAIVED OF FEES DENIED.
On motion her Lambert., seconded by Gisler, a request for waiver of
fees from the World War 1 Ladies Auxiliary m Barracks No. 2360, for
ren.taval of the Lake park Clubhouse, was denied. Motion. carried.
On motion. her Lambert, seconded her Gisler, a request from the Hunt-
ington Beach Masonic Lodge for bleachers from the Recreation
Department to he not up at the Joseph E� Peery and John H. Eager
School sites can. May 15, 1965, was grantedMotion carried.

The Clerj, presented e r soluti from -the City_ of Fountain Valley
opposing A. B. 1461 which provides a mandatory.40 hour week for
firemen, together with a request that the City adopt a similar
resolution.
On motion by Lambert, seconded by € isler, Council directed the City
Attorney to prepare a Resolution opposing A.B. 1461. Motion
carried.
STATE GRANT FUNDS FOR RECRE-A ION SITES
v The Clerk presented a letter from David_ L. Baker, Chairman of the
Regional Recreation Funds Allotment Committee, requesting that
the City indicate a preference as to method of distribution of
funds for Parks and Recreation sites.
On motion by Stewart, seconded by Gisler, Council referred the:
request to the Planning Department to handle prior to the May 28,
1965 deadline. Motion carried.
e Clerk presented a request from the Huntingtnn beach Safety
Council_ that a feed appropriation to defray expenses for facilities,
clerical help, recording equipment supplies, stationary, postage
and cattier expenses be included in the 1965-66 budget..

The Clerk presented a petition with ill signatures from senior citizens,
requesting that benches be replaced at the corner of Main and Walnut
Streets, for the convenience of elderly people.
Mr. Lester Lluilar addressed. the Council and requested benches downtown
for the aged people who walk to town and. need a place to rests.
Deputy Director of Public Works Hartge addressed the Council and
reported on the reason for the removal of the benches by the bass
company.
On motion. by Shipley, seconded by Gisler, Council directed the
Public. Works Director to investigate the replacement of benches

The Clerk prezented an appeal filed by Voorheis-Tri.ndle-Nelson. € n
behalf of Macco Realty Corporation, to Condition #8 requiring under-
ground utilities, imposed by the Planning Commission in granting
approval. of Tentative Tract No. 4805.
On motion by Lambert, seconded by Gisler, Council set a public bearing
for dune 7, 1965 at 7 0 50 P.M., or as soon thereafter as possible,
on the appeal of Pfacco Realty and directed the Clerk to publish notice
of same. Motion carried

behalf of Macco Realty Corporation, to Condition #7 requiring under-
ground utilities, imposed by the Planning Commission in granting
approval of Tract No. 5917

COASTAL TREE AY ROUTE ADOPTION
On motion by Lambert, seconded by Gisler, a copy of a telegram sent
by the City of Costa Mesa to the California Higs�lnsray Commission, re-
lating to Coastal Freeway Route adoption, was received and ordered
filed. Motion carried.
PROTEST - WATER CHARGES
On motion by Stewart, seconded by Lambert, a protest of water charges
from M. Douglas, owner of an apartment building at 401 Atlanta Avenue,
was received and ordered filed. Motion carried.
COUNTY OLIC 1:`1'AT1QN
The Clerk presented a letter from the Orange County Association for
Retarded Children, requesting permission to solicit by telephone in
the City. The Clerk was directed to write the organization explaining
the City's position in this matter Motion carried.

The Clerk presented a request from Sanitary Pipeline Company, Inc. for
a 20—day extension of time for completion of a water installation
which they are constructing under contract with the City.
On motion by Gisler, seconded by Lambert, Council granted a 20-day
extension of time to Sanitary Pipeline Company, for completion of
their contract for water installations in various alleys in the City.
Motion carried.
14-4CLAIM FOR DAMAG_E.S - MELODY DIARI - CUNNINGHAM
The Clerk presented a claim for damages filed by Robert A. Knox,
Attorney, on. behalf of Melody Marie Cunningham, 7641 Don Drive, City,
for injuries sustained when her car hit the bridge abutment on Bolsa
Chica Street at the Orange County Flood Control Sunset Channel.
On motion by Lambert, seconded by Gisler, Council denied the claim
for damages of Melody Marie Cunningham and referred same to the City,
Attorney and the City's insurance carrier. Motion carriede
JUDO CLUB FOR -RATION
Mac Bangoy, 6942 Canterbury Circle, City, addressed the Coyncil, and
informed them of a Judo Club now being organized in the City. Mr.
Bangoy stated that it was the desire of the organization to have their
program sponsored by the Police or Recreation Department.
BLOCKED SEWER COMPLAIINT
Mr. and Mrs. Myron Koth, 002 Arlington Lane, City, addressed the
Council and complained of a blocked sewer, possibly caused by broken
pipe under the street following work dome by a City crew. Deputy
Director of Public Works informed the Counail that he would check into
the matter and do what he could to help alle*iate the problem.

Mayor Shipley announced that this was the day and hour set for a
public hearing on Resolution No. 512 of the City Planning Commission,
recommending approval of Zone Case No. 512, on property located on the
east side of Bolsa Chica Street, 3001 North of Warner Avenue, and
directed the Clerk to read the legal notice.

to the Zone Case or to the recommendation of the Planning Commission.
Mayor Shipley declared the hearing open.
There being no one present -to speak on the matter, and there bei_ng

southeast corer of Adams Avenue and Beach Boulevard, and directed
the Clerk to read the legal notice.

possible, on Monday, the rd day of May, 1965, in the Cori cif Chamber
of the Civic Center, Huntington Beach, California, as the time and

The Clerk read the letter of appeal from Keaauanerer Engineering Company

On. motion by Stewart, seconded by Lambert, Council approved the
recommendation of the Planning Commission and denied Use Variance

Mayor Shipley announced that this was the day and hour set for a
public hearing on Resolution No. 2142 of the City Council,, declaring
nuisance to exist in the fosse of weeds, and directed. the Clerk to
read the legal. notice.
The Clerk read notice of public hearing on Resolution No. 2142 of
the City Council, as posted eon�picuouslly along all the streets and
property within the district described In said Resolution, setting
the hour of 8:00 o T clock P.M., or as soon thereafter as possible on
Monday, the 3rd day of May, 1965, in the Council Chamber of the Civic
Center, Huntington Beach, California, as the time and place for as
public hearing on as declaration that a nuisance exists and providing
for the abatement thereof.
Tito Clerk informed the Council that he had received no communications
or written protests to Resolutidn No. 2142 of the City Council propos-
ing to abate the creed nuisance, and read the Affidavit of Posting
Notices to Destroy Weeds which had been executed. by the Street Superin-
tendent.

Superintendent to proceed with the abatement of the weed nuisance

is a 611 to 121, layer in the bottom of the reservoir. The resulting

The Clerk presented a transmittal from the Director of Public Works,
informing Council that the bids on the Aldrich R. Peck Memorial
Unicipaal. Reservoir had been revie d and found to be in order, and
recommended that the contract be awarded to J. Putnam Be ck, San
Bernardino, California, as low total bidder.
On motion by Stewart, seconded. by Gisler, Council awarded the bid
for the construction of the Aldrich R. Peck Memorial Municipal
.reservoir, together with the pumping station and appurtenances and
street Improvements, -to J. Putnam benck, Saar Bernardino, California,
for e maximum bid price of 536,E 5.00- Motion carried.

1965, at 7a30 P-M, or as soon thereafter as possible, and directed
