Wednesday, July 7, 1965' BOARD MEMBERS PRESENT: John Mandrell, Herbert Day, Richard Harlow. BOARD MEMBERS ABSENT: None. AREA VARIANCE NO. 65-51 Applicant: Sid Crossley, To allow a setback of 5 ft. from the east property line in deviation to the required 10 ft. setback for commercial uses abutting property zoned for residential purposes in the C-2 Community Business District. Located on the north side of Warner Avenue, 195 ft. east of Bolsa Chica Street. Legally described as a portion of Lot 3, Block 5 of Tract No. 86., Further legal'description on file in the Planning Department Office. The hearing was opened to the audience. Ralph Allen, representing the applicant, explained the reasons for the request. He stated that because of the recent annexation into the City the zone was R-1 Single Family Residence District. Before annexation it was zoned C-2 as was the adjoining property which is being used for commercial purposes. There being no further Comment the hearing was closed. , Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO APPROVE AV NO. 65-51 FOR THE FOLLOWING REASONS: 1. Prior to annexation to the City the property was zoned C-2. 2. The adjoining property is used for commercial purposes. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 65-52 Applicant: John S. Satterthwaite To allow the construction of a wall 6 ft. in height to encroach to within 10 ft. of the front property line in deviation to the required 15 ft. front yard setback in the R-1 Single Family Residence District-. Located on the northeast side of Mariana Circle at the end of said street, 250 ft. west of Wellington Drive. Legally described as Lot 96, of Tract 4677. The hearing was opened to the audience; there being no comment, the hearing was closed. Board discussion followed. It was the consensus of the Board to continue action on AV No. 65-52 to July 14, 1965, in order to discuss with the Planning Commission the overall policy regarding the desirability of such walls as architectural features. -1- 7/7/65 Page No. 2 Minutes: H. NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF.LAND NO. 65-14 Applicant: Avista Mar Medical Plaza, Inc. To allow a division of land into 3 separate parcels. Located on the northeast corner of Beach Blvd. and Newman Street. Legally described as a portion of Lot 9 and all of Lot 10 in Tract No. 405. Further legal description on file in the Planning Department' Office. The hearing was opened to the audience. Harold Smith, explained the request. The suggested conditions of approval were -discussed. Mr. Smith found the conditions of approval acceptable. There being no further'comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY DAY TO APPROVE DV NO. 65-14 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Newman Avenue and Cameron Street shall be dedicated to City Standards. 2. Newman Avenue and Cameron Street shall be fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street lights, and street signs. 3. Beach Blvd. shall be fully improved to State Standards across each parcel at the time said parcel is developed. Improvements shall include street trees, street lights, and street signs. 4. Street sections shall be determined by soil 11R1' value and traffic index. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system. 6. Drainage of the property shall be approved by the Department of Public Works when the property is developed. 7. The property shall participate in the local drainage assessment district when the property is developed. 8. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 9. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. ROLL CALL VOTE: 7/7/65 AYES: Mandrell, Day, Harlow. NOES: None. Groth - Continued To allow the construction of a body shop with a 5 ft. rear yard setback in deviation to the required 10 ft. setback in the C-2 Community Business District. Located on the north side of Taylor Street, 563 ft. west of Beach Blvd. Legally described as the westerly 218.73 ft. of the S2 of the SEk of the NEk of the NEk of Section 35-5-11. The hearing was opened to the audience; there being no comment, the hearing was closed. Richard Harlow read a letter from the applicant requesting withdrawel of the ap- plication. A MOTION WAS MADE BY HARLOW AND.SECONDED BY MANDRELL TO APPROVE THE APPLICANTS REQUEST TO WITHDRAW AV NO. 65-49. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED.
