COMMISSIONERS ABSENT: Worthy, Larkin. TENTATIVE TRACT MAP NO. 5526 Number of Lots: 45 Subdivider: Eldridge Corporation Total Acreage: 8.76 Engineer: Millet, King & Assoc. Located on the northeast corner of Springdale Street and Bolsa Avenue and legally described as being a proposed subdivision of a portion of the,SWk of the SWk of Section 10-5-11. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the audience. Jack King, engineer for the subdivider, objected to condition Number 5. Bill Hartge, Deputy Director of Public Works, addressed the Commission and explained the reasons for the requirement. the hearing was closed. There being no further comment, A MOTION WAS MADE BY BAZIL AND SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO. 5526 UPON THE FOLLOWING CONDITIONS: 1. The Tentative Map received June 22, 1965, shall be the approved layout. 2. The blue border of the tract shall extend to the center line'of Bolsa Avenue and Springdale Street. 3. THE MOTION CARRIED. ZONE CASE NO. 524 Applicant Huntington Driftwood, Inc. Change of Zone from R-5-0 Professional, Motel, and Trailer Park District to C-4 Highway Commercial District. Located on the northeast corner of Ocean Avenue (Highway #1) and Huntington Street. Legally described as a portion of Section 14, Township 6 South, Range 11 West. Further legal description on file in the Planning Department Office. The Staff Report was read by the Secretary. The hearing was opened to the audience; there being no comment, the hearing was closed. The Planning Director informed the Commission that the applicant, Huntington Driftwood, Inc., intends to sub -lease the subject property to Shell Oil Company. He pointed out that the subject property is owned by the City of Huntington Beach and on June 21, 1965, the City Council approved a sub -lease, subject to certain conditions. It was the consensus to recommend approval of Zone Case No. 524 with a 50 foot setback from property line on Highway #1 and a 40 ft. setback from centerline on Huntington Street. -2- 7/20/65 Page No. 3 Minutes] H. A MOTION WAS MADE BY MILLER AND SECONDED BY BAZIL TO ADOPT RESOLUTION NO. 524 RECOMMENDING APPROVAL OF ZONE CASE NO. 524 WITH SETBACK PROVISIONS TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. This property fronts on a Primary Highway which is desirable for Commercial use. 2. Kachickas Change of Zone from R-3 Limited Multiple Family Residence District to M-1 Light Industrial District. Located on the northwest corner of Warner Avenue and Gothard Street. Legally described as the South 210.00 ft. of the East 190.00 ft. of the West half of the southeast quarter of the southwest quarter of Section 23, Township 5 South, Range 11 West, in the Rancho La Bolsa Chica, City of Huntington Beach, county of Orange, state of California, as said section is shown on a map recorded in book 51, page 13 of Miscellaneous Maps, in the office of the county recorder of said county. The Secretary read a letter submitted by the applicant requesting continuance of Zone Case No. 523 to September 8, 1965. Planning Commission Tuesday, July 20, 1965 TENTATIVE TRACT MAP NO. 6025. Number of Lots: 29 Total Acreage: 7.60 Subdivider: Essex Land Company Engineer: Bruns Associates Located at the northeast corner of Atlanta Avenue and Brookhurst Street and legally described as being a proposed subdivision of a portion of Section 8-6-10. The Planning Director informed the Commission that he received a telephone call from the H. B. Elementary School Distriict requesting that the amount of commercial property and the density of development comply with the Master Plan of Land Use. The Planning Director stated that Tentative Tract No. 6025, Use Variance No. 843, and Zone Case No. 522 pertain to the same parcel of land and the public hearing should be opened to all three items. The hearings were opened on Tentative Tract No. 6025, Use Variance No, 843, and Zone Case No. 522 by Chairman Kaufman., The Staff Report for Zone Case No. 522, Use Variance No. 843, and the Subdivision Committee Report for Tentative Tract No. 6025 were read by the Secretary. Eli Broad, representing Essex Land Company, addressed the Commission and stated that the only deviation requested pertaining to Zone Case No. 522 was parcel #4 and that all other requests conform to the Master Plan of Land Use. He further requested that the subject tract and Use Variance 843 receive the same conditional approval as Tentative Tract No. 5978 and Use Variance No. 835 which were approved by the Planning Commission on July 7, 1965. He objected to condition #7 pertaining'to Tentative Tract No. 6025 which requires that a petition to rezoning Parcel #8 be filed approximately at the time the final map is recorded. Robert Dingwall, 19791 Estuary Lane, Huntington Beach, addressed .the Commission and opposed all three items and requested that the entire project be disapproved. There being no further comment, the hearing wasc1o'sed. Commission discussion was -held at length. It was the consensus that Use Variance No. 835 which was referred to the Planning Commission by the City Council for further consideration be recommended for approval by the City Council with all of the conditions as previously recommended for approval by the Planning Commission. THE MOTION CARRIED, USE VARIANCE NO. 829 - Continued Applicant -,Ireland-Brown-Munoz To allow a retail food, merchandise sales, and rentals in the R-1 Single�Family Residence District. George Brown, applicant, addressed the Commission and gave his reasons for the request, Woodrow Honold, representing the Pacific Electric Company, addressed the Commission and stated that the Pacific Electric Railroad Company did not execute the lease which would permit the applicants to construct a commercial use on their property, Doyle Miller, City Administrator, addressed the Commission and stated that the California Department of Beaches and Parks was contacted regarding purchase of the subject property by the City for public use And it appears that they will be in position to discuss the future of Bolsa Chica State Beach with the City sometime within the next 60 days. -8- 7/20/65 Page No. 9 Minutes: H. Kiser, District Manager for Southern California Edison Compafiy, stating that exceptions should be made in the requirement to install underground utilities for Tentative Tracts No, 5792 and 5965, and suggesting that streamlined overhead type construction be required as a substitute, The Planning Director informed the Commission that the developer for Tentative Tract No, 5792 has also submitted a new layout for Commission action, The Subdivision Committee Report for Tract 5792 was read by the Secretary, Bill Hartge, Deputy Director of Public Works, addressed the Commission and stated that he has discussed installation of underground utilities with Mr. Kiser, -9- . 7/20/65 Page No. 10 Minutes: Ha B. Planning Commission Tuesday, July 20, 1965 COMMUNICATION: The Secretary read a communication submitted by Hugh E. Halderman, 1833 East 17th Street, Santa Ana,. California, suggesting that the City adopt the necessary ordinances to require underground electrical service rather than requiring them through a policy statement. r The Commission unanimously recommended that an ordinance for underground utilities be prepared and recommended on to the City Council for adoption and a copy of Mr. Halderman$s letter by submitted with the. proposed. ordinance. THE MOTION CARRIED,, COMMUNICATION: The Secretary read a letter submitted by Dr. Wilfred R. Cohen, requesting an appearance before the Commission and discussion of conditions imposed on Use Variance No. 841, Dr. Cohen, addressed the Commission and qs ked if a permanent easement would satisfy` the requirement that off-street parking be provided on the same lot. He further requested that condition #4 which requires the construction of a 6 ft. concrete block mall along the south and west property line be deleted. Commission discussion followed. Planning Commission Tuesday, July 20, 1965 A FURTHER MOTION WAS MADE BY BAZIL AND SECONDED BY LAWSON TO APPROVE THE APPLICANTIS REQUEST TO ALLOW A PERMANENT EASEMENT OVER PROPERTY TO BE USED FOR OFF- STREET PARKING. ROLL CALL VOTE: AYES: .Lawson, Bazil, Kaufman, Miller. NOES: None. ABSENT: Worthy, Larkin. ABSTAINED: Crabb. THE MOTION CARRIED. DISCUSSION• The Planning Director displayed various proposals pertaining to a land exchange with the Ocean View School District, on the southwest corner of Edwards Street and Slater Avenue. He pointed out that there are many "encyclopedia" lots and that the City and the Ocean View School District have been acquiring them for school and park purposes. He stated that' when the property exchange is completed the school will come out with a rectangular plot of approximately 15 acres and the City will have an adJacent "L" shaped parcel -of approximately 8 acres,for park use. DISCUSSION; Richard Harlow, Associate Planner, addressed the Commission and displayed several sketches showing the amount of landscaping that would be provided in commercial areas if landscaping was based on a percentage of the lot. Commission reviewed the various displays. It was the consensus that 3% of the net area should be landscaped on all commercial sites. COMMUNICATION: The Secretary read a letter submitt by Mr. C. William Carlson, Jr., requesting a Planning Commission interpretation as to whether or not a McDonald's Hamburger carry- out restaurant would be a permitted use in the C-1 Neighborhood Commercial District on property located as the southeast corner of Robidoux Drive, and Beach Blvd. The Planning Commission considered the request and it was their consensus that said use would be permitted in the C-1 District at this location because the property involved has frontage on Beach Blvd. -12- 7/20/65 Page No. 13 Minutes: H. Planning Commission Tuesday, July 20, 1965 ROBERT DINGWALL Robert Dingwall, President of Sea Haven Homeowners Association,.,addressed the Commission and stated that no development should be allowed in this city unless it conforms to the -adopted Master Plan of Land Use, He requested that the Com- mission proceed with an amendment to the Master Plan of Land Use - Study Area I, particularly at the northeast and the southeast corners of Newland Steeet and Adams Avenue from medium density to low density, A MOTION WAS MADE BY CRABB AND SECONDED BY BAZIL TO INSTRUCT THE PLANNING DEPARTMENT TO PREPARE AN AMENDMENT TO THE MASTER PLAN OF LAND USE - STUDY AREA I AND PRESENT SAID AMENDMENT FOR REVIEW AS SOON AS POSSIBLE,, ROLL CALL VOTE: AYES: Lawson, Crabb, Bazi1, Kaufman, Miller. NOES: None, ABSENT: Worthy, Larkin, THE MOTION CARRIED. DISCUSSION: Bill Hartge, Deputy Director of Public Works, addressed the Commission and discussed right-of- way widths on local streets. He commented on street widths, roll curbs and sidewalks adjacent to curbs. He stated that if the Commission so desired the Department of Public Works will prepare additional standards for streets reducing the parkways and eliminating the dirt strip between the sidewalk and curbs The Commission was in agreement that this investigation is in order and will consider new standards.
