Planning Commission Tuesday, August 3, 1965 The Subdivision Committee Report and the Staff Report were read by the Secretary„ The hearings were opened to the audience., Richard Schmid; engineer for the subdivided addressed the Commission and explained the proposal. There being no other comment$ the,hearing was closed. The Planning Director informed the Commission,that the applicant intends to subdivide the property into lots that will contain 4 units and he does not want to provide alleys. He pointed out that.,the Commission has never approved an R-3 subdivision without alleys. Chairman Kaufman suggested that alleys be required in the R-3 portion of said property. It was the consensus that the north tier of lots backing up to property zoned R-1 should be zoned R-2 to provide a buffer between the R.-I and .R-3 zones. Planning Commission August 3, 1965 Chairman Kaufman opened the public hearing on UV 843, The Subdivision Committee Report and the Staff Report on UV 843 were read by the Secretary, Bill Hartge, Deputy Director of Public Works, addressed the Commission and distributed copies of a memorandum from the Department of Public Works pertaining to a revision of standards for local streets. He stated that the subject of street widths and parking widths for local streets has been discussed many times since the variance allowing a reduction in street rights -of -way in Pacific Sands Imperial (Tract 5575) was granted. He pointed out that the "experiment" of allowing rolled driveways with 6" curbs met with some success but there appears to be room for improvement. Jim Deane, developer, addressed the Commission and explained the proposal. He further commented on the Staff Report and Subdivision Committee Report. There being no other comments the hearing was closed. Planning Commission Tuesday$ August 3, 1965 USE PERMIT NO. 65--15 Applicant Huntington Pacific Corporation To permit the construction of a planned development containing 107 apartment units and extending more than 150 ft.-from a public street -in the C-1 Neighborhood Commercial District and C-1 -0 Neighborhood Commercial District combined with oil productions, Located on the south side of Highway`#1 between 6th Street and 9th Street.: Lengthy legal description on file in -the Planning Department Office. The Planning Director informed the Commission that the Board of Zoning Adjustments referred this application to the Planning Commission for a decision because of Its broad public interest. It was noted that the property is zoned C-1 and master planned for high density residential, hotels$ motels$ and restaurants, The Planning -Director pointed out to the Commission that before this plan can be properly evaluated the mean high tide line mush -be established. A letter submitted by E, A. Hartsooky Vice-president and General,Manager.of the Huntington Beach Company, requesting a continuance to September 8, 1965, was read by the Secretary. Two letters of protest regarding the proposed construction were read by the Secretary. Also a copy of a letter which was.sent by the Assistant City Attorney to the State Lands Commission requesting their opinion as to the advisability of issuing a building permit along the beach front and their reply to his letter were read by the Secretary. COMMISSION RECONVENED Commission was reconvened at 9:22 P.M.' by the Chairman. ZONE CASE NO. 498 - RESOLUTION OF INTENT Change of Zone and Prezone from R-1 Single Family Residence District, R-2 Two Family Residence District A-1 General Agricultural District (County), A-R Agricultural Residential District (County), and R-4 Suburban Residential District (County) to City R-1 Single Family'Residence District, R-2 Two Family Residence District, and R-3 Limited Miltiple Family Residence District. Generally located west of Bolsa Chica Street, north of Los Patos Avenue, east of Saybrook Lane and south of the Orange County Flood Control Channel. The Secretary informed the Commission that Zone Case No. 498 and Zone Case No. 499 generally pertain to the same location and the public hearing should be opened to both items. The hearings were opened to the audience. The Secretary read five letters of protest and three letters endorsing the proposed zone change. Richard Harlow, Associate Planner, made a presentation pertaining to the existing zoning, existing land use, Master Plan of Land Use,and the proposed rezoning entitled Proposal "Al' under study at this time. He gave a resume of all data pertaining to the area as well as a brief history of past zoning proposals. Planning Commission Tuesday, August 3, 1965 COMMUNICATION: The Secretary read a communication submitted by the Orange County Planning"Commission regarding Use Variance No. 5588 which is to permit construction of a single family dwelling with less than the required number of covered off-street parking spaces and a carport space of less than the required depth in the C-2 General Business District. The Commission reviewed UV #5588 and it was their unanimous recommendation thatthis variance be denied because the project will result in excessive lot coverage and inadequate off-street parking, A MOTION WAS MADE BY CRABB AND SECONDED BY LARKIN TO INSTRUCT THE SECRETARY'TO 'WRITE A LETTER TO THE ORANGE COUNTY PLANNING COMMISSION RECOMMENDING DENIAL OF UV #5588. B, Planning Commission Tuesday$ August 3, 1965 COMMUNICATION; The Secretary read a communication submitted by McDaniel and Pinney requesting the Planning Commission to initiate proceedings to adopt a recreational -type zone whereby the Meadowlark Country Club can be zoned properly for recreational uses. The Commission considered the request and it was the consensus to direct the Staff to prepare a draft for a recreational zone, THE MOTION CARRIED, DISCUSSION: The Commission held a disucssion regarding residential uses being permitted in the C zones. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY CRABB TO INSTRUCT THE STAFF TO PREPARE AN AMENDMENT TO THE H.B. ORDINANCE CODE ELIMINATING ALL RESIDENTIAL USES IN ALL COMMERCIAL ZONES.
