BOARD MEMBERS ABSENT: None. MINUTES: The Minutes of August 25, 1965, were accepted as amended. DIVISION OF LAND NO. 65-17 - Continued Applicant: Huntington each Company To allow a Division of Land into 2 separate parcels, Located on the east side of Beach Boulevard, 660 ft. south of Newman Avenue. Legally described as the N16, W3/4, S16, SWy, Section 25-5-11. Further legal description on file in the Planning Department Office. Fred Kober, representing the applicant, stated that the Huntington Beach Company no longer had interest in the property but the new property owners, Powers Inc. and the Catholic Church, had been notified. He further added that the Catholic Church had contacted him and requested that the matter be continued to enable the proper persons to review the request. John Mandrell pointed out that Powers Inc. was in agreement with the Conditions for Approval. Mr. Kober requested that Division of Land No. 65-17 be continued until September 8, 1965 to enable the property owners to review the conditions setforth. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO CONTINUE DV NO. 65-17 UNTIL SEPTEMBER 8, 1965 AT THE APPLICANT'S REQUEST. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow, NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 65-17 - Continued Applicant: Phillip J. Schumaker To allow the construction of retail stores and office space in the C-4 Highway Commercial District. Located on the north side of McFadden Avenue and west of Edwards Street. Legally described as the SW/4, NW/4, Section 15-5-11. Further legal description on file in the Planning Department Office. The hearing was opened to the audience. It was noted that this request was continued from August 25, 1965, to enable the applicant to revise his plans. The revised Conditions of Approval were reviewed by the applicant. -1- 9/1/65 Page No. 2 Minutes: H.B. Board of Zoning Adjustments Wednesday, September 1, 1965 Mr. Schumaker explained the request and answered various questions asked by the Board. It was noted that the driveway on the north property line should be 20 ft. wide. Bud Higgins, Fire Chief, reviewed the revised plans and found them acceptable provided a 20 ft. driveway was maintained along the west property line. Further discussion followed. It was noted that the applicant would have to relocate one parking space to obtain the minimum driveway width along the west property line. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE.UP NO. 65-17 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Edwards Street and McFadden Avenue shall be fully improved to City Standards. Improvements shall include street trees, and street lights. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. Off-street parking facilities including landscaping, number, arrangement, access, paving and striping of all parking spaces shall meet all adopted ordinances and the latest adopted Planning Commission Standards. 6. The necessary provisions for solving the drainage problem in the area shall meet with the approval of the Department of Public Works. 7. A soil report by an approved soils engineer shall be approved by the Department of Public Works prior to issuance of a building permit. 8. A plan of grading and bank protection shall be submitted to the Department of Public Works and the Department of Building and Safety for approval. 9. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 10. The existing 6 ft. high blook.wall shall not be used as a retaining wall. 11. The driveway along the west property line shall be 20 ft. and parking stall No. 85 shall be relocated. 13. The driveway along the north side of the property shall have a sign stating "service vehicles only" at the Edwards Street entrance and the wording "one way do not enter" painted at the exit from said drive. 14. A new plot plan indicating the above changes shall be submitted to the Planning Department for approval prior to application for a'building permit. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. AREA VARIANCE NO. 65-67 Applicant: Pete Olivas To allow the construction of a directional sign 16 ft. x 8 ft. to encroach into the 15 ft. front yard setback in the R-1 Single Family Residence District. Located on the North side of Warner Avenue, 100 ft. East of Sceptre Lane. Legally described as a portion of Section 29-5-11.;__ The hearing was opened to the audience. Mr. Olivas, the applicant, explained the request. It was noted that the applicant is building the signs for Huntington Harbour Corp on their property and there are similar signs owned by them in the area. Mr. Olivas stated that the sign was in line with the other signs in the area. Mr. Olivas pointed out that all five signs were behind the ultimate right-of-way line on both Warner Avenue and Highway #1. Further discussion followed. Right-of-way maps were iced to determine the ultimate right-of-way line on Warner Avenue for the applicant. There being no further comment the hearing was closed. Board discussion followed. Located North of Warner Avenue, 10 ft. West of Weatherly Lane. Legally described as a portion of Section 30-5-11. was closed. The hearing was opened to the audience. There being no comment the hearing Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AV NO. 65-68 SUBJECT TO THE FOLLOW- ING CONDITION: 1. The sign shall be setback 5 ft. from the ultimate right-of-way,line. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. Located on the northeasterly side of Highway #11 11000 ft. northwesterly of Admiralty Drive. Legally described as a portion of Section 19-5-11. The hearing was opened to the audience. Located on the northeasterly side of Highway #1, 500 ft. north- westerly of Admiralty Drive. Legally described as a portion of Section 19-5-11. The hearing was opened to the audience. There being no comment the hearing was closed. Board discussion followed. Mr. Evans, representing the Broadway - Hale Stores, Inc., asked if the sign was to be a permanent structure. He further stated that he had been instructed by the Broadway -Hale Stores to object to the request if it were to be a permanent structure. Mr. Ferguson pointed out that a sign was permitted in this zone but that the applicant wanted to exceed the maximum sign size by 50 sq. ft. Mr. Ferguson pointed out to the appli- cant that the sign would have to be located 20 feet from the side property line unless permission was obtained from the adjoining property owner. Richard Harlow stated that he preferred to look at the property before acting on the request because he felt that other signs in the area did conform to City requirements. Mr. Bridges, representing the applicant, agreed to the continuance. hearing was closed. There being no further comment, the Board discussion followed.
