HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT: John Mandrell, Herbert Day, Richard
Harlow.
BOARD MEMBERS ABSENT: None.
MINUTES: The Minutes of September 1, 1965 were
accepted as transcribed.
DIVISION OF LAND NO. 65-17 - Continued
Applicant: Huntington Beach Company
To allow a Division of Land into 2
separate parcels. Located on the east side of Beach Boulevard,
660 feet south of Newman Avenue. Legally described as the N 1/2,
W 3/4, S 1/2, SW 1/4, Section 25-5-11. Further legal
description on file in the Planning Department Office.
The hearing was opened to the audience.
There being no comment the hearing
was closed.
John Mandrell noted that the applicant
contacted him and stated that there were no objections to the
suggested conditions for approval.
Board discussion followed.
A MOTION WAS MADE BY MANDRELL AND
SECONDED BY HARLOW TO APPROVE DV NO. 65-17 SUBJECT TO THE
FOLLOWING CONDITIONS:
1., Newman Avenue shall be dedicated to City Standards.
2. Newman Avenue and Beach Blvd. shall be fully improved
to City and/or State Standards. Improvements shall include
street trees, street lights, and street signs.
3. All streets shall conform to City of Huntington Beach
Standards. Master Plan of Arterial Street and Highways
Standards shall apply where applicable. Street sections
shall be,determined by soil "R" value and traffic index.
4. Easements for utilities or walkways may be required.
5. Drainage of the property shall be approved by the
Department of Public Works.
6. , The property shall participate in the local drainage
assessment district.
7. Preliminary and final soil reports shall be submitted by
an approved private soils engineer to the City prior to
issuance of building permits.
8. The Division of Land shall not be effective until an
agreement is signed by the owners and recorded agreeing
to -the conditions listed above.

AREA VARIANCE NO. 65-72 - Continued
Applicant: Federal Sign and Signal Corp.
To allow the construction
of a sign 8 ft. 4 in. X 24 ft. to exceed the maximum sq. footage
in the C-2 Community Business District. Located on the
South side of Edinger Avenue, 200 ft. West of Beach Boulevard.
Legally described as Lots 16, 17, 18, 29, 30, and 31 of Tract
No. 417.
The hearing was opened
to the audience.
Frank Bridges, representing
the applicant, explained the request and asked where the sign
could be located if he were to comply with the requirements
of the ordinance.
The regulations
pertaining to signs were explained to Mr. Bridges.

HARLOW AND SECONDED BY DAY TO DENY AV 65-72 FOR THE FOLLOWING
REASON:
1. The applicant failed to show sufficient justification for
the request.

DIVISION OF LAND NO. 65-18
Applicant: Irving J. Snvder
To allow a Division
of Land into 4 separate parcels in the C-2 Community Business
District. Located on the northwest corner of Adams Avenue
and Cannery Street. Legally described as: Parcel I: Lot
83, Tract 4339; except therefrom the west 422 ft.; also excepting
therefrom the south 150 ft. of the east 150 ft. Parcel II: The
north 250 ft. of the east 175 ft. of Lot 83, Tract No. 4339.
Parcel•III: The west 422 ft. of Lot 83, Tract No. 4339;
excepting therefrom the south 258 ft. of the west 200 ft.
Parcel IV: The south 258 ft. of the west 200 ft. of Lot 83,
Tract No. 4339.
The hearing was opened
to the audience.
Richard Harlow stated
that there was no record of a division of land separating
the service station parcel from the original lot. Therefore,
a 5th lot is created which would require a subdivision to be
filed.
Board discussion then
followed with Mr. Snyder, the applicant, Mr. Harold Smith and
Mr. Tom Shelton, regarding the reasons for the Division of
Land and the problems that were involved.
It was noted that that
portion of Parcel 1 fronting on Cannery Street should have a
minimum frontage of 60 feet.

Herbert Day stated that in as much
as the applicant did not own the corner they should check
with Standard Oil Company and have them apply for a Division
of Land.
John Mandrell asked if the applicant
would like to continue the case until September 15, 1965,
so that he could check with the City Attorney.
Mr. Snyder agreed to the continuance
of Division of Land No. 65-18 until September 15, 1965
A MOTION WAS MADE BY HARLOW AND
SECONDED BY MANDRELL TO CONTINUE DIVISION OF LAND NO.
65-18 UNTIL SEPTEMBER 15, 1965) AT THE APPLICANT'S
REQUEST.

NOES: None.
ABSENT: None.
THE MOTION CARRIED.
DIVISION OF LAND NO. 65-19
Applicant: Phillip J. Schumaker
To allow a Division of Land into
two separate parcels. Located on the northwest corner of
McFadden Avenue and Edwards Street. Legally described as
Lot 296 of Tract No. 3846.
The hearing was opened to the audience.
Richard Harlow read a letter from
the Robert H. Grant Company favoring the division of
land.
There being no further comment, the
hearing was closed.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY MANDRELL TO APPROVE DIVISION OF LAND NO. 65-19
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Edwards Street and McFadden Avenue shall be fully
improved to City Standards. Improvements shall include
street trees, and street iights.
2. Water supply shall be through the City of Huntington
Beach's water system.
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
4. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
5. The necessary provisions for solving the drainage problem
in the area shall meet with the approval of the Department
of Public Works.
6. A soil report by an approved soils engineer shall be approved
by the Department of Public Works prior to issuance of a
building permit.

7. A plan of grading and bank protection shall be submitted
to the Department of Public Works and the Department of
Building and Safety for approval.
8. The Division of Land shall not be effective until an
agreement is signed and recorded agreeing to the
conditions listed above.

of Van Buren Street, 339 ft. north of Newman Avenue.
Legally described as Lot 7 of Tract 439.
The hearing was
opened to the audience.
There being no
comment, the hearing was,closed.

A MOTION WAS MADE
BY MANDRELL AND SECONDED BY HARLOW TO APPROVE DV NO. 65-20
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Van Buren Street shall be fully improved to City Standards.
Improvements shall include street trees and street lights.
2. All streets shall conform to City of Huntington Beach
Standards. Street sections shall be determined by soil
"R" value and traffic index.
3. Water supply shall be through the City of Huntington Beach's
water system.
4. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
5. Drainage of the property shall be approved by the Depart-
ment of Public Works.
6. The property shall participate in the local drainage
assessment district.
7. Retaining walls shall be provided where there is a
difference in elevation of one (1) foot between adjoining
lots or lots abutting City right-of-way.
8. The Division of Land shall not be effective until
an agreement is signed and recorded agreeing to the
conditions listed above.
