BOARD MEMBERS ABSENT: None. USE PERMIT -NO. 65-21 Applicant - James Montgomery To allow -the construction --of 66 apartment units in the R-2'"Two Family'Residence District. Located 660 ft. south of Garfield Avenue between Huntington Street -and Delaware Street. Legally described -.as Blocks-3003 and 3004, East Side Villa Tract. Everett Herndon, owner of the Huntington Mobile Estates, questioned the need for more apartment units with the vacancy factor being so high. Herbert Day stated that this was not the concern of the City. Mr. Herndon -asked why the Use Permit was necessary. Richard Harlow explained that the primary reason was for review purposes. James Montgomery-, the ' applicant, explained his request to the Board and answered questions asked by the Board. It was noted that the parcel will only take 64 units and still be within the limits of the R-2 zone. Further discussion followed. pertaining to setbacks and parking --requirements. Mr. Montgomery submitted soil reports for the property. `- Mr. Herndon -expressed -concern over retaining walls for'the project.- He was told that it: could be included as' a condition' of - approval. -The applicant requested a 30 ft. common drive width.. The Board found this acceptable if the proper easements were recorded and a copy of the deeds submitted to the-Building`Department.'- - Richard Harlow read the suggested conditions of approval. The question of whether - underground utilities were necessary was discussed. It was determined that they should be required at this time. -1- 11/17/65 Page No. 2 Minutes: H. B. There being no further comment, the hearing was closed. Board discussion followed. A MOTI0i W7AS-MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE,UP No. 65-21 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Delaware Street and Huntington -Avenue shall be fully improved to City -Standards. Improvements shall include street lights and street trees. 2. All streets shall conform to' City of Huntington Beach' Standards. Master Plan of'Arterial Street and Highways Standards shall apply where applicable: Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. Drainage of the property shall be approved b`y the Department of Public Works. 6. The property shall participate,in the local drainage assessment district. 7. Retaining walls shall be provided where there is a difference in elevation of one (1) foot between adjoining lots or lots abutting City right-of-way. 8. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 9. All utilities shall.be installed underground. 10. The water, sewer, and`fire hydrant system shall -be approved by the Department of Public Works and Fire Department. 11. Off-street parking facilities including landscaping, - number, arrangement, access, paving and striping of all parking spaces shall meet all adopted ordinances and proposed Article 979. 12. There shall be no fence, structure, or landscaping constructed or maintained over 316-feet high within a 25 ft. x 25 ft. triangular area at the intersection of streets and driveways. 13. No structures, other than those shown on the approved plot plan, shall be constructed within the project. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. : THE MOTION CARRIED. Located 660 ft. south of Garfield Avenue between Huntington Street and Delaware Street - Legally described as Blooks 3003'aAd"3004;"East Side Villa Tract. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE DV NO."65-28.SUBJECT TO THE FOLLOWING CONDITIONS:. 1. Delaware Street and Huntington Avenue shall be fully improved to City Standards. Improvements shall include street lights and street trees. 2. All streets shall conform to City of -Huntington Beach Standards. THE MOTION CARRIED. DIVISION OF LAND NO. 65-27 Applicant- Howard K. Smith To allow a division of land into. 2 separate parcels. Located on the southeast corner of Heil Avenue and Springdale Street. Legally described as: Parcel I: The north 800 ft. of the W3� of the NW/4. of the SW/4 of -Section 22-5-11. Parcel II: The south 520 ft. of the W/z of the NWy4 of the SW/4 of Section 22-5-11. Richard Harlow read the suggested conditions of approval to the Board. Heil Avenue and Springdale Street shall be dedicated and fully_improved".to,-City Standards at time of development. Improvements shall include street lights, atreet trees, and street signs. 2. Vehicular access rights along all arterial highways except at street intersections, shall be restricted by,the City of Huntington Beach. 3. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street.and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 4. Water supply shall be through the City -of Huntington Beach's water system. 5. •Sewage`disposal'shall be through the City of Huntington Beach's sewage system 6. Located on the south side of Hamilton Avenue, 540 ft. west of the centerline of Brookhurst Street. Legally described as being a portion of the N�6, SEY4 of Section 18-6-10.;_'.Further legal description on file in the Planning Department Office. to the audience." suggested conditions of approval. Johnson requested that the required wall on the south property line be built only along that portion being developed at this -time. - It was the consensus of the Board that -the wall should be required to extend the full 535 ft. of the south property line. There being no furthr- comment, the hearing was closed. - A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO APPROVE UP NO. 65-20 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Hamilton,Avenue shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street lights, and street signs. 2. All streets shall conform to City of Huntington Beach Standards., Master Plan of Arterial Street and Highways Standards shall apply where applicable. Street sections -shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. Drainage of the property shall be approved by the Department of Public Works. 6. The property shall participate in the local drainage assessment district. 7. A six (6) foot high block wall shall be constructed to City Specifications-. along the south and west property lines. Said wall shall be reduced to 42 inches in the front yard setback. Said wall shall be measured from whichever side is higher at finished grade. 8. Retaining walls shall be provided where there is a difference in elevation of one (1) foot between adjoining lots or lots abutting City right-of-way. 9. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 10. All utilities shall be installed underground. 11.
