Mayors Shipley called the regular meeting of the City Council of the
City of Huntington Beach to order at 7:3 P-M-
TSae Pledge of Allegiance was given by all present in the Council
Chamber.
The invocation was given by Reverend erend Clement Shoemaker, King of Glary
Lutheran Church,

CRARTER REVISION COMMITTEE - PRESENTATIONS
Mayor Shipley presented Resolutions cations of Appreciation to the members of
the Charter Revision? Committee for their efforts in compiling the new
Proposed City Charter.
MINUTES
0n motion by Lambert, second Gisler, the minutes of the regular meeting
of November 15, 1965, and the regular adjourned meeting of November 26,
1965, were approved as prepared by the Clerk and mailed. Motion carried..
DEPARTMENTAL
On motion by Stewart, second Lambert, the reports of the Director of
Public Works, Fire Chief, Lifeguard Chief, Recreation. Director and
Building Director, were approved and ordered filed. Motion carried.
? RB2UES T - CAMP FIRE GIRLS
On motion by ,Lambert, second Stewart, Council granted permission to
the Camp Fire Girl: ®Orange County Council, to use the Lake park Club-
house on, Saturday, March 12, 1966 from 11N00 A.M. to ; 00 P.M., subject
to the date being clear on the calendar. lotion carried.
REQUEST - CAMP FIRE GIRLS
On motion by Stewart, second Lambert, Council granted :permission to the
Camp Fire Girls -Orange County Council., to use the Lake Park facilities
:for a days camp on july 15, 17, 22, 24 and 26, 1966, subject to the
park facilities being, available on those dates. Motion carried.

The Clerk presented letters from Mrs. William Cavanaugh, President of
the Rancho View School. F.n'I`.A. , and Bernard Elmdorf, , Principal of the
Rancho View School, protesting a lot being used for auto storage on
the southwest corner of Warner Avenue and "B" Street.
On motion'by Lambert, second Stewart, Council referred the complaints
on the auto storage lot at Warner Avenue and "B" Street to the Oita;.
Attorneys to take action to insure that the auto storage lot is cleared
within two weeks. Motion carried.
The Clerk presented a request from Mark Downing, for 'permission to use
a trailer as a temporary office at 1864.E Beach Boulevard, for a, period
of six months to promote sales.

On motion by Lambert, second Welch, an application for license for
the business of palmistry at 464 Ocean Avenue, City, submitted by Ted
S. Adams, was referred to the Chief of Police for study. Motion carried.
CHRIQTE' A APLs fAMLB R OF COMMERCE NOTICE.
The Clerk read a copy of a letter from the Chamber of Commerce to
the San. Pedro Chamber of Commerce, regarding the annual "Christmas
Afloat" parade to be hold in San Pedro Saturday evening, December 20,
i. 5. The matter had been referred to the Chamber of Commerce by the
Council.
On motion by Lambert, second Welch, Council received and filed the
copy of the letter sent the San Pedro Chambeh of Commerce relative to
"Christmas Afloat." motion, carried,
CITY OF FOUNTAIN VALLE'.`:'." - LEAGUE OF CALIF CITIES _ ORANCE COUNTY DIV
On motion by Lambert, second Welch, a resolution from the City of
Founta-?n. Malley relative to the League of California. Cities, Orange
County Division, was referred to the Council for sturdy. Motion
carried.
CLAIM AIM FOR DAMAGES - PR, ETZ EF F T`TTERS <7.-3INATS & R€A S S
' r 3 The Clerk presented a claim for damages against the City filed by
David R. Ca.dwell, Attorney, on behalf of Edward Pretzer, Weldon
Fetters, Jr., Clark Binns and Mary Lou Ross, for wrongful arrest.
On motion by Welch, second Gisler, Council denied the claim of Edward
Rretzer, at a.i, and referred same to the City Attorney and the City'e
insurance carrier. Motion carried.
ORAL COMMUKICATIONS
Mayor Shipley a.nnounced that this was the time for Oral Communications,
when any person having any matter to bring before the Council, could
address the Council in regard thereto.
STORM DRAIN DANGER R M- GREGORY LANE
Mr. Joseph YLo Schmi t.2, 18272. Gregory Lane, City, addressed the Council
and registered a complaint regarding a storm drain adjacent to his
property, Which is not fenced and is a danger to children playing in
the area.. The Director of Public Works informed Mr. Schmitzthat he
would study the problem.

Mr. Robert Rebus, 16842 Marilyn Drive, City, addressed the Council
on behalf A the jr. Chamfer of Commerce, and expressed, appreciation
to Council for their cooperation in the Operation Santa. Claus program.
Mr. Rees then requested permission from Council for the Jr, Chamber
of Commerce to solicit and coordinate material, equipment and funds
for park development in. the City.
On motion by Lambert, second Stewart, Council granted permission to
the Jr. Chamber of Commerce to proceed with their project on park
development in the City, in cooperation with the Director of Public
Works and architect Richard Bigler. Motion carried.

Mrs. Dorothy J. Vance, 17321 Palmdale Street, City, addressed the
Council and issued further complaint concerning the paper processing
plant on Cedar Street,
Following discussion by the Council of the cond±ti.ons ekiitin,g in the
area of the paper processing plant, a motion was made by Lambert,
second. Stewart, owderiig the :{ nolsby Company, ?422 Cedar Street, to
conform to the Huntington Beach Ordinance Cade requirements within.
24 hours, or cease operatlpn until the nuisances are abated, or their

Mrs. d Vance expressed her" thanks to the Council for their cooperation
and action in the matter.
On motion by Stewart, second Lambent, Council directed that the
Knol.sby Company be cited by the Police Department for any violation
of the Huntington Beach Ordinance Code or State Law, on Tuesday,
December 7, 1965, at 10:00 A.M. Motion carried.
MRS, UFM C.: VANAAUG - !NQUIOY - AST O STORAGE LOT
Mrs, William Cavanaugh, president of rancho Vies; School P.T.A.,
addressed the Council to inquire regarding the action taken on the
item of the .lot at the southwest corner of Warner Avenue and "B''
Street which is being used as an auto storage lot Q Mos. Cavanaugh
was informed that the City Attorney had been directed to pursue the
matter.
PUBLIC HEARING - VACATION OF PORTION OF TERRY DRIVE
Mayor Shipley announced that this was the day and hour set for a
public hearing on Resolution of Intention No. 2244 of the City
Council covering the vacation of a portion of Terry Drive, and
directed the Clerk to read the legal notice.
The Clerk read notice of public hearing on a Resolution of intention
of the City Council of the City of Huntington Beach to vacate a,
portion of Terror- Drive in said City, and giving notice of hearing
on said vacation, as published in the Huntington Beach News on
October 21, 1965, setting the hour of 8:00 P.M. on .Monday, the
6th day of December, 1965, in the Council Chamber of the Civic
Center,, Huntingten Beach, California, as the time and place for a
public hearing on said vacation
The Clerk informed the Council that they had been provided with
copies of the Resolution of Intention; presented. the Affidavit of
Posting Notice of Vacation of Street executed any the Street Super-
intendent, and stated that he had received no communications or
written protests to the proposed vacation or to Resolution No. 2244
of the City Council.
Mayor Shipley declared the hearing open.
There being no one present to speak on the matter, and there being
no protests filed, either oral or written, the hearing was closed:.,,
by the Mayor.
On motion by Stewart, second Lambert, Council directed the City
Attorney to prepare a Resolution ordering the vacation of a portion
of 'Terry Drive, Motion carried.
PUBLIC HEARING - VACATION OF WALKWAY KWAY - STANFORD :LANE
Mayor Shipley announced that this was the day and. hour set for a
public hearing on Resolution of Intentio?? No. 2245 of the City
Council covering the vacation of public passage rights to a ten feet
walkway- located at Stanford Lane and McFadden Avenue, and directed
the (Clerk to read the legal. notice.
The Clerk read notice of public hearing on a Resolution of intention
of the City Council of the City of Huntington Beach to vacate a ten
feet walkway at Stanford Lame and McFadden Avenue in said -City, and
giving notice of hearing on said vacation, as published in the
Huntington Beach News on October 21., 1965, setting:.the hour of 8:00

PUBLIC HEARING - ACNE CASE NO. 54C - APPROVED
Mayor Shipley announced that this was the days and hour set ,for a public
hearing on Resolution. No. 540 of the City Planning Commission,
recommending approval of Zone Case No. 540 on property located 560
feet south and 740 feet Wiest of the intersection of Adams Avenue and
Cannery- Street, and directed the Clerk to read the legal notice

published in the Huntington Beach Nears on October 21, 1965, in the
Council Chamber of the Civic Center, Huntington Beach, California,

The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission recommending approval of Zone Case No. 540, and
stated that he had received no communications or written protests to
the Zone Case or to the recommendations of the Planning Commission.
Mayor Shipley declared the hearing opens
There being no one present to speak on the matter, and there being no
protests filed, either oral or written,, the hearing was closed by,
the Mayor.
On motion by Stewart, second Gisler, Council directed the City Attorney
to prepare an Ordinance effecting the change of zone in Zone Case
Not 540. Motion carried,

On motion by Lambert, second Stewart, Council set a, pubic hearing

December 20, 1965, at 7: C P.M., or as soon thereafter as possible,
and directed the Clerk to publish notice of same. lotion carried.
On motion by Lambert, second Welch, Council granted a one year
extension of time to Decor Corporation for the recording of Tentative
'bract Maps No. 5559, 556i, 5562 and 5563, with conditions stipulated
by the Planning Commission. Motion carried.

On motion by Lambert, second Stewart,, Council accepted work as
completed on the Graham Street Sewer Trunk and directed the Clerk
to file a Notice of Completion, and authorized payment of the re-
tention fee in the amountof $10, 961 Y 2 C thirty five days thereafter

the Orange County Sanitation District #11 in the amount of $25.00,
for sewer service main constructed in conjunction with Assessment

pier, and recommended that the distance be increased from 65 feet
