MINUTES: On motion by Miller and seconded by Worthy,
the Minutes of the Huntington Beach Planning
Commission of November 16, 1965, were accepted
as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO. 5904 - Continued
Number of Lots: 45 Subdivider: Mills Construction Co.
Total Acreage: 10 Engineer: Voorheis Trindle-Nelsons Inc.
Located on the southeast corner of Heil
Avenue and Algonquin Street and legally described as being a proposed
subdivision of a portion of the NW'/4, NWAI SEy4, Section 20-5-11.
The Planning Director informed the
Commission that"this item and the next agenda item were continued from
the last meeting to investigate the feasibility of abandoning Prairie
Drive and including it as part of the subdivision. He stated that
the investigation was completed and it was decided that this course
should not be pursued. He further -informed the Commission that
Tentative Tract Map No. 5904 and Use Variance No. 871 pertain to the
same parcel of land and'the public hearing should be opened on both
items.
The Subdivision Committee Report and
the Staff Report were read by the Secretary.
The hearing was opened to the audience
on Tentative Tract No, 5904 and Use Variance No. 871.
Ron Wells,engineer for the developer;
addressed the Commission and stated that there were no objections
to the conditions suggested in the Subdivision Committee Report and
the Staff -Report.
There being no other comment the healing
was closed.

BY BAZIL TO APPROVE TENTATIVE TRACT MAP NO. 5904 UPON THE FOLLOWING
CONDITIONS:
1. The Tentative Map received December 6,.1965, shall be the approved
layout.

with standards delineated on a memorandum from the°!Deputy Director
of Public Works, dated August 3, 1965. 2) 10 ft. minimum front
yard setbacks for fences not over six feet in height and for garages,
with a side approach. 3) A minimum three foot side yard on one
side of a lot provided the abutting side yard of the adjoining lot

6000 sq. ft.'of lot area and the minimum lot shall not be
less than 50 ft. wide with 5000 sq. ft. of lot area.

4. The minimum side yard shall be 3 ft., provided the abutting
side yard of the adjoining lot is not less than 5 ft. and
further provided no architectural feature shall be located
closer than 30 inches to the property line.

The Secretary read a letter submitted
by Michael B. Jager, explaining that the proposed sign structure
would only consist of two identification signs located at the
entrance to the trailer park.
The Staff Report was read by the
Secretary.

audience, there being no comment the hearing was closed.

including portion of an abandoned alley adjacent to Beach Blvd.,
all of Lots 21 and 23, including portion of an abandoned alley
adjacent to Beach Blvd., and all of Lots 20, 22 and 24, including
portion of an abandoned alley, all in Block A, Tract No. 528.
The Secretary read a letter submitted
by Franchise Realty Corp., concerning the size of the proposed sign.
A letter submitted by George Shibata,
Asst. City Attorney, pertaining to legal ramifications of the
subject application was read by the Secretary. It stated that
the area below the rectangular portion of the sign should be con-
sidered support and not included within the caculated sign area.
The hearing was opened to the audience.
A representative from McDonald's Corp.,
addressed the Commission and explained the reasons for the oversized
sign.
There being no other comment, the
hearing was closed. Commission discussion followed.

SECONDED BY LARKIN TO APPROVE AREA VARIANCE NO. 878 FOR THE FOL-
LOWING REASONS:
1. There is a hardship on the subject property.

Larry Shields, applicant, addressed
the Commission and gave his reasons for the zone change and stated
that the size of the property is such that it is difficult to develope.
There being no other comment, the
hearing was closed.
The Commission decided that the
request for a commercial zone should be continued to give the applicant
time to submit an alternative development plan for the property and
conform to the Master flan of Land Use.

Richard Hollingshead, representing
the Ocean View School District, addressed the Commission and requested
that the subdivider be required to provide a walkway easement to the
west and Y2 of a street plus 10 ft. along the east side of the proposed
school site.
Graham Wilson, representing the
developer, addressed the Commission and agreed to provide the half
street plus 10,'ft. along the east side of the proposed school site.
Mr. Hollingshead stated that since
the developer agreed to provide the /2 street plus 10 ft. the school
district would not pursue the walkway.

Melvin Jay, applicant., addressed
the Commission and requested that the Commission reconsider
Condition #6 of the Staff Report requiring a second access point
onto Heil Avenue.
The following adjacent property
owners addressed the Commission and objected to the proposed
trailer park: Mr. Elliott, 5122 Heil Avenue; Mr. Mills, 5201
Heil Avenue; Warren Hall 9381 Nantucket Drive and the property
owner of 5451 Old Pirate Lane.
Dr. Adrian Hubbell, 123 Atlantic
Avenue, Long Beach, Calif., addressed the Commission and spoke
in favor of the proposed trailer park.
There being no other comment,
the hearing was closed.
Commission discussion was held
at length.
It was noted that property included
in this application is master planned for medium density residential
use and the applicant wants to add 40 mobile home spaces to an
existing park with 66 spaces, creating an overall density of
815 mobile homes per acre, which is well within the intent of
the Master Plan of Land Use. It was also noted that larger

BY MILLER TO APPROVE USE VARIANCE NO. 882 UPON THE FOLLOWING COND=
ITIONS AND FOR THE AFOREMENTIONED REASONS:
1. A zone change to R-5 shall be filed, prior to final inspection.
Said zone change shall include all property within the mobile
home park.
2. Heil Avenue shall be dedicated and fully improved to City
Standards across the existing mobile home park and across
the proposed mobile home park. Improvements shall
include street trees, street lights, and street signs.
3. Drainage fees shall be paid.
4. The water, sewer, and fire hydrant systems shall be through
the City system and they shall be approved by the Department
of Public Works and Fire Department.
5. A grading plan shall be submitted to the Department of Public
Works for approval.
6. A second access point to Heil Avenue shall be provided near

7. All utilities shall be installed underground.
8. A 6 ft. high masonry wall shall be constructed around the

to the opposite side of the mobile home space.
10. All applicable provisions of the R-5 zone and the
State law governing mobile home parks shall be complied
with.

DISCUSSION: The Planning Director informed
the Commission that the City Council has been requested to declare
a moratorium on Use Variances. He suggested discussing the
subject at the January 4, 1966, meeting.
COMMUNICATION: The Planning Director read a
letter from Henry S. Kaufman, Chairman of the Commission
outlining recommendations of the Urban Land Institute and suggesting
that the Commission direct the Planning Staff to initiate studies
on the following items:
1. Re-evaluation of the master plan of the present southeast
industrial area with the aim of attaining the highest and
best residential usescompatible with the existing industrial
uses.
2. Existing sign ordinanceswith the aim of eliminating moving,
flashing, blinking, oversize signs.;
3. Subdivision ordinance in relationship to beautification
by trees, and planting, block wall treatment, variable set -backs
etc.
4. Re-evaluation of the commercial strip zoning along Beach Blvd.
5. Lot size surveys to find areas in the City which would
lend themselves to larger than 6000 sq. ft. minimum size.
6. Service station controls as to location, number, architecture,
on a use permit basis.
`T. Re-evaluation of commercial zoning on all 4 corners of mile
intersections, in order to consolidate to one corner. In
addition an evaluation of the C zone acreage in°ratio to other
land uses and total uses.
8. Existing billboard ordinances with the aim of elimination
as soon as possible and denial of any new billboard signs.
9. Methods of increasing the use of the super block concepts
throughout the City.
10. Methods of requiring 'beautificatiQns'clean up and repainting of
established structures and areas.
11. The establishment of architectural review areas along the
beach frontage and Civic Center areas.
12. Restriction of curb cuts in commercial areas.
13. Off -shore oil production controls for beautification purposes.
14. Assessment of the industrial area bordered by Edinger, Garfield,
railroad and Freeway.
15. Community Facilities Master Plan among items to be included are %
parks, recreation facilities and centers, governmental offices,
fire stations, libraries, schools, maintenance yards, water
resources and facilities, sanitation facilities, drainage
facilities and police facilities.

for Chairman were closed. On motion by Crabb, duly seconded and
carried, the Secretary was instructed to cast a unanimous ballot
for Robert D. Bazil as Chairman for the year 1966.
