COMMISSIONERS ABSENT: None. MINUTES: On motion by Miller and seconded by Worthy, the Minutes of the Huntington Beach Planning Commission of November 16, 1965, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO. 5904 - Continued Number of Lots: 45 Subdivider: Mills Construction Co. Total Acreage: 10 Engineer: Voorheis Trindle-Nelsons Inc. Located on the southeast corner of Heil Avenue and Algonquin Street and legally described as being a proposed subdivision of a portion of the NW'/4, NWAI SEy4, Section 20-5-11. The Planning Director informed the Commission that"this item and the next agenda item were continued from the last meeting to investigate the feasibility of abandoning Prairie Drive and including it as part of the subdivision. He stated that the investigation was completed and it was decided that this course should not be pursued. He further -informed the Commission that Tentative Tract Map No. 5904 and Use Variance No. 871 pertain to the same parcel of land and'the public hearing should be opened on both items. The Subdivision Committee Report and the Staff Report were read by the Secretary. The hearing was opened to the audience on Tentative Tract No, 5904 and Use Variance No. 871. Ron Wells,engineer for the developer; addressed the Commission and stated that there were no objections to the conditions suggested in the Subdivision Committee Report and the Staff -Report. There being no other comment the healing was closed. A. MOTION WAS MADE BY CRABB AND SECONDED BY BAZIL TO APPROVE TENTATIVE TRACT MAP NO. 5904 UPON THE FOLLOWING CONDITIONS: 1. The Tentative Map received December 6,.1965, shall be the approved layout. -1- 12/21/65 Page No. 2 Minutes: H.B..Planning Commission Tuesday, December 21, 1965 2. Approval of this Tentative Map shall be null and void unless Use Variance No. 871 is approved by the City Council. 3. All public streets shall comply with City Standards. 4. A 6 ft. concrete block wall shall be constructed along the south line of Lots 1 - 9.', 5. All utilities shall be installed underground. 6: A petition for rezoning to R-1 shall be filed approximately at the time the final map is recorded. 7. Subject streets are in compliance with standards delineated on a memorandum from the°!Deputy Director of Public Works, dated August 3, 1965. 2) 10 ft. minimum front yard setbacks for fences not over six feet in height and for garages, with a side approach. 3) A minimum three foot side yard on one side of a lot provided the abutting side yard of the adjoining lot is not less than five feet. 4) A 15 foot minimum rear'yard setback on irregular shaped lots and on other lots only where a front patio is provided. (Patio being defined as a paved area enclosed with a fence). 5) Lots in each block to average 60 ft. in width with 6,000 square feet of lot area. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO RECOMMEND APPROVAL OF UV #871 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS: 1. Located on the west side of Brookhurst Street, approximately 300 ft. north of the centerline of Yorktown Avenue and legally described as the south 24 acres of the north 72 acres of the Ph, NEA of Section 6-6-10. The Secretary read a letter submitted by Michael B. Jager, explaining that the proposed sign structure would only consist of two identification signs located at the entrance to the trailer park. The Staff Report was read by the Secretary. The hearing,was opened to the audience, there being no comment the hearing was closed. A MOTION WAS MADE BY BAZIL AND SECONDED BY CRABB TO APPROVE AREA. Located on the south side of Adams Avenue, 656.40 ft. east of Cannery Street and legally described as the E'ly 20 ft. of that portion of Lot 82, Tract No. 4284. The Secretary read a Letter submitted by Carroll H. Kitts, Business Administrator, requesting withdrawal of Use Variance No. 877. Shupe, M.D. To allow the construction',lof a 350 sq. ft. outdoor advertising sign in deviation to the�C-1 Neighborhood Commercial District requirements. Located at the southeast corner of Robidoux Drive and Beach Blvd., and legally described as Lot 19, including portion of an abandoned alley adjacent to Beach Blvd., all of Lots 21 and 23, including portion of an abandoned alley adjacent to Beach Blvd., and all of Lots 20, 22 and 24, including portion of an abandoned alley, all in Block A, Tract No. 528. The Secretary read a letter submitted by Franchise Realty Corp., concerning the size of the proposed sign. A letter submitted by George Shibata, Asst. City Attorney, pertaining to legal ramifications of the subject application was read by the Secretary. It stated that the area below the rectangular portion of the sign should be con- sidered support and not included within the caculated sign area. The hearing was opened to the audience. A representative from McDonald's Corp., addressed the Commission and explained the reasons for the oversized sign. There being no other comment, the hearing was closed. Commission discussion followed. A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO APPROVE AREA VARIANCE NO. 878 FOR THE FOL- LOWING REASONS: 1. The Secretary informed the Commission that Tentative Tract No. 6117, Use Variance No. 874 and'Zone Case No. 544 pertain to the same parcel of land and the public hearing should be opened on all three -items. The Subdivision Committee Report and the Staff Report were read by the Secretary. The hearing was opened on all three items to the audience. RESOLUTION NO. 544 A Resolution of the City Planning Commission Recommending Approval of Zone Case No. 544 to the City Council. A MOTION WAS MADE BY WORTHY AND SECONDED BY CRABB TO ADOPT RESOLUTION NO. 544 RECOMMENDING APPROVAL OF ZONE CASE NO. 544 TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. The Master Plan of Land Use designates this property for low density residential use. ROLL CALL VOTE: AYES: Bazil, Kaufman, Worthy, Miller, Larkin, Crabb, Lawson.. NOES: None. ABSENT: None. Located at the northwest corner of Brookhurst Street and Yorktown Avenue and legally described as follows: Parcel I: From R-A to R-1; the W. 260 ft. of the S. 264 feet of the SEA,SE/4, NE/4 of Section 6-6-10. Parcel'II: From R-A to C-1: The E. 400 ft. of.the S. 264 ft. of the SE"/4, SEy4, NE/4 of Section 6-6-10, The Staff Report was read by the Secretary. Larry Shields, applicant, addressed the Commission and gave his reasons for the zone change and stated that the size of the property is such that it is difficult to develope. There being no other comment, the hearing was closed. The Commission decided that the request for a commercial zone should be continued to give the applicant time to submit an alternative development plan for the property and conform to the Master flan of Land Use. Located on the southeast corner of Slater Avenue and Edwards Street, and legally described as being a proposed subdivision of a portion of the NW/4, SEA of Section 27-5-11. The Secretary informed the Commission that Tentative Tract No. 5855 and Use Variance No. 876 pertain to the same parcel of land and the public hearing should'be opened on both items. The Subdivision Committee Report and the Staff Report were read by the Secretary. The hearing was opened to the audience on both items. Richard Hollingshead, representing the Ocean View School District, addressed the Commission and requested that the subdivider be required to provide a walkway easement to the west and Y2 of a street plus 10 ft. along the east side of the proposed school site. Graham Wilson, representing the developer, addressed the Commission and agreed to provide the half street plus 10,'ft. along the east side of the proposed school site. Jack King,'engineer for the subdivider, addressed the Commission and stated that there were no objections to the conditions suggested in the Subdivision, Committee Report. There being no other comment, the hearing was closed. A MOTION WAS MADE BY BAZIL AND SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO. 5811 WITH THE FOLLOWING CONDITIONS: 1. The Tentative Map received December 1., 1965, shall be the approved layout. 2. The Subdivision Committee Report and the Staff Report were read by the Secretary. The hearing was opened to the audience on both items. Melvin Jay, applicant., addressed the Commission and requested that the Commission reconsider Condition #6 of the Staff Report requiring a second access point onto Heil Avenue. The following adjacent property owners addressed the Commission and objected to the proposed trailer park: Mr. Elliott, 5122 Heil Avenue; Mr. Mills, 5201 Heil Avenue; Warren Hall 9381 Nantucket Drive and the property owner of 5451 Old Pirate Lane. Dr. Adrian Hubbell, 123 Atlantic Avenue, Long Beach, Calif., addressed the Commission and spoke in favor of the proposed trailer park. There being no other comment, the hearing was closed. Commission discussion was held at length. It was noted that property included in this application is master planned for medium density residential use and the applicant wants to add 40 mobile home spaces to an existing park with 66 spaces, creating an overall density of 815 mobile homes per acre, which is well within the intent of the Master Plan of Land Use. Heil Avenue shall be dedicated and fully improved to City Standards across the existing mobile home park and across the proposed mobile home park. Kaufman, Chairman of the Commission outlining recommendations of the Urban Land Institute and suggesting that the Commission direct the Planning Staff to initiate studies on the following items: 1. Re-evaluation of the master plan of the present southeast industrial area with the aim of attaining the highest and best residential usescompatible with the existing industrial uses. 2. Existing sign ordinanceswith the aim of eliminating moving, flashing, blinking, oversize signs.; 3. Subdivision ordinance in relationship to beautification by trees, and planting, block wall treatment, variable set -backs etc. 4. Re-evaluation of the commercial strip zoning along Beach Blvd. 5. Lot size surveys to find areas in the City which would lend themselves to larger than 6000 sq. ft. minimum size. 6. Service station controls as to location, number, architecture, on a use permit basis. `T. Re-evaluation of commercial zoning on all 4 corners of mile intersections, in order to consolidate to one corner. In addition an evaluation of the C zone acreage in°ratio to other land uses and total uses. 8.
