None. AREA VARIANCE NO. 65-94 Applicant - Doyle Development Co., Inc. To allow a 6 ft. high block wall to be constructed around the property line radius at an arterial highway intersection in the front yard setback in deviation to the required 3y2 foot maximum height limit in the R-1 Single -NEily Residence District. Located on the south west corner -of Graham and Kenilworth Streets and legally described as Lot 103 of Tract 5792- The hearing was opened to the audience. John Sullivan representing the applicant, explained the request and answered questions asked by the Board. comment, the hearing was closed. There being no further Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE AV NO. 65-94 SUBJECT TO'THE FOLLOWING CONDITION:: 1. The proposed wall shall be constructed of a decorative block which shall be similar in appearance to the perimeter wall of the tract. FOR THE FOLLOWING REASONS: 1. The request will provide protection for the local street. 2. There will be sufficient sight clearance, thus creating no traffic hazzard. 3. It is the main entry street -to a tract. 4. The request will provide a separation of the lot from an arterial highway. 5. It will provide for a better appearing entrance to the subdivision from an arterial highway which has been the desire of the City. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. - ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-1 Applicant - Alco-Pacific Const. Co., Inc. To allow the -construction of two dwelling units with 10 ft. front yard setbacks in deviation to the required 15 ft..front yard setback in the R-1 Single Family Residence District. Located on the northwest corner of Slater Avenue and Edwards Street and legally described as Lots 51 and 69 in Tract No. 5601. -1- 1/12/66 Page No. 2 Minutes: H. B. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AV NO. 66-1 FOR THE FOLLOWING CONDITION: 1. The garages shall have side entries from the street. FOR THE FOLLOWING REASONS: 1. It has been the intent of -the City and the Planning Commission to encourage variations to the front yard setbacks. 2. Similar requests of this nature have been approved by the Board. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 66-1 Applicant - George Kachickas To allow a division of land into 2 separate parcels. Located on the northwest corner of Warner Avenue and.Gothard Street in the R-3 Limited Multiple Family Residence District. Legally described as being a portion of the W�6, SE/4, SW/4 of Section 23-5-11. Further legal description on file in the Planning Department Office. Carlos Reeves, representing the applicant, explained his reasons for the request and stated that the improvements will be made as each parcel is' developed. Mr. Drager and Mr. Hood, representing Shell Oil Company, found the suggested conditions for approval acceptable. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE DV NO. 66-1 SUBJECT TO THE FOLLOWING CONDITIONS: - 1. Warner Avenue shall be dedicated to City Standards. 2. Warner Avenue.and Gothard Street shall be fully improved to City Standards at the time each parcel is developed. Improvements shall include street lights, street trees, and street signs. 3. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 4. A plan conforming to the grading ordinance shall be submitted to the Department of Public Works for approval at the time each parcel is developed. 5. The property shall participate in the local drainage assessment district. 6. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 7. The Division of Land shall not be effective until an agreement is signed and'recorded agreeing to the conditions listed above. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 66-1 Applicant - Shell Oil Company To allow the construction of --: automotive service station in the C-4 Highway Commercial District. Located on the northeast corner of Ocean Avenue and Huntington Street. Legally described as being a portion of Section 14-6-11. Further legal description on file in the Planning Department Office. The hearing was opened to the audience. Messers Robert S. Drager, District Real Estate Rep., and M. J. Hood, Long Beach District Engineer, representing Shell Oil Company, explained the reasons for the request. Mr. Drager requested a waiver of the required 6 ft. high block masonry wall along the east property line -due to the fact that the service station would be an integral part of the Huntington Driftwood Corporation's operation. Mr. Harlow stated that this wall was required by ordinance, and added that it would be the Planning Commission's responsibility to waive this requirement. Further discussion followed. Mr. Mandrell suggested that the representatives file a Use Variance with the Planning Commission to waive the requirements for the block wall. It was noted that the arch- itectural features would f'_llow the lines of the Huntington Driftwood Corp. buildings. It was further noted that the landscaping provided, was adequate to provide the required 3%. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE UP NO. 66-1 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Huntington Street and Ocean Avenue shall be fully improved to City and/or State Standards. Improvements shall include street trees, street lights, and street signs. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street and Highways Standards shall apply where applicable. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. Preliminary and final soil reports shall be submitted by, -an approved private soils engineer to the City prior to issuance of building permits. 6. A plan conforming to the grading ordinance shall be submitted to the Department of Public Works for approval. 7. A 6 ft. high block masonry wall shall be constructed along the north and east property line except within' the setback area to City Standards. 8. The service station shall be a structural steel building incorporating wood, brick, stone or similar veneers or a comhination thereof in a manner similar to residential construction. 9. No structures, other than those shown on the approved plot plan, shall be constructed within the project. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED.
