BOARD MEMBERS ABSENT: None. MINUTES: - The Minutes of January 5, 1966,.meeting were accepted as transcribed. AREA VARIANCE NO. 66-2 Applicant - Standard Oil Co. of Calif. To allow the height of a block wall to be increased to 8 ft. in deviation to the maximum height requirement of 6 ft. in the' R-2-0 Two Family Residence District combined with oil production. Located at 522 20th Street and legally described as Lots 18 and 20 of Block 519 of the Huntington Beach Tract, 17n Street Section. The hearing was opened to the audience. Mr. 'J. K.' Smith, representing the applicant, explained the request and offered to answer any questions. Mr. Smith added that the wall would provide a safety factor as well as being aesthetically beneficial. It was noted that the 6 ft. block wall was built to structurally hold the proposed 2 ft. addition. Further discussion fol- lowed. Mr. Smith stated that landscaping would be provided along the wall as the residential area developed. comment, the hearing was closed. There being no further Board discussion followed. _- A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE AV NO. 66-2 SUBJECT TO THE FOLLOWING CONDITION: 1. The wall shall conform to the Building Code Requirements. FOR THE FOLLOWING REASONS: 1. The request will provide extra safety due to the fact that it will enclose a gas processing plant. 2. Board of Zoning Adjustments Wednesday, January 19, 1966 AREA VARIANCE NO. 66-3 Applicant -'Joseph Taylor - To allow an addition to the main dwelling to encroach to within 4 ft. of the side property line in deviation to the required 5 ft. in the R-2 Two Family Residence District. Located on the east side of Main Street, 45 ft. south of the intersection of Main Street and llth Street. Legally described as Lot 20 and the S'ly 20 ft. of Lot 22, Block 910, Huntington Beach Tract, Wesley Park Section. Mr. and Mrs. D. C. Terry, abutting property owners, were present and requested more information - pertaining to the request. Mr. E. R. Mitchell, Contractor for the applicant, explained the request. the"hearing was closed. There being no further comment, Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY'MANDRELL.TO APPROVE AV NO. 66-3 UPON THE FOLLOWING CONDITION: 1. The existing driveway shall be removed'and replaced with curb, gutter, and sidewalk to Department of Public Works Standards. FOR THE FOLLOWING REASONS: 1. The existing house was built with a 4 ft. side yard and this request is only for a 3 ft. 6 in. addition to the house to be constructed in line with the house. 2. The request is only for a 6 in. deviation to the Code. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-4 Applicant - Jack Bullar To allow one wing of the main dwelling to encroach to within 8 ft. of the rear property line in deviation to the required 10 ft. rear yard setback in -,the R-2 Two Family Residence District. Located on the west side of Lake Street, approximately 100 ft. north of Adams Avenue. Legally described as the S36 of Lot 3, Block 1701, Tract No. 12. The hearing was opened to the audience, there bEing no comment, the hearing was closed. Board discussion followed. It was noted that most of the houses in the area have 10 ft. rear yard setbacks., Further discussion followed. -2- 1/19/66 Page No. 3 Minutes: H. B. Board of Zoning Adjustments Wednesday, January 19, 1966 It was the -consensus of the Board to continue Area Variance No. 66-4 until January 26, 1966, so that more,in.formation could be obtained from the applicant. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO CONTINUE AV NO. 66-4 UNTIL JANUARY 26, 1966, MEETING. ROLL, CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-5 Applicant - Deane Brothers To allow a portion of the roof overhangs (on homes) to project into the 30 in. setback for architectural features in side yards. Subject modified overhangs to occur on approximately"55 % of the lots in Tracts No. 6104, 6105, and 6028. Located on the northwest corner of Atlanta Avenue" and Newland Street. The hearing was opened to the audience. Mr. Norm Bloom, representing the applicant, explained the request and answered various questions asked by the Board. Herbert Day requested that the Building Department receive the specific lot numbers for the request. It was noted that in all cases that kits request occurred with a 3 ft. side yard, the adjoining side yard of the abutting lot was 5 ft. It was further noted that the roof overhangs would be 6 in. back from Further discussion followed. John Mandrell stated that this request was acceptable to the Fire Department. He further added that it was similar to AV 65-93 which allowed eave encroachment for garages. Mr. Bloom stated that the overhangs are aesthetically behefiaial to the tract. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY DAY TO APPROVE AV NO..66-5 UPON THE FOLLOWING CONDITIONS: 1. That portion of the eave encroaching into the required 30 in. setback for architectural features shall be for a 7 ft. return only. 2. There shall be a minimum of 4 ft. between facias. There wab,.a misunderstanding when the original Use Variance was approved by.the Planning Commission as to whether or not architectural features were.included. 2. The request will improve the aesthetic value of the tract. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE NOTION CARRIED.
