BOARD MEMBERS ABSENT: None. - MINUTES: The Minutes of January 12, 1966, and January 19, 1966, meetings were acbepted,as transcribed. AREA VARIANCE NO. 66-6 Applicant - A. H. , G. Home_ Improvement Co. To allow a straight in driveway to be 20-ft. in length in deviation to the required 22 ft. in the R-1 Single Family Residence District. Located at 8432 Danbury Circle. Legally described as Lot 19 of Tract 3908. The hearing was opened to the audience. Tim Connity, representing the applicant, explained the request to the Board. He stated that the driveway would be 21 ft. at the front side walk.. There being no further comment, the hearing was closed. Board discussion followed . A MOTION WAS MADE BY HARLOW AND SECONDED BY SPENCER TO APPROVE AV NO. 66-6 FOR THE FOLLOWING REASON: 1. The proposed driveway will be the same as the other driveways in the area which provide straight -in access to.,the garage:, ROLL CALL VOTE: AYES: Spencer, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 66-2 Aurlicant - Huntington Beach Comnan To allow the construction of a golf course, driving range and their normal appurtenances in the M2-0 Industrial District combined with oil production, R-2-0 Two Family Residence District combined with oil production, R-3-0 Limited Multiple Family Residence District combined with oil production, R-1-PD5-0 Single Family Planned Development combined with oil production. Generally bounded on the north by Garfield Avenue, on the east by Goldenwest Street and 23rd Street, on the south by Palm Avenue, and on the west by 38th Street. Legally described as being a portion of Section 3-6-11. Further legal information on file in the Planning Department Office. The_hearing was opened to the audience._ George Sheridan, representing the applicant, explained the request and.stated that the M-2-0 District was not included in this request nor was the area outside the City Limits. Richard Harlow explained the provisions of the ordinance for golf courses in the R-1 Single Family Residence District. -1- 1/26/66 Page No. 2 Minutes: H. B. Board of Zoning Adjustments Wednesday, January 26, 1966 It was noted that this request is to establish the use of the property.for a golf course but does not include the various structures normally 'built in conjunction with the golf course. Mr. Sheridan stated" -that when the area not presently.; -in the City was annexed and when the property presently zoned M2-0 was rezoned they would file a use permit to include these properties as well as having the use permit include the proposed buildings, parking,lots. and any other pertinent information needed to properly depict the golf course. There being no further comment, -- the hearing was closed. A MOTION WAS MADE BY HARLOW AND''- ` SECONDED BY SPENCER TO APPROVE UP NO. 66-2 SUBJECT TO THE FOLLOWING CONDITIONS: 1. That portion of the plan not presently within the City shall be annexed to the City prior to finaling of the golf course. 2. Approval of this Use Permit shall be for the golf course only. 3. A new application for the placement of buildings, parking, driving range and etc. conforming to Section 9101.3.4 of the Huntington Beach Ordinance Code shall be submitted for,approval prior to issuance of building permits. ROLL CALL VOTE: AYES: Spencer, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 66-2 Atplicant - Shell Oil Company To allow a division of land into 2 separate.parcels. Located on the northwest corner of Warner Avenue and Gothard Street. Legally described as the WY, SE/4, SWA of Section 23-5-11. Further legal . description on file in the Planning Department Office. A letter from the applicant requesting withdrawal of this application was read to the Secretary. A MOTION WASIMADE BY HARLOW AND SECONDED BY SPENCER TO APPROVE THE APPLICANTS REQUEST TO WITHDRAW DV N0._66-2. ROLL CALL VOTE: AYES: Spencer, Day, Harlow. NOES: None, ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND'NO. 66-3 Applicant - Golden West Industrial Parks-, Inc. - To allow a division of land into 3-separate"parcels. Located on the east side of Gothard Street approximately 435 ft. south of Edinger Avenue. Legally described as Lot 2 of Tract No. 4064. Mr. McDonald, representing the applicant, explained the request to the Board. -2- 1/26/66 Page No. 3 Minutes: H. B. Board of Zoning Adjustments Wednesday, January 26, 1966 It was noted that-60 ft.. frontage on Parcel #3 is:in deviation to the required 80'ft. frontage required in.an industrial zone. . Mr. McDonald stated that that portion of Parcel #3 was intended to be used for access purposes. It was suggested that the portion of Parcel #3 to be used for access purposes should be dedicated as a public street. Further discussion -- followed pertaining to the use of Parcel #3 for a street. It was noted that dedication of the street would have to be made prior to issuance of a building permit. Bill Hartge, Deputy Director of Public Works,stated that the street could be improved as each parcel was developed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO -APPROVE DV NO. 6673 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Gothard'Street shall be fully improved'to City Standards. Improvements shall -include street trees and street lights. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Streets and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and -traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. A plan conforming to the•grading ordinance shall be submitted to the Department of Public Works for approval. 6. Preliminary and final sail reports shall be submitted:by an approved private soils engineer to the City prior to issuance of building permits. 7. A Record of Survey shall be filed in the office of the County Recorder. 8. All utilities shall be installed underground." 9. That portion of Parcel 3 extending between Parcels 1 and 2 shall be dedicated for street purposes, to City Standards, prior to issuance of a building permit. Such street shall be fully improved to City Standards. Improvements shall include street trees, street lights, and street signs. Improvements shall begin on the south % of such street prior to final_ inspection of the building constructed on Parcel 1 and on the north /z of such street prior to final inspection of the building constructed on Parcel 2.- In.no case shall construction begin on Parcel 3 until arrangements for the extension of such street have been made with the Department of Public Works. Prior to final inspection of any building constructed on Parcel 3 such street shall be fully improved. -3- 1/26/66 Page No. 4 Minutes: H. B. AREA VARIANCE NO. 66-4 - Continued Applicant - Jack Bullar To allow one wing of the main dwelling to encroach to within 8 ft. of the rear property line.in deviation to the required 10 ft. rear yard setback in the R-2 Two Family Residence District. Located on the west side of Lake Street, approximately 100 ft. north of Adams Avenue. Legally described as the S36 of Lot 3, Block 1701, Tract No. 12. The hearing was opened to the audience. It was noted that Area Variance No. 66-4 was continued from the January 19, 1966, meeting in order to obtain further information from the applicant. Mr. and Mrs. Bullar explained their reasons for the request to the Board. It was noted that the garage door would be six feet wider than the standard garage door opening allowing a greater moving area and this would more than compensate for the reduced turning radius. There being no further comment, the hearing was closed. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE AV NO. 66-4 SUBJECT TO THE FOLLOWING CONDITION: 1. The garage shall have a 22 ft. wide opening. FOR THE FOLLOWING REASONS: 1. There are other garages in the area that have an 8 ft. setback or less. 2. The garage door will be six feet wider than a standard garage door allowing for a greater manuvering area which will more than compensate for the reduced turning radius. ROLL CALL VOTE: AYES: Spencer, Day, -Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED.
