Mayor Shipley called the regular meeting of the City Council of the
City of Huntington Teach to order at 7:30 F�M.
The Pledge of Allegiance ce was given by all present In the Council Cham-
ber.
The invocation .was given by Reverend roger Bet orth, Community Metho-
dist Church.

MINUTES
On motion by Lambert, second Welch, the minutes of the regular meeting
of January 17, 1966, the regular adjourned meeting of January 25, 1966,
and the special meeting of January 31, 1966, were 'approved as prepared
by the Clerk and mailed. Motion carried.
DEPARTMENTAL REPORTS
On motion by Welch, second Gisler, the reports of -the Director € f ubli - ,
'arks,. Lifeguard Chief, Fire Chief, Recreation Department, Building
Director, Treasurer and Collector, were approved and ordered filed.

STATING THE RESULT OF THE CANVASS OF
ELECTION RETURNS OF THE SPECIAL ANNEX-
ATION ELECTION HELD JANUARY 25, 196 ,

WHEREAS, the City Council of the City of Huntington Bench,
California, by Resolution No. 2268, duly called and provided for the
holding of a Special .Annexation Election on January 25th, 1966, In the
territory proposed to be annexed in the annexation designated "Bolsa
Ch1cn No. 5 .Annexation" to the City of Huntington Beach; and
UfEHEAS, due notice of the holding of said Special .Annexation
Election has heretofore been given at the time and in the manner provid-
ed by laws and
WHEREAS, the City Council of the City of Huntington Beach,
California, has duly assembled at its usual place of meeting to receive
the certification of the returns of said election as determined by the
City Clerk conducting said canvass for the City Council;
NOW THEREFORE, the Clay Council of the City of Huntington
Beach, California, does Hereby RESOLVE, DETERMINE and DECLARE as
follows:

Section 2. It is hereby found and declared that the area known
as the "Bolsa Chica No. 5 Annexation" was voted to be annexed to the
City of Huntington Beach by a majority of the votes cast.
Section 3. The City Clerk is hereby directed to enter on the
records of the City Council a s,tatement of the result of said election
as required by law.
Section 4. That the City Clerk shall attest and certify to the
passage and adoption of this Resolution by a majority of the votes of
the members of the City Council of the City of Huntington Beach.

American Cancer Society to conduct a neighbor -to -neighbor crusade for
funds during the month of April, 1966, subject to solicitors register-

Orange County Heart Association to conduct their annual Heart Fund
Campaign during the month of February, 1966, subject to solicitors

QUEST - BAKE SALE
On motion. by Gisler, second Lambert, Council ,granted permission to
the B°nai Birth Girls to conduct a bake sale on February 22, 1966,
in the shopping center at BT"Css_s hurst .Street and Adams Avenue. Motion
carried.
The Clerk presented a letter from the Community Methodist Church, re-
questing an investigation of alleged discrepancy between the Fire
Code, Building Cody. and State Code requirements relating to safety
of shake roofs in cases where residents were seeking to keep foster
children to their homes.
Fire Chief Higgins addressed. the Council and stated that there were
a total- of 115 homes to the City being used as foster homes and that
only a few did not meet the standards set by -the State Cade. Deputy
David E. Monlon from the State Fire Marshal's Office addressed the
Council and explained the reasons for the State Code safety require-
ments for foster homes.
Jack Cleveland, Building; Director, addressed the Council and. explained
the City Building Cade requirements as compared with those of the State.
Fire Marshal Brown addressed the Council and informed them that than
homes used for foster children must conform to the standards required
for hospital and related structures,, not residences.
Reverend Roger Batswarth, Minister of the Community Methodist Church,
addressed the Council ;and stated that his questions of concern had
been clarified regarding State Code requirements for feaster homes.
No further action was taken by the Council.

The Clerk presented a letter from the City of Westminster, requesting
support 1n urging the cities of Garden Grove, Anaheim, Buena Park and
Stanton to chance the name of Knott Street -to Goldenwest Street.
On motion by Lambert, second Welch, Council_ directed the City -Attorney
to prepare a Resolution supporting the City of Westminster in, urging
'the cities of Garden Grove, Anaheim, Buena Park and Stanton to change
the name of Knott Street to Goldenwest Street. Motion carried.
O i , STREET PARKING DISTRICT
The Clerk presented a, setter from the 'Downtown Business Association,
recommending that an' ffstreet Parking District' be farmed, € ith revenue
bends issued to finance same.
On motion by Welch, second Lambert, Council approved the appointment
of a committee consisting of two Councilmen, two Departmental repre-
sentativesi F two Downtown Business Association members, and the City
Attorney. Motion carried.
Mayor Shipley appointed Councilman Gisler, Councilman lambert and the
City Attorney to serve on the €ffstreet Parking District Committee, and
directed that one representative of the Building Department and one
Public Works Department representative be appointed to serve with two
representatives to be appointed by the Downtown Business Association.
The Cleric presented a latter of appeal. from Ma.ndic Motors, Inc., City,
to the denial by the City Planning Commission of UV #886 s to allow
temporary storage of inoperable automobiles in. a C4 Highway Commercial
District, on property located east of Beach Boulevard. 200 feet north

The Clerk presented a letter from the OrangeCounty WAtOr DiAtFict,
requesting City support of the Metropolitan Wbtvr Olotrict
dollar bond issue to be voted on in June, 1960,
On motion by Welch, second Lambert, Council directed the.01ty Attorney
to prepare a Resolution supporting the Metropolitan Water District
bond issue. Motion carried.
On motion by lambert, second Welch, a transmittal from Assemblyman
James E. Whetmore of a report relating to grade crossing maintenance
legislation, was received and ordered filed. Motion carried.
On motion by Lambert:, second Calder, a Setter from the Crest Home-
owners Association expressing appreciation to the City Council and
staff, for assistance rendered in aiding residents in their deannex-
ation from the Midway City Sanitary District. Motion carried.

The Clerk presented a request .from the Huntington Beach Junior Chamber
of Commerce for permission to hold a circus on April 13, 1966, on
property located € t Main and Garfield Streets, and requested that fees
he waived,
r. Richard Tro e11, Committee Chairman for the Jaycees, addressed the
Council and informed them that the business license fee must be paid
by the service organization by contractual agreement, and therefore
requested waiver of Teri her the Council.
Following considerable € iscussion concerning the payment of circus fees
as stipulated in the Huntington Beech Ordinance Cede, a motion was made
by Welch, second Lambert, ,granting permission to the Jaycees to hold a.
circus on ADrll. 13, 1966, and. denying waiver of fees for said circus.
Motion carried,
The Clerk presented a transmittal from the City of Fountain Valley as
Ordinance No. 109 pertaining to regulations for relocation of buildings
and structures 1n -the City of Fountain Valley, for ,information of the
Council.

The Clerk presented a letter from Jack Green, 6972 Canterbury Circle,
City, submitting categories pertinent to the selection € f the members of
the Citizens' Steering Committee for the implementation of recommenda-
tions dens of the Urban Land Institute.

the suggestions of Jack Green relating to categories pertinent in the

The Clerk presented a letter from Ra-y Kelcew is , Secretary -Treasurer of
the Home Council, making recommendation for the appointment of Mark
Porter and Charles Lane to the Urban Land Institute Steering Committee.
On motion by Lambert, second Gisler, Council received and ordered filed
the letter from the Douse Council making .r er;ommendat.ion for appointments
to the Urban Land Institute Steering Committee. Motion carried.

property dcoiages filed by Bruce Riddle, 10071. Constitution Drive, City,

ME.DOWLAS:K, AIRPORT SUPPORT„Zl_R31JR T
Mrs. Erma Wesson, 1517 Newhope, Santa. .Ana, addressed the Council and
requested Council support and endorsement of the Meadowlark Airport for
presentation, at the Tuesday February d, 1966 meeting of the Orange
County Aviation Commission. Mrs. Wesson stated that they were attempt-
ing -to have the Meadowlark Airport included in the Orange County Air-
port System.

the Orange County System and requested Council support..

Mac Bangoy, 6942 Canterbury Circle, City addressed the Council and
defended the homeowners living in the flight path in the area. He
stated that he did not believe the City had the right to take a
position concerning a private business such as the airport,
Mr. Eugene Grizzard, 15372 Baffin Lane, City, addressed the Council
and stated that he was against the enlargement of the existing airport.
Mr. Richard Troxell, 7812 Taylor, City, addressed the Council and
stated that he favored doing everything possible to keep the it
in Huntington Beach.
Wayne Terrill, 13682 Wilson, Midway City, addressed the Council and
stated that the airport had been in the County for many years before
many of the homes were built in the area,
Ken Reynolds, City Planning Director, addressed the Council and stated
that with the annexation of the airport property as an RI Zone, the
airport cannot be improved or expanded without Council or Planning
Commission action, but stated that both the Council and Planning I
Commission had determined that the need for an airport in the City did.

requested Council permission for the Nbxina Booster Club to bold a
pancake breakfast on Von's parking lot, Mr. Farmer was informed by the
Council that Council permission was not necessary, as the pancake
breakfast was being held on private property.

News, (nn 6, 1966, setting the hour of 8:00 P.M., on Monday,
the 7th day of Ftbruary, 1966, hire Council Chamber of the Civic

The Clerk informed the Council that they had been provided with copies
of the Resolution of Intention; presented the Affidavit of Posting
Notice of Vacation of Street executed by the Street Superintendent, and
stated that he had received no communications or written protests
to the proposed vacation or to Resolution No. 2290 of the City Council.
Mayor Shipley declared the hearing open.
There being no one present to speak on the matter, and there being no
protests filed, either oral or written, the hearing was closed by

to prepare a Resolution ordering the vacation of portions of Bolsa

Ordinance Cahn, and directed the Clerk to read the legal notice.
The Clerk read notice of public hearing on Code Amendment dd- ,
as published in the Huntington Beach News on January 20, 1966,
setting the hour of 7 a '0 P.M., or as soon thereafter as possible,
on Monday the th day of February, 1966, in the 'Council_ 'Chamber of
the Civic Center, Huntington Beach, California, as the time and
place for a public hearing for -the purpose of considering Code
Amendment 65-9 of the City Planning Commission, amending Article
981, of the Huntington Beach Ordinance Code as it relates to the
Board of Zoning Adjustments.
The Clerk informed the Council that they had been provided with
copies of the Planning Director's transmittal and copies of the
proposed amendment to the Cade, and stated that he had .received no
communications or writtenprotests to the Code Amendment or to
the recommendation of than Planning Commission.
Mayor Shipley declared the hearing open.
There being no one present to spea& on the matter and there being
no pretests filed, either oral or written, the hearing was was

Attorney to prepare an Ordinance amending Article 981 of the
Huntington Beach Ordinance Cade, as recommended by the Planning

Mayor Shipley announced that this was the day and hour set for a pub -

by the City Planning Co=ission of Use Variance #883p on property
located at the northeast corner € f Warner Avenue and Newland Street,
and directed the Clerk to read the legal notice.
The Clerk read notice of public hearing on an appeal to the denial by

and stated that he was against the variance as there: were now three
service stations in close proximity to their tract.

the Council and protested mother, service station in the area.
Mrs. Christine Cozleya 8521 Glasgow Circle, City addressed the Council
and protested the service station and requested that Council put a
tighter reign on the issuance of use variances,

-tested the proposed service station.
There being no one further present to speak an the matter, and there

On motion by Lambert, second Welch, Council sustained the decision at

Councilman Gisler requested and was granted permission to abstain from

viting them to join in the City's endeavor to coordinate a master plan

The City Administrator presented a suggestion that Council hold a dinner
meeting to officially discharge the Charter Revision Committee and
express the City's appreciation to them.
On motion by Lambert, second Welch, Council approved the dinner meet-
ing for official dismissal of the Charter Revision Committee, and
directed the City Administrator to make arrangements for same. Motion
carried.

ment, as agent for the City of Huntington Beach, cooperated with the City
Department of Building & Safety in housing activities, and that in order
to eliminate doubt regarding jurisdiction in the enforcement of Section
17921 and/or Section 17951 of the State Health and Safety'Code, they
recommend that a Resolution designating the County Health Department as
the agency for enforcement of said section of the State Housing law,
be enacted,
