DEPARTMENTAL REPORTS
On motion her Lambert, second Gisler, the reports of the Chief of
Police and Chamber of Commerce, were approved and ordered filed.

SOLICITATION BOY SCOUTS
On motion by Gisler, second Stewart, Council. granted permission to
the Hod, Scouts of America to sell tickets .for their annual Scout-
O-Rama, beginning Aril 15th, and continuing until May 13� 1.966,,sub-
ject to solicitors registering with the Police Department« Motion
carried.
On motion by Stewart, ascend Gisler,, Council granted permission to ,the
American Red Cross -Orange County Chapter, to solicit funds daring
the month. of March, 19 6, subject to solicitors registering with the
Police Department. Motion carried.

On motion by Stewart, second Gisler, Council granted permission to
the students of Huntington Beach High Schaal, to sell light bulbs
throughout the community to raise money for the Junior - Senior prom,
subject to the specific data being furnished -the Police Department,
and further subject to solicitors registering with the Police Department. Motion carried.

BUENA PARK ® STREET NAME - KNOTT-GOLDENWEST
On motion by Stewart, second Gisler, a communication, from the City of
Buena Park informing Council of their desire to retain the name of
Knott Street within their City, and recommending that other cities
rename Gcldenwest Street to Knott Street, was received and ordered.

On motion by Stewart, second Gisler, a communication from the City
of Westminster requesting as opinion on their recommendation that
the Local Agency Formation Commission hold their €€ eetings twice a
€ oath instead of once a month, was received and ordered filed.

The Clerk presented a latter from James R. Zimmerman, Gigs re est-
i ng permission to pay sewer assessment fees in installments of 50-0
per month until the amount of 270 is paid, in carder to obtain a
Permit for sewer connection at 2020 Florida Street.
On motion by Stewart, second Gisler, Council approved the request of
Mr. Zimmerman and directed the Director of Public Works and City
Attorney to prepare the necessary documents to effect same. Motion
carded.

The Clerk presented € otification received from the State Division
of Highways of intention to submit Resolution of Relinquishment to
the California. Highway Commission, for release of certain streets
to the City of Huntington Beach.
On motion her Stewart, second Gisler, Council referred the notification
of R linquishtment --# d8, from the State Division of Highways to the
Director of Public Works for study and report. Motion carried.
CHALLEINGE OF CANDIDATE
On motion by Stewart, second Gisler, a. .latter from George E. Arnold
challenging the qualifications of Bert Harding as a candidate for
City Council at the General. Municipal Election April 12, 1966, was
received and ordered filed. Motion carried,
AIRPORT - SUPPORT
On motion by Stewart, second by Gisler, a letter from Stewart Mae
Kenzie, 1612 Ballad Lane, City, urging Council support for backers
of the Meadowlark Airport, was received and ordered filed. Motion
carried,
On motion byStewart, second Gisler, a communication from the Rant-
l.ngton Beach Safety Council recommending that Council consider
giving high priority for relief of a traffic condition in they vi-
cinity of Heil_ Avenue and Trudy Lane, was referred to the City
Administrator for study. Motion carried.
CLAIM AGAINST CITY - ROBE101'"ST-TARP
On motion by Stewart, second Gisler5 a claim for damages filed by
Robert Sharp, 4571 Scenario Drive, City, for alleged damages incurred
on December 235 1965, was denied and referred to the City Attorney
and the; City's insurances carrier. Motion carried.

DOROTHY V ONCE - PROTEST
Mrs. Dorothy 'prance, 17132 Palmdale., City, addressed the Council and
complained of street conditions on Palmdale and Cedar Avenues. Mrs.
'ranee requested quested resurfacing of both streets by the City.
Following discussion on the matter, a motion was made by Stewart.,
second G1 sler .� that the request for improvement of Palmdale and
Cedar Avenues he handled by the Public Works Department, to be in-
cluded In their budget when possible. Motion carried.
MEADO'Wr[ARK A TRPOR '
John Mangano,, 5661 Clark Drive, City, addressed the Council and
stated that he was not opposed to Meadowlark airport being used as
a recreational facility, but was opposed to County acquisition of
same. a% Mangano requested that Council hold a public hearing
prior to any further action on the airport.
Mrs. Erma Wesson, Santa Ana, addressed the Council and presented a
booklet of endorsements and facts in defense of updating the air-
port. She informed the Council of a meeting with the Orange County
Airport Commission to be held Wednesday,. February 23, 1966, at. the
Administration Building at the Orange County Airport.
Mr. Eugene Grizzard, 1. 372 Baffin Lane, City addressed the Council
and registered objection to the Meadowlark Airport on the basis of
safety factors involved.
Mr. John Wesson, Santa Ana, addressed the Council to answer any quest-
ions concerning the airport.
Mrs Jim Hentsons .16642 Melborne, City, addressed the Council and
protested the airport.
HEIR AVE ISLAND
Mr. MaxHonnann.l., 6362 Hell Avenue, City, addressed the Council and
presented a. proposal for the improvement of the island on Heil Avenue
at Trudy Lane, In conjunction with the proposal presented by the
City Public Works Department.
Following discussions .Council deferred action on Mr. Honnannl's re-
quest to the next meeting for study by the Council,, Administrator
and Finance Director.
Mr. Lake, 6342 Hell Avenue, City, addressed the Council and stated
that he felt there was no existing precedent In such matters, and
requested City ,cooperation, as he felt the City was responsible for
the existingcondition.
Mr. Leland A. Parker,, Los Angeles, addressed the Council relative to
building In conjunction with a storm drain easement on his property
in Huntington Harbour. Mr. Parker was informed that his problem
was one which should be handled by the Board of Zoning adjustments.
PARKING
SAL WALVIS
Mr. Salvis, owner of a business at 109 Main Street, City, addressed
the Council and requested consideration of two parking spaces in
front of his place of business after 5;00 P.M. Mr. Walvis was in-
formed that a study of downtown parking problems would he made in
the near future by a committee consisting of Councilmen and Downtown
Businessmens Association representatives.

Mr. James De Guel.le, 1011% California Street, City, addressed the
Council regarding a request made in 1964 that right-of-way be cleared
of bashes, fences, etc. to enable pedestrians to use said right-of-way
rather- than the streets.
On motion by Stewart, second slider, Council authorized the Director
of Public 'Forks to proceed with steps necessary for the removal of
all obstructions within sidewalk right-of-way where sidewalk improve-
ments have not been rude on the Eastsisla of the City.
GEORGE ARNOLD
Mr. George Arnold, 612 Walnut venue, City, addressed the Council and
complained of the covering of unused parking meters In an allegedly
unsightly manner. It was explained to Mr. Arnold that only two meters
had been covered by order of the Police Department and that regular
meter covers were used,
PUBLIC HEARING - PROPOSED CODE AMENDMENT NO 66-1
Mayor Pro-Tem Robert M. Lambert announced that this was the play and
hour sot for a public bearing on Code Imend m nt 66-1 to the Huntington
Beach Ordinance Code, and directed the Clerk to road the legal notice.
The Clark read notice of public hearing on Code Amendment 66-1 as
published in the Huntington Beach Nees on February 10, 1966, setting
the hour of 7:30 P.Ml or as soon thereafter as possible, on Monday,
the 21st play of February, 1966, in the Council Chamber of the Civic
Center, Huntington Hoaob, California, as the time a.nd place for a.
public hearing for the purpose of considering Code Amendment 66®1
of the City Planning Commission, mending Article 981 - Board of
Z€`€ring Adjustments, pertaining to the expansion of the Board's
responsibility as it deals with plot plans previously approved by the
Board or the Planning Commission.
The Clark informed the Council that they had been provided with copies
of the planning Director's transmittal and copies of the proposed
amendment to the Codes and stated that he had received) no ood€mnni-
ca.tions or written protests to the Code Amendment or to the reco .-
€arond. lion of the Planning Commission.
Mayor Pro-Tem Lambert declared the hearing open.

Mr. Robert Kay, addressed the Council on 'behalf of the Rober-•t. H. Grant
Company and protested the granting of U '88., as detrimental to
abutting property owners and to the overall commuraity

Mrs. Sylvia Fox, 942 Yorktown Avenue, City, addressed the Council
and protested the use of said property for auto storage.
There being no one further- present to speak on the utter, and there
being no further protests fl..led� either oral or written, the hearing
was closed by the Mayor Pro-Tem.
Planning Director Reynolds informed the Council of the Planning Com-
mission's reasons for denying UV 86, stating that hardship had not
been established.
On motion by Stewart, second Gisler., Council overruled the decision
of the Planning Commission and granted. UV #886 for a 12 month period.

Mayor Fro-Tem Lambert announced that this was the day and hour set
for a public hearing on Zone Case 46, on property located on the
west side of Patterson 'day, 170 feet north of Ellis Avenue, and dir-
ected the Clerk to read the legal notice.

The Clerk presented a report from the Planning Commission', recommending

recommending acceptance of dedicated improvements and authorization to
release the Monument Bond and terminate the Thee Party Agreement and
Subdivision Agreement on Tract u834 - Doyle & Shields.

dedicated for public use on 'Trent ,,It�'5 4; authorized the release of the
Monument Bond and termination of the Three -Party ' Agreement and Sub-

No. 15-3-6637, Continental National Insurance Group, and approved the
Agreement in Lieu of Improvement Bond and Subdivision Agreement, and

The City Administrator presented a proposal submitted by the City
Attorney and the Director of Building and; Safety, of a. thud to
accomplish the demolition of old buildings which are a safety and
health hazard and still guarantee the owner due process. H , informed
Council that the Uniform Building Code stipulates that the owners
must have opportunity to be heard' by the Board of appeals and pre-
