BOARD MEMBERS ABSENT: ' NONE. AMA,. -,VARIANCE NO. 66-10 1pplicant - Huntington Harbour Corporation To allow the construction of walls ranging from 7 ft. to 10 ft. in height -to -encroach into the required front and side_yard set back as located on a map on file in the Planning Department. Located on Ardsley Circle 400 ft. southeast of Humboldt Drive. Legally described as Lots 230 through 235, Tract 5481. The hearing was opened to the audience. Dick Maitland, and Don Martin representing the applicant, explained the request to the Board. John Mandrell stated that he felt this request should be referred to the Planning Commission inasmuch -as it was not a routine decision but would in fact be setting City policy. The representative.of the applicant did not object to the matter being referred to the Commission. the hearing was closed. There being no further comment, Board discussion followed. A MOTION WAS MADE BY DAY AND SECONDED'.BY'HARLOW'TO REFER AREA VARIANCE NO. 66-10 TO THE PLANNING COMMISSION WITH THE COMMENT THAT FROII-FIELD OBSERVATION.,.APPROVAL OF THE REQUEST WOULD NOT APPEAR TO BE . DETRIMENTAL . TO THE - CITY . OR THE SURROUNDING PROPERTY. ROLL CALL VOTE: AYES: MANDRELL, DAY, HARLOW. NOES: NONE: ABSENT: NONE. THE MOTION CARRIED. DIVISION OF LAND NO.- 65-23 Applicant - Chrysler Corporation - Richard Harlow stated that a representative of Snyder and Lan.gstrom,•contractors for theC[hr,sler Corporation presently under construction on Beach Blvd. requested an interpretation of the Conditions of Approval for Division of Land 65-23. r_ It was -noted that the --conditions of approval failed to specify when the improvements were to occur. Board of Zoning Adjustments Wednesday, February 23, 1966 It was the consensus of the Board that the improvements should be installed at the time each parcel is developed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO MODIFY THE CONDITIONS OF APPROVAL FOR DIVISION OF LAND 65-23 AS FOLLOWS: 1. The proposed cul-de-sac shall be changed to an 80 ft. wide street and terminate at the east line of parcel #4. Said street shall be fully improved to City Stan- dards at the time parcel #2 is developed. Improvements shall include street trees, street lights, and -signs. The sidewalk on the south -of said street -need not be installed when parcel #2 is developed but shall be installed when parcel #3 is 'developed. 2. Beach Blvd. shdll_�be fully improved to -State Standards at the time each parcel adjoining it is developed. Improvements shall include -street signs, street trees, and street lights. 3. Extension of the street shall be determined when Parcel #4 is developed. 4. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 5. - Water supply shall be throughthe City of Huntington Beach's water system. 6. Sewage disposal shall be through the City of Huntington Beach's sewage system. 7. Easements for utilities or walkways may be required. 8. Drainage of the property shall be approved by the Department of Public Works at the time each parcel is developed. 9. All buildings on lots abutting a City easement shall be setback five feat from the edge of..such-easement. 10.-Retaining walls shall be provided where there is a difference in elevation of one foot between adjoining lots or lots abutting City right-of-way. 11. Preliminary and final soil.reports shall be submitted by an approved private soils engeneer to the City prior to issuance of Building permits. 12. A/chain link fence shall be constructed along the flood control channel to Flood Control District Standards at the time each bordering parcel is developed, 13. A 6 ft. high chain link fence.shall be constructed along the north side -of Parcel II at the time said parcel is developed or that -portion -of the flood control channel adjoining -Parcel I shall -be -fenced in compliance with the Flood Control District Standards., 14. The'Division of Land shall -not -be effective until an agreement is signed and recorded agreeing to the conditions lieted above. ROLL CALL VOTE: AYES: MANDRELL, HARLOW, DAY. NOES: NONE. ABSENT: NONE.
