The Secretary read four letters
opposing the subject zone change submitted by:The Huntington Beach
Chamber of Commerce re -affirming their long standing policy oppos-
ing any further "erosion" of the existing manufacturing zones
which already have been depleted by the growth of single and multi-
ple dwelling tracts; The Bolsa Chica Homeowners Association, stat-
ing that once the precedent is set in this area for rezoning to
R-1, it will substantiate arguments for converting the rest of the
M-1-A area to R-1 zoning; A letter submitted by Gene and Adele
Grizzard objecting to the proposed change of zone; A Resolution
submitted by the Industrial -Commercial Committee, Huntington Beach
Board of Realtors, stating that all the industrial areas should
be retained in their present zoning.
The Secretary also read a
letter submitted by J. R. Parker, Vice -President and Trust Officer
of Bank of America, requesting that the subject property be rezoned
to R-1 and C-1.
The hearing was opened to the
audience.
The following homeowners ad-
dressed the Commission and spoke against the proposed zone change:
Alex Vournazos, 16323 Hollywood Lane, Garden Grove, Charles Stone,
15452 La Salle Lane, Gerald Lance, 219 Geneva Street and G. F.
Mocilnikar, 15791 Hummingbird Lane, Huntington Beach.

Roger Howell, Attorney, repre-
senting the applicant called the following persons to state their
opinion as to why the subject property should be changed to residen -
tial use: Maynard Toll, representing the land owners, H. B. Ladding,
Corporate Land Manager of Douglas Aircraft, Carl Thomas, R. A. Rowan
and Co., Industrial Realtors for the property owners and Mr. Dean
Evans, Planning Consultant for the applicant.
Roger Howell, Attorney for the
applicant, addressed the Commission and restated various arguments
in favor of the zone change and reviewed the obligations a Planning
Commission has to a community.
There being no other comment, the
hearing was closed.
It was the decision of the Com-
mission to preserve the subject property for industrial use.
RESOLUTION NO. 66-9 A Resolution of the City Planning Commission
Recommending Denial of Zone Case No. 66-9
to the City Council.
A MOTION WAS MADE BY LAWSON AND
SECONDED BY KAUFMAN TO ADOPT RESOLUTION NO. 66-9 RECOMMENDING DENIAL
OF ZONE CASE NO. 66-9 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS:
1. The Master Plan of Land Use, which has been in existance for
several years, delineates the area for industrial use.
2. The burden is on the applicant to show that the Master Plan
of Land Use is arbitrary _and capricous and he has failed to
do so.
3. The applicant has failed to justify his reasons for the request.
4. Of all the industrial property in Huntington Beach, the subject
parcel is the choicest.

The Secretary informed the Com-
mission that Tentative Map No. 6181 and Zone Case No. 66-11 pertain
to the same parcel.of land and the public hearing should be opened
to both items.
The Secretary re ad a communication
submitted by the Huntington Beach Chamber of Commerce opposing the
subject zone change.
The Staff Report and the Sub-
division Committee report were read by the Secretary.
The hearing was opened to the
audience.
Mark Porter, 19842 Providence
Lane, addressed the Commission and suggested that the required
wall along Heil Avenue be of a decorative design with tree planting.
Roger Howell, attorney, represent-
ing the developer, addressed the Commission and stated that the Master
Plan of Land Use is only a guide and that the existing RA Zone allows
single family homes. John Sullivan, 1333 South Euclid Avenue, Anaheim,
addressed the Commission and stated that they preferred the present
shape of the proposed commercial parcel, because it allows for greater
exposure along Edinger Avenue.
There being no other comment the
hearing was closed.
The Planning Director pointed
out to the Commission that the Master Plan of Land Use locates the
Huntington Beach Freeway as a bisector of this parcel and that the
subject property to the east is designated for industrial use and
property to the west is designated for residential use. He further
informed the Commission that a recent freeway alignment study, by
the Department of Public Works, proposes to locate the Huntington
Beach Freeway along the west side of Goldenwest Street and this
location has been endorsed by both the City Council and the ULI.
Bill Hartge, Deputy Director of
Public Works, informed the Commission that it will be approximately
6 months before hearings on the proposed freeway will be scheduled.

PARCEL MAP NO. 66-1
Applicant - Doyle Development
Located northwesterly of Greenleaf
Lane and Glenroy Drive, Huntington Beach. The Secretary informed
the Commission that this case is the first and perhaps the last
Parcel Map that will be reviewed by the Planning Commission. He
pointed out that an amendment to the Subdivision Map Act, last
September, provided a method to divide property when it isn't
classified as a standard subdivision. The Secretary informed the
Commission and in the near future, the Board of Zoning Adjustments
will act on all Parcel Maps. He suggested that this particular

map, Parcel Map 66-1, be approved subject to the following condi-
tion:

The Secretary read two letters
of protest regarding the subject zone case.
The hearing was opened to the
audience, there being no comment it was closed.
The Planning Director informed
the Commission that the subject zone case is routine, because the
proposed use of property and zone will be compatible.

to the City Council.

The Secretary read a letter sub-
mitted by Ben Deane, applicant, requesting a continuance of 30
days on said matter.
The hearing was opened to the
audience.
Harold Albert, 8042 Sunset
Circle, Huntington Beach, addressed the Commission and asked
if the Planning Commission inspected the property and asked if
the Staff Report could be read.
The Planning Director gave
Mr. Albert a copy of the Staff Report.

AND SECONDED BY MILLER TO CONTINUE THE HEARING ON USE VARIANCE
NO. 66-7 TO APRIL 5, 19669 AT THE REQUEST OF THE APPLICANT.

COMMUNICATION: The Secretary read a letter
submitted by Mr. Leland Parker,
11755 Sunset Blvd., Los Angeles, California, requesting a waiver
of the requirement on Lot 19, Tract Map 5050, that all buildings
shall be set back 5 feet from the edge of any city easement.
The Planning Director informed
the Commission that Mr. Parker wants to build up to the easement
line.
Bill Hartge, Deputy Director of
Public Works, informed the Commission that this request appears
reasonable, as long as the applicant will sign a statement releas-
ing the city from any responsibility.

COMMUNICATION: The Secretary read a communication submitted by
Fountain Valley Planning Director verifying a
joint meeting between Fountain Valley and Huntington Beach Plan-
ning Commissions on Tuesday, March 8, 1966.
DISCUSSION: The Planning Director informed the Commission
that the City Council at their last meeting
referred Code Amendment 66-1 back to the Planning Commission
for further study and recommendation. This amendment gives the
Board of Zoning Adjustments authority to approve adjustments in
plot plans previously approved by the Board or Planning Commissions.
Mark Porter and Warren Hall discussed the matter
with the Planning Commission and recommended that a public hearing
be held on each adjustment.
The Planning Commission considered the matter and
unanimously recommended adoption of an amendment by the City Council
that would include a public hearing.
DISCUSSION: Discussion was held As to whether or not the policy
for Underground Utilities was intended to include feeder lines going
into a new subdivision or being relocated along arterial highways.
The Planning Director pointed out that the Commission's policy for
underground utilities has been interpreted to include all new develop-
ment: residential, commercial and industrial. He stated that there
is a split at the Staff level on whether or not the Commission in-
tended to include feeder lines going in or being relocated along
arterial highways.
It was the consensus of the Commission to continue
said matter for further study.
DISCUSSION: The Planning Commission discussed the benefit of
establishing that portion of Highway #1, between
the Santa Ana River and Anaheim Bay, as an "Official State Scenic
Highway". They felt that this should be done and the City should
initiate the study by contacting the State of California.

AND SECONDED BY WORTHY RECOMMENDING THAT THE CITY COUNCIL CONTACT
THE DIRECTOR OF PUBLIC WORKS AND ASK HIM TO INITIATE A SCENIC
CORRIDOR SURVEY OF PACIFIC COAST HIGHWAY.
