'On motion by Lambent second Gisler, a . resolution of the Board of
Directors of the Chamber of Commerce urging that the Nuclear Desalting
and Power Plant be located on an offshore Island site near Huntington
Beach, was received and ordered filed. Motion carried.
The Clerk presented a letter from the Chamber of Commerce relative
to the Fourth of July Parades submitting an estimate of posts nec-
essary for the presentation of same.
The City Administrator presented a report of a study of the parade
expenses for 1966 and stated that an amount not to exceed $10,000
could be budgeted for the parade In the 1966-67 Budget.
On motion by Welch, second Gisler, Council approved an amount not to
exceed $10,000 for the Fourth of :lull- Parade expenses, and directed
the City Attorney, City .Administrator and Chamber of Commerce to
negotiate a contract for sae. Motion carried.

On motion by Lamberts second. Gisler, Council granted permission to
the Junior Mermaid Guild of Children's Hospital of Orange County
(Ch€ ckett.es) s to sell candy door-to-door or beginning March 16, 1966,
subject to solicitors registering with the Police Department. Motion
carried.

area.
On motion by Welch, second Gisler, Council referred the request from

trator and Chief of Police to investigate. Motion carried.

On motion by Lambert, second Gisler, Council authorized the Director
of Public Works to reinstall no parking signs In Huntington Coot __
nental.,#2 tract; directed the Police Chief to enforce all lea king
regulations, and directed the Public Works director to make a com-
plete traffic mid paring study and report sate to Council Motion
carried.

_�e Clerk read a letter from Hay Motorcycle Rentals, together with
application for business license to operate a motorcycle rental
business at 18361 "C" beach Boulevard, City.
r. Myron Capalite addressed the Council and informed the Council
that he was the applicant and explained his location and operation.
On motion by Lambert, second by Gisler, Council referred the request
for business license from Mr. Capalite to the Chief of Police for
study and. report. Motion carried.

On motion by Lambert, second Stewart, an alleged claim far damages
incurred on January 17, 1966 in a collision involving a tl'uck
owned by the Rainbow Disposal Company and a vehicle owned and driven
by Richard Briones, was denied and referred to the City Attorney
and the City' s insurance carrier, Motion carried.

M. Beaty for damages incurred on December 23� 1965, in a collision
with a cinderblock fence in the vicinity of Adams Avenue and
Picadilly Street,was-denied and referred to the City Attorney and
the City 's insurance carrier� Motion carried�

Mayor Shipley winounced that this was the time for Oral Communicia-
tions ren any person having any matter to 'bring before the Council�
could address the Council in regard -thereto.
BERT 11,4RDING JR
Mr. Bert Harding Jr. 8132 Munster Drive, City addressed the Council
concerning the Fourth of July Parade and stated that he felt the
8101�000 allotted by the City Council was an inadequate amount
and expressed his feelings in the matter.
ROGER SLATES
Mr� Roger Slates, President of 'the Chamber of Commerce, addressed
the Council to clarify the fact that the parade estimate of the
Chamber of Commerce was $12,830. Ile stated that he would present
the City's proposal to the Chamber at the earliest date possible�
GEORGE ARNO-LD.
Mr� George Arnold addressed the Council and protested the resi-
dence requirements of Roger C. Anderson, Council candidate.
Council informed Mr. Arnold that they only had jurisdiction to
judge qualifications after -election.

and presented his appeal on the basis of hardship and financial
burden.

reasons for conditions imposed by the Planning Commission.
On motion by Lambert, second Stewart, Council continued, action on
UV 6-3 until the property owner was contacted regarding improvements

PUBLIC HEXING - ZONE CASE 6-1 - APPROVED
Mayor Shirley announced that this was the day and h€rrar= set for
public hearing on Zone Case 6 ®i, on property located on the east side
of Bushar d Street 6 ' south of Hamilton Avenue, and directed the Clerk
to read the legal notice.
The Clerk read notice of public heAti_ng on Zone Case 6-1 as published
in the Huntington Beach News on February 24,, 1966, setting the hour
of 7.30 P. a � or as soon thereafter as possible, on Monday, the 'nth
day of March, 1966, in the Council Chamber of the Civic Center, Hunt-
ington Beach, California, as the time and place for a public hearing
for the purpose of considering a petition for a change of zone from
RA Residential Agricultural District, -to Ri Single FAmily Residence
District.
The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission, recorramefiding approval of Zone Case -1, and
stated th.at he had received no communications or written protests to

Mayor Shipley declared the hearing open.

Mayor Shipley announced that this was the day and hour set for a
public hearing on Zane Case f 6-2, on property looted on the south-
west corner of Atlanta Avenue and Brookhurst Street, and directed the
Clerk to read the legal notice.
Councilman Gisler requested and was granted permi�§sicn -to abstain .from
action on Zone Case 66-2, clue to a conflict of interest, and left
his plane at the Council table.

negotiate a short terry lease for downtown parking on a trial basis.

City of Los Angeles Planning Committee informing them of ameeting*

The City Administrator informed the Council that as a result of the
California Supreme Court ruling declaring unconstitutional the 1964
initiative which prohibited pay TV in California, he was recommending
that an Ordinance be established to regulate &nd contro1'1utufe'.
activity in the City.
On motion by Lambert, second Stewart, Council directed the City Adminis-
trator and City Attorney to prepare an Ordinance controlling and re-
gulating Pay TV in the City, for Council study. Motion carried.

AMERICAN LEGION - USE OF LAKE PARK CLUBHOUSE
the City Administrator presented a request from the American Legion
for permission to use Lake Park Clubhouse for a social meeting with
fees waived, inasmuch as &Iterati6ns of Memorial Hall have closed off
one of the fire exits to the upper floor of the Legion Hall, and
therefore only 49 persons are allowed to meet there.
On motion by Stewart, second Gisler� Council granted. the request of
the American Legion for February 24, 1966, for the use of the Lake
Park Clubhouse, with fees waived. Motion carried.
MUNICIPAL FINANCE OFFICERS AS CONFERENCE

Director to attend the Annual Conference of Municipal Finance Officers
Association in San Diego, May 15-19, 1966, with reasonable expenses

HEEL ISLAND
The Director of Public Works and City Ad[ministrator presented a report
on the island improvement request by homeowners on Heil Avenue. They
reported that all similar island improvement projects had been con-
structed by the subdivider and paid for by abutting homeowners, and
recommended that the 1911 Assessment Act be used by the homeowners as
a possible solution.
On motion by Stewart, second Gisler, Council denied the request of
the Heil Avenue residents for island improvement, and directed the
Public Works Director to proceed with standard parkway improvements.
