AREA VARIANCE NO. 66-13 Applicant -zSid Crossley To allow planter decorations and lamp standards to exceed 42 inch in height within the setback area in deviation to the 42 inch height limit. Located on the northeast corner of Warner Avenue and Bolsa Chica Street and legally des-- cribed as being a portion of Lot-3, Block 5, Tract No. 86. The hearing was opened to -the audience. The applicant, Sid Crossley explained the reasons for the request. John Mandrell stated that street lights would have to be installed to City Standards. The applicant stated that the Grecian theme will beiin compliance with,the City's beautification program. " Richard Harlow stated that the light standards did not appear to cause a traffice problem. Herb Day stated that 3% of the site would have to be landscaped. The applicant had no objections to in- stalling the street lights or landscaping. A KOTION-WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE -AREA VARIANCE NO. 66-13 FOR THE FOLLOWING REASONS: 1. The request is we-11 within the intent of the Ordinance. 2. The request is necessary to carry out the architecture of the commercial center. 3. The ligh standards will not create a traffic hazard. ROLL CALL VOTE: AYES: MANDRELL, DAY, HARLOW. NOES: NONE ABSENT: NONE THE MOTION CARRIED. DIVISION OF LAND NO. 66-6 Applicant-riEldridge Corporation To. allow a division' of- land into two parcels. Located at the -Northeast corner of Bolsa Avenue and Springdale Street and legally described as being a portion of the SWY4, SWA, of Section 10-5-11. The hearing -was opened to the audience. Richmond To permit a restaurant and cocktail lounge. in the C-4 Highway Commercial Zone. Located on the west side of Beach Blvd., 330 ft. north of Taylor Avenue and legally described as the South 36, North 16, Southeast A Northeast A, Northeast /4 of Section 35-5-11. audience. explained the re4uest. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE USE PERMIT N0: 66-6 WITH THE FOLLOWING CONDITIONS OF APPROVAL: 1. Beach Blvd. shall be fully improved to State Standards. Improvements shall include street trees, street signs, and street lights. 2. Water supply shall be through the City of Huntington Beach's water system. 3. Sewage disposal shall be through the City of Huntington _Beach's sewage system. 4. The property shall participate in the local drainage assessment district.. 5. Preliminary and final soil reports 'shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 6. All utilities shall be installed underground. 7. The water, -sewer; and fire hydrant system shall be appro- ved by the Department of Public Works and Fire Department. 8. Off-street Parking facilities including landscaping, arrangement, access, paving and striping shall conform'_ to Article 979. 9. No structures, other than -those shown on the approved plot plan, shall be constructed within the project. Richmond To allow a 32 inch high block wall to be constructed in place of the required 42 inch high block wall as set forth in Article 979, to be located between Beach Blvd. and the parking area of the proppsed development. Located on the west side of Beach Blvd., 330 ft. north of Taylor Avenue and -legally described as the S�6, N36, SEA, N E/4, NE/4 of Section 35-5-11. The hearing was opened to the audience. Frank J. Richmond, applicant stated that the land was excessively flat and a 32" high block wall will accomplish the desired effect. the hearing was closed. Therec=_being no further comment, Board discussion followed. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 66-12 FOR THE FOLLOWING REASONS: 1. A 42" high block wall creates a safety problem. 2. A 32" high block wall will accomplish the desired effect.. 3. An ordinance is ixanthe process of being prepared to reduce-- the height of the wall to 32'. WITH THE FOLLOWING CONDITION: 1. The wall shall be set back five feet from the edge -of the driveway for traffic safety reasons. ROLL CALL VOTE: AYES: MANDRELL, NOES: NONE ABSENT: NONE THE MOTION CARRIED. DAY, HARLOW. AREA VARIANCE NO. 66-14 Applicant - Decon Corporation - To allow the construction and display of a temporary on -site 10' x 30' subdivision directional sign to be located within the -front yard setback in the C-2 Community Business District approximately 500 ft. Northwest of Anderson Street on the north side of Coase Highway and legally described as Lot 1, Tract 5555• The hearing was opened to the audience, there being -no one present to speak for or against the request, the hearing was closed.'t Board discussion followed. It was noted that this is an existing on -site subdivision sign that is up for renewal because it was approved .tproved by the Planning Commission for only one year. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AREA VARIANCE 66-14 WITH THE FOLLOWING CONDITIONS: 1. Approval of Area Variance 66-14 shall expire March 9, 1967. 2. The sign shall be for the sale of the condominiums of Ten- tative Tract 5555 only. FOR THE FOLLOWING REASON: - O u 379 Page No. 4 Minutes: -H. B. Board of Zoning Adjustments March 9, 1966 1. The sign could not be seen if it were to set back 50 feet from property line. ROLL CALL VOTE: AYES: MANDRELL, DAY, HARLOW NOES: NONE ABSENT: NONE THE MOTION CARRIED.
