Mayor Shipley called the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 7: 0 P.M.

_-The City Administrator presented a communication from the State Depart-
ment of Finance transmitting an agreement for a population estimate
ate
for the City, together with a Resolution requesting the Department € f
Finance to conduct the population estimate.

had heretofore been submitted to the Council and read by them, was
passed and adopted by the following roll call vote:
AYES: Councilmen: Welch, Gisler, Stewart, Lambert, Shipley
NOES: Councilmen: Hens

`he Clerk presented a recommendation from the City Librarian for
appointment of Mr. George Williams to serve on the Library Board to
fill the term of Mr. Richard Bacon which will expire March 31, 1966.
On motion by Lambert,, second Stewart, Council authorized the appoint-
ment of Mr. George Williams to the Library Board by the Mayor, for the
term from April. 1, 1966 to June 30,s 19 70 s and directed the Clerk to
prepare a Certificate of Service for Mr. Bacon. Mbtion carried.
FOURTH OF JULY PARADE
The City Administrator read a letter from the Chamber of Commerce
requesting the City to participate In the July 4t.,h 1966 parade financingl
in the amount of $12,850.00, rather than the $10,000.00 previously
authorized by Council. The City Administrator real a portion of the
Contractual Agreement between the City and the Chamber ber of Commerce
pertaining to services,
Following considerable discussion on the matter, a motion was made her
Lambert, second Gisler, reaffirming Council action of March 7, 1966, to
underwrite parade expenses asp :to the amount of $109000,00. Motion
carried.
On motion by Welch, second Gisler, Council agreed to invite the
Nuntington Beach Junior Chamber of Commerce to conduct Fourth of
July Parades in the futures in the event the Chamber of Commerce does
not urea with the $10,000.00 allowance offered by the City. Motion
carried

The City Administrator read a letter from Mr & Mrs. Richard Olshausen,
Ronlio B. Jamess MrsCharles Chase and Mrs. Richard Wesenberg,
protesting the use of tax payers money to hold the Fourth of July
Parade.
On motion by g

On motion by Lambert, second Welch, Council authorized the appoint-
me?_�t "by the Mayor of the following persons to the Land In-
stitute Steering Committee, with two additional members to be chose -,
by the Committee and submitted to the Council for ratification:
George M. McCracken, Monte Nitzkowski, W, C. Cleveland, Frank Schive
and Robert Zinngrabe. Motion carried.
Mayor Shipley reopened the hearing on the proposed Oil Ordinance
for the City of Huntington Beach which was originally opened at the
meeting of January 25, 1966 and continued to March 14, 1966,
Mr. James Young, Attorney for the Huntington Beach Independent Oil
Operators addressed the Council and recommended acceptance of the
Oil Ordinance as now modified with the addition of two minor changes
affecting night operations with proper soundproofing, and expressed
his appreciation to the City Council for their cooperation.
Mar. A. C, Ridel of Standard Oil Company, La Habra, addressed the
Council and suggested possible changes in two sections, and presented
a proposal to Council for said changes.
Ch.'ar]'_es Gathers City, addressed the Council and discussed the
matter of soundproofing and fencing,
Fire Chief Bud Higgins requested a definition of idle well. Assistant
City Attorney Shibata presented a possible solution to enable the
enforcement of removal of equipment on non -producing weft lslyurface
cleanuf. Oil Operators present expressed agreement with Mr. Shibata's
proposal.

Following general discussion on the Oil Code, there being no one
further present to speak on the matter and no further protests filed,
either oral or written, the hearing was closed by the Mayor.
