Mayor Shipley called the regular westing of the City Council of the
City of Huntington Beach to carder at 7.30 P.M.
The Pledge of Allegiance was given by all present In than Council
Chamber.

On motion by Lambert, second Stewart, the minutes o1 the regular
meeting of March 7 th, the regular adjourned meeting of March 14th, and
corrected Page 15 o1 the minutes of February 7th, .1.966, were approved
s prepared by the Clerk and mailed. Motion carried.
DEPARTME TAL REPORTS

PUBLIC HEARING - ASSESSMENT DISTRICT 6402
Mayor Shipley announced that this was the day and hour set for a public
wring on Resolution of Intention No. 2305 in Assessment District
6402, and the Engineer',,, Investigation. Report In connection there -with,
and directed the Clerk to read the legal. notice.
The Clerk rend notice of public hearing as set forth in Resolution of
Intention 2305, mailed on February 17, 1966 to all owners of property
within the proposed district as shown an than latest County Assessment
Roll, pursuant to the provision of law ender the Improvement Act of
1.91.1 , Division 7 of the Streets and Highways Cade of the Stain of
California, setting the hour of 7:30 P.M., or as soon thereafter as
possible, on Monday the 21st day of March, 1966, in the Council Chamber
of the Civic Center, Huntington Beach, California, as the time and
place for a public hearing, at which ch time and place, protests and objec-
tions € ill be heard on the Engineer's Report, Division A, Streets and
Highways Code, Assessment District No. 6402.
The Clerk presented the "Affidavit of Mailing Notices to all Property
Owners included within said District." lie stated that he had received
na. erous written protests to 'the Assessment District as proposed, and
called for additional written protests from the audience.
Mayor Shipley declared the hearing open.
The Director of Public Works informed the Council that his office ice had
recorded 4.09 percent In protests against the proposed district, as of
4,30 P.M. this date, and stated. that 'protests were sufficient for
Council to declare the Assessment District proceedings null and void,
ere being no oral or additional written protests filed the hearing
was closed by the Mayor.
On motion by 1,ambert , second Stewart, Council declared the proceedings
null and void in Assessment District No. 6402. Motion carried.

in their petition to the Secretary of Interior for correction of oil

On motion by Welch, second Gisler, a letter from the Huntington Beach
Union Ifigh School District concurring with Council on Cite beautifi-
cation and submitting recommendations thereon, was received and riled
with appreciation. Motion carried.
The Clerk presented a communication from the Meadowlark Flyers Commit-
tee requesting the closing of Roosevelt Road on May 15, 1966, as a
safety factor in conjunction with their aspen hence.
On motion by Lambert, second Welch, Council referred the .request for
the closing of Roosevelt. Road to the Director o.f. .Public Works, Admin-
Atrator, Police Chief and Fire Chief for study and report. Motion
carried,
On motion by Lambert, second Gisler, Council granted permission to
the American Field Service to sell tickets during the month of March
for a reception March 31, 1960 Motion carried,

proclaim the week of May 2nd thru May 8th, 196 as "Clean hp
Beautification Week," as requested by the Wor ens Division of the
Chamber of Commerce. Motion carried

The Clerk presented a communication from the Ministerial Association
for use of the Reach Amphitheater .for Easter Sunrise Services, with
amplifying system, microphone, podium, piano and chairs
On motion by Stewart, second Welch, t;ouncil granted the request of
the Ministerial Association for use of amplifying system, microphone,
podium, piano and chairs for the Ester Sunrise Service, and directed
this various City departments to cooperate. Motion carried

Director to approve, at a later date, the use of the Lake Park k Clubhouse

The Clerk presented an appeal to the Planning Commission decision of
denial of an RI use on RA zoned property In Tentative Tract 6181, filed
by Rutan & Tucker on behalf of William Miles and Doyle Development
Company, together with receipt for, payment of than 7500 filing fee.
On motion by Lambert, second Gisler, Council ordered a public hearing
for Monday, April 4, 1966, at 7 e 30 P. a , € r as soon thereafter as
possible, on the appeal of William Miles and Doyle Development Company
in Tentative Tract 6181, and directed the Clerk to publish notice of
same, Motion carried.
On motion by Lambert, second Stewart, a communication from the City of
Newport Beach requesting support of a request of the City- of Avalon for
financial assistance to construct a harbor of refuge, was received and
ordered filed. Motion carried.

Orange County Association for Mental. Health to conduct a door to door

The Clerk presented a communication from the Huntington East Homeowners
Association, requesting that something be done regarding junk cars and
trucks parked) at curbs and in driveways within their tract.
On motion by Welch, second) Lambert, Council referred the request of the
Huntington Eat Homeowners Association to the City Attorney and Chief
of Police for study. Motion carried.
Mt. Jack Fabi an a 9432 Blaine Circle, City,addressed the Council as
President of the Huntington East Homeowners Association and requested
help in enforcing restriction on junk autos. Mk. Fabian was informed)
that the Planning Department was preparing a new ordinance relative to
same, and that, it would be ready in approximately six weeks"

The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the Plan-
ning Commission recommending denial. of Zone Case 66-6, read letters
from the petitioner and the Attorney .fair° said petitioner, and stated
that he had received no further communications or written protests to
the Zone Case or to the recommendations of the Planning Commission.
Mayor Shipley declared the hearing open,

Planning Commission, recommending R2 zoning in Zone Case 66-7, and
stating that he had received no communications or written protests to
the Zone Case or to the recommendations of the Planning Commission.
Mayor Shipley declared the hearing open.
There being no one present to speak on the matter, and there being
no protests .filed, either oral or written, the hearing was closed by
the Mayor.

the Clerk to read the legal notice.

Mrs Elmer Goetch of Huntington Auto Service, addressed the Council
and stated that he could not afford to spend 1500 to hide $5 0 worth
of junk cars,, and requested Council consideration for the deletion
of the conditions imposed by the Planning Commission.
Following considerable discussion on the matter, a motion was ado by
Welch, second Gisler, approving UV 6 ---4, with conditions 1, 5,and
6 as imposed by the Planning Commission, and deleting conditions 2,
3, and 4. Motion carried.

Following discussion on the, matter, a motion was made by Stewart,
second Shipley, to require Mandtc Motors to obtain MI zoned property
for their auto storage ya.rd, and to rescind the Council action of
February 21., 19664 The motion failed when heat to a vote,
On motion by Welch, second Lambert, Council rescinded their action of
February 21., 1966 in granting uv---�--6s and re -ranted UV-8,86 with the
condition that such variance would remain 1r effect ninety days only,
after the effective date of an ordinance now being prepared, which
would permit the storage of 1.noperahle vehicles in additional zones
in the City, and subject to the posting o1 a One Thousand Dollar bond
to corer removal. of said inoperable vehicles. Motion carried.

RICHFIELD OIL & GAS CONTRACT

The City Administrator presented a renewal contract with Richfield Oil.
& Gas for one year from April 1.4, 1966 at the same rate as Last year.

On motion by Stewart, second Gisler, Council authorized Chi of Seltzer
to send two officers to the Police Marksmanship Instructors Institute
at California State College in Leas Angeles, April 18-25, 1966, with
reimbursement for enrollment, ammunition, transportation and reason-
able expenses allowed. Motion carried,
PERSONNEL -,PUBLIC WORKS DEPT.
On motion by Welch, second Gisler, Council authorized the employment
of Bernard D. Beebe as Maintenance Man in the Parks Department and
William Go McKeown as Maintenance Man in the Public Works Department,
both in Range 32, Step A, effective April 1, 1966.Motion carried
BLOOD CONTROL BOND ISSUE
On motion by Stewart., second Lambert, Council authorized any Council-
man, the Public Works Director and Administrator to attend a meeting
on the flood control bond issue in the County Board of Supervisor's

DRI T OOD BEACH CLUB
The City Administrator presented a communication from Mr. Robert A.
Armstrong, a prospective purchaser of the driftwood Beach Club Trailer
Parks requesting information as to Nether or not the City would
consider an additional tan year leas: option on the property, beyond
the present ten years and option for tern additional years
On motion by Lambert, second Gisler, Council denied the request of
Mr. Robert A. Armstrong relative to an extended option on the Drift-
wood Beach Club lease. Motion carried.
POLICEXEN EMPLOYME14T AUTHORIZED
bn motion by Lambert, second Gisler, Council authorized the employment
from the Certified List, of Francis Nagle ,and Edward Williams as Policemen
in Range 39 Step A, effective March 28, 1966E to replace two :officers
recently drafted into Military Service, Motion carried,

The City Administrator react a list of priorities proposed for the
Urban Land Institute Steering Committee and naming Department Meads
as ex-cfficic raembers thereof.
On motion by Lambert, second Steuart, Council authorized the City
,administrator to prepare the final form of priorities of the U.LL 1.

METER OFFICER EMPLOYMENT UTH

On motion. by Stewart, second Gisler, Council authorized the employment
of 09 R, Jordan as part -tide Meter Enforcement Officer at $1.92 per
hour, to work weekends from March 19, 1966 thru June 10, 1966, at which
time he will assume full .time duty thru the summer season. Motion carried.

CITY OF WESTMINST R a IN -AGE AGREEMENT
On motion by Stewart, second Lambert, Council approved an agreement
between the City and the City of Westminster covering the Golden eat
drainage project, and authorized the Mayor and City Clerk to execute
the .Agreement upon receipt of 5,000 on the original trailer park project
at McFadden and Beach Boulevard, and a check in the amount of $5,336.30
as the first payment on the new account covering the Golden West College
site. Motion carried.
BPY MOTORCYCLE RENTALS
On motion by Lambert, second Gisler, C°cuncll approved the business
license application of Bay Motorcycle Rentals, on recommendation of the
Chief of Police. Motion carried.
FIRE ENGINEER PROMOTIONAL ,LIST APPROVED
On motion by Stewart, second Lambert, Council approved the Fire Engineer
promotional list as submitted by the Personnel Officer, Motion carried.
On motion by Stewart, second Gisler, Council approved the Payroll Registers
for March 10, 7_966, on recommendation c the Finance Committee. Motion

Mayor Shipley called an informal meeting of the City Council as a

study session.
