HomeMy WebLinkAbout1966-03-30MINUTES HUNTINGTON BEACH BOARD -OF ZONING ADJUSTMENTS Conference Room, City Hall Huntington Beach, California Wednesday, March 30, 1966 BOARD MEMBERS PRESENT: John Mandrell, Herbert Day, Richard Harlow BOARD MEMBERS ABSENT:- None. - AREA VARIANCE NO. 66-18 Applicant - Tom Courtemarche To allow one wing -of the- main -dwelling, 20 feet in width, to encroach to within 17 feet -of -the rear property line in deviation to the required 20 foot rear yard - setback. Located at 15431.Columbia•Laneiand legally described as Lot 268 of Tract 3846. ;The hearing was - opened to the - audience, there being no comment, the hearing was closed. Board discussion followed. Dick Harlow stated that the -request is in line with the proposed code amendment-which-will--'all-ow the rear yard to' be reduced ' to 10 feet when suff.i.cient: amount. of open. area is provided. - - A MOTION WAS MADE•BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AREA'VARIANCE NO..,-66-18-F0R_THE FOLLOWING REASONS: 1. -The request conforms to the proposed ordinance,- . 2. Company -To allow construction of 81 and 121 high mason xy'• wd-11s' along the boundary --of 'drilling- islands, many of whic,�-are adjacent to present and --proposed streets and proposed residential lots., Said walls are to be constructed at location -- as depicted-pn a,map in the Planning Department Office. Located on approximately:,700 acres of Huntington Beach Company, proper- ties south. of Garf•ield-.',-Avenue -in the -.vicinity of 23rd. Street. The -hearing was opened to the audience. Stan Dorst, George Sheridan, and Frank Higgins,, representing the applicant showed plot plans depicting thelocation of the -walls and stated reasons) or the request. John Mandrell questioned the proposed treatment of the -walls at street intersections. Frank Higgins made note that the recessed areas adjacent to the sidewalk would be landscaped and the corner cutoff at street intersections would be paved -or landscaped. Page No. 2 387 Minutes: H.B. Board of Zoning Adjustments March 30, 1966 It was noted that walls should be set back to the ultimate right of way as indicated -on the Master Plan of Arterial Streets and Highways and approved by the Depart- ment of Public Works, There being no further comment., the'hearing - was closed. _ A MOTION WAS MADE BY HARLOW AND SECONDED .BY DAY TO APPROVE AREA VARIANCE NO. 66-19 WITH THE FOLLOWING CONDITIONS: 1. The structural design of the wall shall -be approved by the Department of Public Works. 2. Where the wall is setback from the -right of way the open - area shall be landscaped except the area at street inter- sections between the corner cut off and the sidewalk may be concrete, or:the wall may follow the property line radius. 30Where an alley or driveway is located along the side of a wall, the height of the wall shall be reduced to 42" or a 10' corner cut off shall be provided. 4. All walls shall be setback to the ultimate right of way line as depicted on the Master Plan of Arterial Streets - and -Highways. FOR THE FOLLOWING REASONS: 1.- Con6�truction of the walls is within•the'public interest _iitas much as they provide an. additional; safety factor. for the drilling islands. 2. Screening of production islands from the public view will add to the aesthetic value of the area. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 66-9 Applicant - _Galaxy :Construction (lo To allow a division of land into four separate parcels located on the north side of Edison Street approximately 1301 east of Newland Street.and legally des- cribed as being a portion of the NW4 of the.SE4:of Section 13-6-11. The -hearing was- opened` to the audience. George Markel 'arid `William' Leser, representing the applicant explained the request and stated that improve- ment of street was discussed at City Council level approximately one year ago. It was noted that any condition of approval should be placed on each parcel. There being no further comment the hearing was closed. Board -discussion followed. 388 Page No. 3 Minutes: H.B. Board of Zoning -Adjustments March 30, 1966 A MOTLON:-VAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE DIVISION OF LAND NO. 66-9 WITH THE FOLLOW- ING CONDITIONS: 1. Paved access shall be maintained across each parcel to Building Department Standards at the time each parcel is developed. 2. A parcel map shall be processed and recorded. '3. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of a building permit. 4. A plan conforming to the grading ordinance shall be submitted to the Department of Public Works for approval prior to issuance of a building permit. 5. The flood control channel shall be fenced to Flood Control District Standards and City Standards at the time each parcel is developed. 6. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. ROLLCALL VOTE: AYES: Mandrell, Day, Harlow. NOES: None. ABSENT: None.
