Mayor Shipley called the regular meeting of the City , Council of the
City of Huntington' each to order at 7.30 R.M.
The Pledge of Allegiance was given; by all ' present in the Council
Chamber.
The invocation was given by Reveren Roger Betsworth, Minister gal` the
Community Methodist Church.

On motion by Lambert, second Gisler, Council directed the City Clerk

On motion by Lambert, second' Stewart, Council granted'' permission to

10 the solicitors registering with the Police Department. Motion

Ordinance be adopted' to promote aesthetics for the City.
The City Administrator presented a vapor it on a five year plan for
developing six beautification project totaling ,13 ,5H0, He in-
formed: Council that $44,326.00 of that amount might be available by
Federal. Grant and '>> requested adoption of a Resolution directing Him
to proceed with obtaining said grant.

fr" The Clark presented a communication from Robert M. and Agnes A
Marshall, sub -lessees of the City for the Huntington Beach Country
Club, requesting permission to assign their lease agreement to the
Huntington Beach Company.
On motion by Lambent, second Stewart, Council granted permission to
Robert M. and Agnes A. Marshall to assign their lease agreement
dated March 1., 1959 between the City and the Marshalls, to the
Huntington peach Company. Motion carried.
The Clerk presented an appeal to the denial by the Planning Commission
of Use Variance 66-11, to allow 85 units in deviation to the Ordinance
Code requirement of 64 units, and to allow carports instead of garages,
on property located cast of Huntington Street, approximately 660'
south of Garfield .venue,
On motion by Lambert, second Gisler, Council ordered a public hearing
for Monday, May 2, 1966, at 7:3o R.M., or as soon thereafter as
possible, on the appeal relating to UV 6 ®11, and directed the Clerk
to publish notice of sameMotion. carried..

The Clerk presented a, request from Goy Sattimio for permission to
address the Council concerning the operation of the Wests nisterAm-
bulance Service,.
Arthur D. Guy Jr« , Newport Beach, Attorney representing Mr. SatttmiO'
addressed the Council and requested that the matter be continued for
two weeks,
Discussion was held by Council concerning Mr. Settimio' s reasons for
requesting permission to address the Councils and made It clear to
Mr. Guy that Council had no intention of granting an exclusive Ce tif-
late of Public Neel and Necessity for any one ambulance company to
cover the Clty�
n motion by Lambert, second Stewart, Council denied Mrd Gu.y'a re --
quest for a two week continuance of Mr. Sattlmio's request to present

They Clerk presented the application for Certificate of Public Need
& Necessity from Myron Re McCabe, dba McCabe Ambulance Service,
Incorporated, which had been deferred from the meeting of April 4,

Mr. Mike McCabe of McCabe Ambulance Service addressed the Council and
stated that he was prepared to meet City standards and r€quir°eme.1-1ta
and would aiaeept any competition offered.
Mr. Arthur Guy again a,dd.raease d the Council and stated that, in. his
opinion., an ambulance service was a, public utility, and pleaded for
exa1_uaive=, rights.
The City Administrator read a, letter -from the Chief? of Police agitating
that Mr. McCabe had complied ;,�Lith and had submitted all necessary
i.ntorma t.i{an and requirements set forth by the City pertaining to
Ambulance Service within the City.
Following discussion by Council concerning th.ae McCabe balance. Ser-
vice capability € f -taking care of the needs of the City as they arise,
a motion was made by Stewart, second Gisler, to approve the application
for Certificate of Public Need and. Necessity to McCabe Amha.lan.c.e; Baer-
-vice, and directed. the Cletk to issue a business license" therefor,

The Clerk presented a communication from fir. Kenneth Ea Hayes re-
questing permission to address the Council € oncerning the possible
continuation of the annual Bathing Beauty Parade in conjunction with
the Forth of July Celebration,
MrKenneth Hayes addressed. the Council and appealed to Council for
continuance of the beauty pageant, stating that he had directed same
for Mr. Gal l i. epnnee for mangy years.

Mr, Dale Aseltine, City, addressed r'essed the and requested per-
mission to have his flower trailer on the property located at. Talbert
Avenue and Beach Boulevard, stating that he was willing to comply
with the 01 setback required., although his trailer was closer to
the highway at the present time.
Following discussion on the Ordinance Code prohibitirng selling 'from

CLAIM AGAINST CITY - OIL CO TAX PROTESTS
The: Clerk presented claims against the City for refund of real property
taxes alleged to have been erroneously and/or illegally assessed to

MEADOWLARK -AIRPORT

Mrs. Erma lesson, Santa. Ana, addressed the: Council on behalf of the
Meadowlark Flyers Association and requested a. Resolution of suppoot
from the Council_ in the retention of the Meadowlark Airport.
Mr. William hrUM7 Division of Aeronautics, Sacramento, addressed the.
Council and reported on a meeting held in Supervisor Bakers office,
and stated that in his opinion, the airport is important to the County.

Mrs, Wesson again addressed the Council and requested further help
from the. City by taking over the remaining years of the lease and
leasing it back to the Flyers Association.
Mr. Drum again addressed the; Council and stated that there was a need
for aaaistance: in this matter, as the Urpert was a community asset
Mr. John. Turners the Airport leaseholder, addressed the; Council and
stated that there were only 4 years left on the 40 acre lease, and
that the lease was not renewable.
Mr. Ralph A. Grey, 5591 Heil Avonue, City, ad.d.ressed. the Council and
stated that he was a resident living near the airport, and registered
his complaint of the nuisance to residents in the area.
Mr. Edward Custon, 6972 Ciildr+ed Circle, City, addressed the Council
and stated that he represented ten residents living near the: airport
who were in favor of keeping the airport, and requested City aid.

study made by the League € f California Cities presenting a more
suitable code amendment, concerning park and recreation fees, and
