The.Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Gisler, Stewart, Lambert, Shipley Councilmen Absent: Welch ,STATEMENT OF THE CITY CLERK - CER.TIFICATION .OF CANVASS OF ELECTION The Clerk read the'Statement of the City Clerk certifying the canvass of ballots of -the General Municipal Election of April 12, 1966. On motion by Lambert, second Gisler, Council received the Statement of the City Clerk for canvass of the General Municipal Election held April 12, 1966.. Motion carried. There being no errors in the canvass of the General Municipal.Election of Aril 12, 1966, the Clerk read Resolution No. 2354 - " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTIN.GTON BEACH, CALIFORNIA, STATING THE RESULT OF THE CANVASS OF ELECTION RETURNS OF THE GENERAL MUNICIPAL ELECTION HELD APRIL 12, 19662 AS CERTIFIED TO THEM BY THE CITY CLERK." On .motion by Lambert,.second Gisler, Resolution No. 2354 was passed and adopted and ordered spread in full in the minutes by the following roll call vote: AYES: Councilmen: Gisler, Stewart, Lambert, Shipley NOES:: Councilmen: None ABSENT: Councilmen: Welch RESOLUTION NO. 2354 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA STATING THE -RESULTS OF THE CANVASS OF ELECTION RETURNS OF THE GENERAL MUNICIPAL ELECTION HELD APRIL 12th, 1966, AS CERT- IFIED BY THE CITY CLERK. That the whole of Huntington Beach at said general ballots, is 8,713. number of ballots cast in the City election, including all absentee Section 4. The Council finds and declares that the following named persons were elected to the respective offices indicated opposite their names, to wit: Alvin M, Coen Councilman Henry S. Kaufman Councilman N, John Green Councilman T. W. Bartlett Councilman K. Dale Bush City Attorney Section 5. The City Clerk is hereby directed to enter on the records of the City Council a statement of the result of said election as required by law. Section 6. The City Clerk shall immediately make and deliver to each of such persons elected a certification of election signed by him and duly authenticated. He shall also impose the constitutional oath of office and have each of said persons subscribe thereto, whereupon they shall be inducted into the respective offices to which they have been elected. Section 7. That the City Clerk shall attest and certify to the passage and adoption of the Resolution by a majority of the votes of the members of the City Council of the City of Huntington Beach. PASSED AND ADOPTED by the City Council of the City of Hunt- ington Beach, California, by a vote of more than a majority of all its members, at a regular adjourned meeting of said City Council held on the 19th day of April, 1966. JONES, the duly elected, qualified and acting City Clerk of the City of Huntington Beach, and ex-officio Clerk of the City Council of said City, do hereby certify that the whole number of members of the City Council of the City of Huntington Beach is five; that the foregoing resolution was passed and adopted by the affirmative vote of more than a majority of all the members of said City Council at a regular adjourned meeting thereof held on the 19th day of April, 1966, by the following vote: AYES: Councilmen: Gisler, Stewart, Lambert, Shipley NOES: Councilmen: None ABSENT: Councilmen: Welch /s/ Paul C. Coen Councilman Henry S. Kaufman Councilman N. John Green Councilman T. W. Bartlett Councilman K. Dale Bush City Attorney The City Clerk then issued the Certificate of Election to each of the elected officers in accordance with the provisions of the Election Code of the State of California. Jones, following recess to allow the seating of the newly elected Councilmen and City Attorney. CITY ATTORNEY kP City Attorney Bush instructed the Council concerning procedure for election of Mayor and Mayor Pro-Tempore to serve the City. I. k�ELECTION OF MAYOR - JAKE R. STEWART On motion by Bartlett, second Gisler, the name of Jake R. Stewart was placed in nomination for the office of Mayor and was approved by a unanimous vote of the Council. Motion carried. On motion by Green, second Coen, the name of Donald D. Shipley was placed in nomination for the office of Mayor and when put to vote the motion failed. On motion by Kaufman, second Gisler, Council directed the City Clerk to cast a unanimous vote of the Council electing Jake R. Stewart Mayor of the City Council of the City of Huntington Beach. Motion carried. Page #7 - Minutes, April 19, 1966 The Clerk then turned the gavel over to Mayor Stewart and congrat- ulated him on his appointment. Mayor Stewart accepted the gavel and assumed charge of the meeting. APPOINTMENT OF VICE -MAYOR - DONALD D. SHIPLEY �-L- Mayor Stewart called for nominations for Mayor Pro-Tempore of the City Council. On motion by Shipley, second Bartlett, Council determined that the same procedure would be followed in the appointment of Mayor Pro- Tempore. Motion carried. On motion by Gisler, second Stewart, the name of T. W. Bartlett was placed in nomination for the office of Mayor Pro-Tempore, and was approved by a unanimous vote of the Council. Motion carried. On motion by Kaufman, second Green, the name of Donald D. Shipley was placed in nomination for Mayor Pro-Tempore and was approved by unanimous vote of the Council. Motion carried. A motion was made by Coen to place the name of Henry S. Kaufman in nomination for Mayor Pro-Tempore, but said nomination was declined by Councilman Kaufman. On motion by Green, second Gisler, nominations for the office of Mayor Pro-Tempore were closed. Motion carried. On motion by Kaufman, second Coen, vote for the office of Mayor Pro-Tempore was cast by secret ballot. Motion carried. Mayor Stewart appointed the City Administrator and the Director of Public Works to canvass the secret ballots cast by the Council. The results were unanimous for Councilman Shipley. On motion by Stewart, second Gisler, Council directed the City Clerk to cast a unanimous vote for Councilman Shipley for Mayor Pro-Tempore. Motion carried. DISCUSSION - INFORMAL MEETING TIME Mayor -Stewart called for discussion relative to the meeting time for the Council as an informal committee -of -the -whole. Councilman Gisler stated that he was in favor of a change. A motion was made by Coen, second Gisler, changing the time for the informal meeting of the Council from 7:00 A.M. on the 1st and 3rd Mondays, to 4:30 P.M. on the 1st and 3rd Mondays of each month. Motion carried,, 114 Page # 8 - Minutes, April 19, 1966 INFORMAL MEETING CALLED Mayor Stewart called an informal meeting of the Council as a committee -of -the -whole for Monday, May 2, 1966, at 4:30 P.M. in the Council Chamber.
