COMMISSIONERS.ABSENT: Worthy. DR. HENRY S. KAUFMAN: The Acting Secretary read a letter of resignation submitted by Dr. Henry S. Kaufman, acknowledging his appreciation for having the opportunity to serve on the Planning Commission for the past 15 years. The letter was received and ordered filed. MINUTES: On motion by Crabb and seconded by Lawson, the Minutes of the Huntington Beach Planning Commission of March 15, 1966, were accepted as transcribed and mailed by the Secretary. The Acting Secretary read a communication submitted by Standard Oil Company clarifying their proposed use of property.. The hearing was opened to the audience. The following property owners addressed the Commission and objected to the proposed zone change because of the possibility of excessive noise and vibration: Mr. and Mrs. Jack Weide, 708 Knoxville St., Mrs. Audria Haglar, 905 12th Street, J. Planningg Commission Tuesday, April 19, 1966 Mr. Morgan, representing Standard Oil Company, addressed the Commission and stated that the sound readings from the steaming unit ranged between 74 to 76 decibeles without any form of soundproofing. He further stated that this is approximately the same as the sound reading on Beach Boulevard. He also displayed sketches depicting the way the drilling site would be fenced and the location of the equipment when the site is completely developed. The Assistant City Attorney stated that he investigated the situation and found that low frequency vibration was the main problem and that the intensity of noise varies with the type of machinery used. He suggested that the Planning Commis- sion withhold action until the City Council adopts the new oil code ordinance which will include restrictions for noise, odor and vibra- tion. There being no further comment, the hearing was closed. It was the consensus to continue the deci- sion on Zone Case No. 66-15 to May 3, 1966 to allow time for the adoption of the new oil ordinance. Located at the southwest corner of Bushard and Brookhurst Streets. The Acting Secretary read a letter sub- mitted by Richard Schmid, requesting a two week continuance. NOES: None. ABSENT: Worthy. THE MOTION CARRIED. TENTATIVE TRACT MAP NO. 5924 Number of Lots: 98 Subdivider: Slater Development Total Acreage: 20 Engineer: Voorheis-Trindle-Nelson, Inc. Located on the south side of Slater Avenue, 660 feet west of Goldenwest Street. The Acting Secretary informed the Commis- sion that Tentative Tract No. 5924, Use Variance No. 66-14 and Zone Case No. 66-18 pertain to the same parcel of land and the public hearing should be opened on all three items. The hearing was opened to the audience on all three items. John Horner, representing the developer, addressed the Commission and questioned condition #5 requiring that a 6 ft. high masonry wall be constructed along the east - line of the tract. He stated that the adjacent property is zoned R-3 and that the requirement should be imposed on that property when it is developed. Mr. Horner asked that the condition be deleted. Bill Hartge, Deputy Director of Public Works, informed the Commission that if the property to the east is developer) as R-3 the streets extending into that property could terminate at the tract boundary. There being no other comment the hearing was closed. A MOTION WAS MADE BY CRABB AND SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP 5924 UPON THE FOLLOWING CONDITIONS: 1. Approval of this Tentative Map shall be null and void unless Use Variance No. 66-14 is approved by the City Council. 3. All public streets shall comply with City Standards. 4. The flood control channel shall be fenced to Flood Control District Standards. 5. A 6 ft. high masonry wall shall be constructed along the east line of the tract. 6. All utilities shall be installed underground. 7. The tract shall be approved for construction of single family homes only. 8. (2) 10 foot minimum front yard setbacks. (3) 10 foot minimum rear yard setbacks. (4) Lots within each block to average 60 feet in width with an average 6,000 square feet of lot area per block. A MOTION WAS MADE BY LAWSON AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF USE VARIANCE NO. 66-14 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS AND TO DENY ALL OTHER REQUESTS. 1. All streets shall comply with standat�s proposed by the Department of Public Works and approved by boN the Planning Commission (August 3, 1965) and City Council (September 7, 1966). 2. The minimum front yard shall be 10 ft. except the minimum front yard for garages entered directly from the street shall be 22 ft. This condition of approval is not general in nature and a precise plan shall be submitted to the Planning Department for approval prior to issuance of any building permit. Said plan shall delineate the house loca- tion on each lot. 3. A full-grown tree, as approved by the Park Supervisor, shall be planted in the front yard of each lot and in exterior side yard of each corner lot. 4. The minimum lot frontage shall be not less than 50 ft. wide with 5000 sq. ft. of lot area. RESOLUTION NO.-66-18 A Resolution of the City Planning Commission Recommending Approval of Zone Case No. 66-18 to the City Council. A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO ADOPT RESOLUTION NO. 66-18 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-18 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The request will change the zoning of the property to its proposed use. 2. The request was initiated as a condition of approval of the Tentative Map. ROLL CALL VOTE: AYES: Crabb, Lawson, Bazil, Larkin, Miller. NOES: None. ABSENT: -- Vorthy. THE -RESOLUTION WAS ADOPTED. ZONE CASE NO. 16-19 Applicant - Huntington Beach Company Change of Zone from R-2-0 to R-5-0 on 2.53 acres; and revert from R-3-0 (Prezone) and R-4-0 (Prezone) to the original County A-1 Zone on .623 acres. The Acting Secretary informed the Commis- sion that this request will correct an unintended omission and a minor drafting error. The request will correct an unintended omission from a previous zone case and will correct a minor drafting error. 2. The request is in conformance with the Master Plan of Land Use. RESOLUTION NO. 66-21 A Resolution of the City Planning Commis- sion Recommending Approval of Zone Case No. 66-21 to the City Council. A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO ADOPT RESOLUTION NO. 66-21 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-21 TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. A MOTION WAS MADE BY CRABB AND SECONDED BY LA RKIN TO ADOPT RESOLUTION NO. 66-20 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-20 TO THE CITY COUNCIL,FOR THE FOLLOWING REASONS: 1. The request will change the zoning of the property to its proposed use. 2. The request was initiated as a condition of approval of the Tentative map. ROLL CALL VOTE: AYES: Crabb, Lawson, Bazil, NOES: None. ABSENT: Worthy. THE RESOLUTION WAS ADOPTED. DISCUSSION: PARCEL MAPS Larkin, Miller. The Acting Secretary pointed out that there are certain sections of the Huntington Beach Ordinance Code in which the term "parcel maps" is used in place of the term "division of land". He stated that the proper term is "division of land" and suggested that the changes he made in the Huntington - Beach Ordinance Code. A MOTION WAS MADE BY LAWSON AND SECONDED BY LARKIN TO INSTRUCT THE STAFF TO CHANGE THE APPROPRIATE SECTIONS OF THE HUNTINGTON BEACH ORDINANCE COD& WHICH REFER TO PARCEL MAPS SO THEY WILL READ "DIVISION OF LAND" ROLL CALL VOTE: AYES: Crabb, Lawson, NOES: None. INFORMATION: The Acting Secretary informed the Commission that the City Council at their April 18, 1966, meeting instructed the City Attorney to prepare an ordinance requiring installation of all utilities underground. COMMISSION AMENDMENT TO THE STANDARD PLANS AND SPECIFI- IAL Bill Hartge, Deputy Director of Public Works, informed the Commission that the Department of Public Works -8- 4/19/66 Page No. 9 Minutes' H.B. Planning Commission Tuesday, April 19, 1966 is in the process of preparing their standard plans and specifica- tions in book form which will include driveway widths and curb cuts in commercial and industrial areas. He stated that the Department would prefer not to transmit the amendment of the standard plan and specifications, proposed by the Planning Commission,as a separate amendment to the City Council. He stated that the standard plans and specifications will be presented for adoption in July, 1966, which will include the Commission's suggested amendment. It was the consensus of the Commission to withhold transmitting the proposed amendment to the City Council until the plans are ready to be transmitted in book form. DISCUSSION: Lt Bert Eckstrom, Huntington Beach Police Department, addressed the Commission and asked the Commission to consider an amendment to the zoning ordinance, which would require a use permit for on -sale liquor in commercial zones. This amend- ment would regulate the number of bars in the City. He stated that within a two block area in the old section of town, there are 12 bars. He further stated that parking is inadequate and policing is a problem. A MOTION WAS MADE BY CRABB AND SECONDED BY LARKIN TO INSTRUCT THE PLANNING DEPARTMENT AND THE CITY ATTORNEY TO PREPARE AN ORDINANCE TO REQUIRE A USE PERMIT FOR ON -SALE LIQUOR IN ALL COMMERCIAL ZONES.
