BOARD MEMBERS PRESENT: John Mandrell, Herbert Day, Richard Harlow. BOARD MEMBERS ABSENT: None. USE PERMIT NO. 66-12 Applicant - Gulf Oil Corp. To allow the construction of a service station in' -the C-4 Zone. Located at the NW corner of Algonquin Street and Davenport Drive and legally described as being a portion of SE/4 of the SEA of the SWA of Section 20-5-11. Further legal description on file in the Planning Department office. The hearing was opened to the audience. Dick Harlow asked Fred Westover, the applicants representative questions regarding the architecture of the station. Fred Westover stated that Huntington Harbour has jurisdiction over all architecture and that their control is quite rigid. It was noted that a 42" high block wall is required along the back of the planter located at the southwest corner'of-the site in conformance with Article 979 of the Huntington Beach Ordinance Code. The applicant agreed to comply with the suggested conditions of approval and stated that the architecture would be an improvement on his compan- ies standard ranch -type station. There being no further comment, the hearing was closed. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 66-12 WITH THE FOLLOWING CONDITIONS OF APPROVAL: 1. Algonquin Street and Davenport Drive shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington'Beahh's water supply. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 6. A plan conforming,to the grading ordinance shall be submitted to the Department of Public Works for approval prior to issuance of a building permit. 7.' All utilities shall be installed underground. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Off-street parking facilities including landscaping, arrange- ment, access, paving and striping shall conform to Article 979• 10. THE MOTION CARRIED.' , A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO PERMIT THE APPLICANT TO REDUCE THE HEIGHT OF THE 42"THIGH BLOCK WALL TO 3211 AND TO HAVE THE WALL SET BACK FIVE FEET FROM THE EDGE OF THE DRIVEWAY. USE PERMIT NO. 66-13 Applicant - Charlotte Prusso To allow the teaching of piano and organ as a home occupation. Located at 10042 Constitution Drive and legally described as Lot 80 of Tract 4816. The hearing was opened to the audience. Mrs. Prusso addressed the Board and explained the request. She stated that she was aware of the Ordinance regarding home occupations and would be able to comply with all of its requirements. There being no further comment, the hearing was closed. THE MOTION CARRIED. DIVISION OF LAND NO. 66-10 Applicant - Gulf Oil Corp.. To allow a division of land into 2 separate parcels. Located at the southeast corner of Bolsa Avenue and Springdale Street and legally described as being a -portion of the NW/4 of the NW/4 of Section 15-5-11. The hearing was opened to the audience. Fred Westover, .representing the applicant, and the Board discussed the request. It was noted that the subject property was not legally split from the original parcel. There being no further,60mment, the hearing was closed. A MOTION WAS MADE BY HARLOW AND SECONDED BY M.NDRELL TO APPROVE DIVISION OF LAND NO. 66-10 SUBJECT TO A DIVISIONOOF LAND BEING FILED SEPARATING THE SUBJECT PROPERTY FROM THE ORIGINAL PARCEL AND WITH THE FOLLOWING CONDITIONS OF APPROVAL: 1. Springdale Street and Bolsa Avenue shall be fully improved and dedicated to City Standards at the time each parcel is developed.
