COMMISSIONERS ABSENT: None. PRESENTATION: Parks, Open Spaces, Schools and Recreation Element to the Master Plan of Land Use. { Bud Belsito, Associate Planner, read ex- cerpts from the Parks, Open Spaces and Recreation Element to the Master Plan of Land Use concerning the scope and philosophy of the program. Norm Worthy mentioned certain sections of the report that were in conflict with the views of the Recreation Commission. He stated that on Page 2 it should be mentioned that if it is possible to acquire land in an area that represents the long-range recreational needs, the City should take advantage of the opportunity if the_ cost is reasonable. Also, on Page 3, in reference to the two planned communities, Huntington Harbour and Huntington Beach Company, efforts should be made to obtain public parks and recreation facilities in these developments. Mr. Worthy felt that the statement on Page No. 16 which reads "Residents of private planned develop- ments have their neighborhood park and recreational needs satisfied -within their development. It_is necessary to consider only .community or --regional facilites for this-, group of people." should be deleted. But Belsito mentioned that further elaboration concerning minimum requirements for community parks should be made. It was suggested -that 1 acre of park per 800 population or 1.25 acres per 1,000 population be a minimum standard. The Secretary informed -the Planning Commission that it would-be desirable for the Parks, Open Space, Schools and Recreation Element to the Master Plan of Land Use and -the -ordinance implementing AB 1150 be set,for public hearing at -the same time._ 5/25/66 A MOTION WAS MADE BY LAWSON AND SECONDED BY WORTHY TO REFER THE REPORT BACK TO THE PLANNING STAFF FOR FURTHER STUDY AND REVISION. A FURTHER MOTION WAS MADE BY MILLER AND SECONDED BY CRABB TO SET THE REPORT AND THE ORDINANCE FOR PUBLIC HEARING ON June 21, 1966. ROLL CALL VOTE: AYES: Lawson, Bazil, Larkin, biller, Worthy, Crabb. NOES: None. ABSENT: None. THE MOTION CARRIED. DISCUSSION: Master Plan of Land Use - Study Area II - Vicinity of Beach Boulevard and Warner Ave. Bud Belsito explained to the Commission that the Ocean View School District intends to sell the property located at the southwest corner of Beach Boule- vard and Warner Avenue as one package for commercial use. A display depicting possible development of that property was presented. This development would restrict access from the interior streets by constructing a block wall and providing sufficient landscaping. Commissioner Bazil felt that this intersec- tion is the proper location for a sizable commercial development. It was the Commission's recommendation that the Staff reflect highway related commercial beginning at the westerly limit of the school property and continuing east and south to incorporate all of the school property and the previously recommended office and professional uses on Beach Boulevard, to Slater Avenue. Bud Belsito brought to the Commissioner's attention that a zone change was pending before their body requesting a 75 foot extension of highway related commercial along the north side of Warner Avenue, from the previously recommended westerly limit. The Commission felt that the westerly boundary of the highway related commercial should be extended to coincide with the ex, tension of Ash Street, from the south. -2- 5/25/66 Also, discussion took place concerning the proposed highway related commercial recommendation north of the Flood Control Channel and running approximately 660 feet north. The Commission recommended that this property be shown as highway related commercial. Further discussion occurred concerning the property east of Beach Boulevard and north of Holland Drive. The Commission recommended that the property originally recommended as medium density be changed to reflect highway related commercial. The Commission decided to have the Planning Staff reflect these recommendations and present them with technical data at their next regular meeting. RECESS CALLED: Chairman Bazil called a recess at 9:30 PM. COMMISSION RECONVENED: Commission reconvened at 9:45 PM. COMMISSIONER;LARKIN: Commissioner Larkin was excused from meeting by Chairman Bazil. REPORT ON OIL ZONES: George Shibata, Assistant City Attorney, informed the Commission that he was investigat- ing whether or not the -City could remove a zone which was established through the initiative procedure. It was the consensus of the Commission to continue the matter for more study by Mr. Shi.bata. DISCUSSION: Request to remove the "0" zone from property bounded, generally, by Nashville, Hartford, Alabama and Florida. This item was continued until the next Planning Commission meeting on June 7, 1966. DISCUSSION: A business license request to conduct a beach rental concession on the P.E. right-of-way. Because of a meeting between, City and State Officials this matter was continued to the next study meeting. DISCUSSION: Definition of a Motel The Secretary read the definition of a motel as described in the Huntington Beach Ordinance Code, which prohibited the use of kitchens in motel units. He then stated that this presented a problem in that several de- velopers have indicated that kitchen units are becoming a necessary item in motel units. There was some discussion as to whether or not a percentage of the units should have kitchens. -3- 5/25/66 Ken'Reynolds pointed out that apartment owners have indicated that motels with kitchen privileges cause unfair competition. George McCracken indicated that if the motel had access to an arterial highway, kitchen units could be permitted and still not be in competition with apartment owners. Commission discussion followed. It was the consensus of the Commission that motels obtaining access from an arterial highway could have kitchen units and that this could be taken care of in each commercial zone through the issuance of a use,permit. The staff was instructed to investigate this possibility and prepare a code amendment. PROPOSED CODE AMENDMENT 66-32 RESOLUTION OF INTENT - FA DISTRICT The Commission reviewed the proposed amendment to Division 9 pertaining to the R-,A Residential Agricultural District. The Secretary informed the Commission that the amendment proposes to increase the minimum lot -size to one acre, increase the minimum lot frontage to 150 feet, lower the maximum density to one dwelling unit per lot and amend the setback for accessory buildings. PROPOSED CODE AMENDMENT 66-9 STORAGE YARDS The Commission reviewed the proposed amendment to Division 9 pertaining to storage yards in the M-1 Zone. PROPOSED CODE AMENDMENT 66-6 OFF-STREET PARKING The Commission reviewed the proposed amendment to Division 9 pertaining to off-street.parking. PROPOSED CODE AMENDMENT 66-10 DIVISION OF LAND The Commission reviewed the proposed amend- ment to Article 981 pertaining to divisions of land. PROPOSED CODE AMENDMENT 66-11 DEDICATION AND STREET IMPROVEMENTS R/W The'Commission reviewed the proposed amend- ment to Division 9 pertaining to dedication and improve- ment of street rights -of -way. THE MOTION CARRIED. -5- 5/25/66 PROPOSED CODE AMENDMENT 66-12 MINIMUM STORAGE SPACE IN CARPORTS The Commission reviewed the proposed amend- ment to Division 9 pertaining to minimum storage space for carports. PROPOSED CODE AMENDMENT - Precise Plans The Secretary submitted a last; of uses that could be processed under a site plan procedure. The Commis#oners agreed on these and suggested that the staff.prepare. development criteria for the various uses and submit them for Planning Commission study. COUNTY VARIANCE - UV 5731 To permit the construction of a single family dwelling with attached garage on a proposed parcel, and the elimination of the off --street park g requirement in connection with a proposed retail antique store addition in the C2 General Business District. The Commission reviewed the request and it was their unanimous recommendation that this variance should be denied because it does not meet the minimum standards of the Huntington Beach Ordinance Code. A, MOTION WAS MADE BY CRABB AND SECONDED BY LAWSON TO INSTRUCT TIDE SECRETARY TO WRITE A FETTER TO THE ORANGE COUNTY PLANNING COMMISSION RECOMMENDING DENIAL OF USE VARIANCE 5731 FOR THE AFOREMENTIONED REASON. ARTICLE 977 - YARDS The Secretary recommended to the Planning Commission that Article 977, Yards, be repealed inasmuch as the provisions of that Article are taken care of in -6- 5/25/66 each zone. A MOTION WAS MADE BY GRABBAND SECONDED BY LAWSON TO INSTRUCT THE SECRETARY TO SET A PUBLIC HEARING ON REPEALING ARTICLE 977. ROLL CALL VOTE: AYES: Lawson, Bazil, Miller, Worthy, Crabb. NOES: None. ABSENT: Larkin. THE MOTION CARRIED. STREET NAME CHANGE - MAGNOLIA AVENUE It was brought to the Commission's attention that there is a tentative map filed with the City which has one of its streets named Hickory. Since the Planning Commission previously selected Hickory Avenue as a replace- ment for Magnolia Avenue, they should consider a different name. The Planning Commission reviewed this matter and unanimously recommended Pecan Avenue as a replacement for Magnolia Avenue in the "old town" section of Huntington Beach. It was also recommended by the Secretary that all future street name changes be handled directly by the Fire Department to save considerable time, since the Fire Department, must review and approve all street name changes anyway. A MOTION WAS MADE BY MILLER AND SECONDED BY WORTHY TO RECOMMEND TO THE CITY COUNCIL THAT MAGNOLIA AVENUE BE CHANGED TO PECAN AVENUE AND ALSO THAT ALL FUTURE STREET NAME CHANGES BE HANDLED DIRECTLY BY THE FIRE DEPARTMENT.
